Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. Environmental Consulting

Air Quality Trinity’s reputation for excellence in air quality is based on nearly 50 years of focus on the intricacies of air quality regulations and requirements. Trinity has completed thousands of projects, many for repeat, satisfied clients. With each new project, our goal is to exceed expectations so that our clients turn confidently to Trinity when faced with additional challenges.

Air Dispersion Modeling Air dispersion modeling is a cornerstone of air quality permitting and compliance demonstrations.

Since 1990, Trinity has completed more than 6,000 air dispersion modeling projects with more than 50 dispersion models sanctioned by U.S. EPA and other regulatory authorities. Trinity is recognized nationally and internationally for our skills in formulating and conducting dispersion modeling studies to support permit applications, compliance demonstrations, emergency response planning, and impact and feasibility assessments.

When EPA revises its regulatory modeling requirements, Trinity carefully tracks the process in order to ensure the appropriate modeling methodology is utilized on client’s projects. Trinity’s modelers have performed thousands of modeling analyses with AERMOD and its predecessor, ISC, to support permit applications. Trinity has also prepared many analyses using CALPUFF for Class I areas. Our extensive modeling experience also enables us to provide excellent training courses to educate environmental professionals regarding the theory, application, and oversight of air dispersion modeling. Our modeling experts assist with many modeling scenarios such as the following:

► Assessing impacts of continuous air emissions to demonstrate compliance with ambient air quality standards and other air quality-related values (acid deposition, visibility, regional haze, etc.) utilizing U.S.

EPA preferred models (e.g., AERMOD), and beta-version AERCOARE (the marine environment version of AERMOD), and long range screening models such as CALPUFF and SCICHEM

► Assessing impacts of offshore emissions on the air quality of coastal regions using the Offshore and Coastal Dispersion (OCD) model

► Assessing visible plumes, icing, and fogging impacts due to high water-content air emissions using specialized models such as FOG, SACTI, and CALPUFF

► Evaluating individual and cumulative human and ecological risk, and performing probabilistic risk analyses using various modeling tools including BREEZE Risk Analyst and other risk modeling tools

► Conducting regional modeling studies with the Community Multi-scale Air Quality (CMAQ) model and the Comprehensive Air-quality Model with extensions (CAMx, a photochemical model) for regional haze analyses, control strategy evaluations, ozone/PM2.5 impact assessments, and inter-pollutant credit demonstrations in support of nonattainment new source review permitting

► Conducting odor concentration modeling and predicting the effect of different abatement strategies using SCREEN3, AERSCREEN, AERMOD, and CALPUFF

► Analyzing potential risks associated with release of liquefied fuel gas (LFG) and liquefied natural gas (LNG) using BREEZE LFG Fire/Risk and Incident Analyst

► Predicting structural damage and personnel injury from the detonation of high explosives and vapor cloud explosions with BREEZE ExDAM, and illustrating setup and results in powerful 3D graphs and animations

► Processing model-ready meteorological data from surface/upper air observations as well as prognostic meso-scale meteorological models (WRF/MM5) to support to various dispersion models (AERMOD, CALPUFF, CMAQ, CAMx, OCD, etc.)

Class I Area Regional Haze Analyses Federal Land Managers (FLM), including personnel from the U.S. Fish and Wildlife Service, the National Park Service, and the U.S. Forest Service, typically request an air modeling evaluation of any PSD project that could have an impact on Class I areas, depending on the emission levels of criteria pollutants and distance to affected Class I areas. These analyses are required to demonstrate a proposed project will not adversely impact air quality related values (AQRV) at a Class I area. These values include visibility, regional haze, acidic deposition, and ozone. A Class I area analysis is an integral component of many PSD projects, and its complexity can delay the permitting process.

Trinity has performed numerous Class I area analyses in support of Prevention of Significant Deterioration (PSD) permit applications including PSD Class I Increment and Air Quality Related Value (AQRV) analyses, i.e., visibility and acidic deposition using CALPUFF. In addition, Trinity has completed visibility assessments using VISCREEN and PLUVUE and regional haze analyses for Best Available Retrofit Technology (BART) and Reasonable Progress evaluations in support of the Regional Haze Rule with CMAQ/CAMx. CALPUFF and CAMQ/CAMx modeling requires far more sophisticated analysis than typical near-field models. Because CALPUFF was demoted by EPA as a preferred model, Trinity frequently uses CMAQ/CAMx for BART and Reasonable Progress evaluations. CAMx has gained favor because of its superior consideration of chemical reactivity as well as other options. We are also versed in the use of SCICHEM, another alternative to

CALPUFF.

Multi-Pathway Risk Assessment Dispersion Modeling Trinity has assisted industry, regulatory agencies, and trade associations with technical and modeling support to conduct human health and ecological risk assessments. These projects have included National Environmental Policy Act (NEPA) projects such as coal-gasification plants, MACT residual risk assessments, risk assessments to support RCRA facility permitting for hazardous waste incineration or that utilize hazardous waste derived fuel, and other air quality assessment studies with both inhalation and ingestion pathway assessments. These specialized studies employ a combination of BREEZE AERMOD/ISC, BREEZE Risk Analyst, and other risk modeling tools to account for inhalation and ingestion. pathways for maximum exposed individuals and overall population impacts.

Emergency Response Planning and Associated Acute Risks Trinity performs many health effects impact studies for actual and potential releases of toxic and hazardous air pollutants. These studies have included emissions estimations, acute toxicity evaluations for comparison to threshold limit value-based concentration limits, cancer risk assessment, and ambient monitoring studies.

Trinity’s staff has considerable experience modeling emissions from accidental releases of liquid spills and spills of liquefied gases using dense gas models including DEGADIS, SLAB, ExDAM, VASDIP, and HEXFRAG.

Both BREEZE Incident Analyst and BREEZE ExDAM contain a suite of agency-recognized and industry-standard models that can be utilized in various scenarios.

Air Qual ity Permitt ing Trinity prepares air quality permit applications for facilities in a wide range of industries in every state and U.S. territory and beyond. Effective air permitting requires extensive practical experience in all aspects of air quality analysis and regulation. New Source Review New or modified air emissions sources must meet federal and state new source review (NSR) permitting requirements. The specific requirements depend upon the NAAQS regional attainment status and the type and volume of pollutants that the facility will emit. We carefully review each NSR project to determine:

► Affected sources and pollutants ► Potential-to-emit for each identified pollutant ► PSD and nonattainment applicability for each pollutant ► State permitting requirements ► Applicability of other air quality regulations ► Impacts of greenhouse gas (GHG) requirements

Air quality projects for new major sources and modifications in nonattainment areas are required to apply air pollution control technology that results in the Lowest Achievable Emission Rate (LAER), and to offset the air pollution generated by the new source by reducing emissions from other sources in the nonattainment area.

Air quality projects located at a major source in an area that is in compliance (attainment) with the NAAQS are subject to the Prevention of Significant Deterioration (PSD) program. The PSD program requires states to protect air quality in attainment areas by controlling emissions increases of certain pollutants. Since 1990, Trinity has assisted with more than 1,000 PSD projects in all U.S. EPA regions. Each PSD project requires an extensive dispersion modeling analysis that accounts for stack configurations, direction-specific building downwash, terrain features, and local meteorology.

With a long history of air quality modeling and some of the industry’s most knowledgeable modelers on staff, Trinity is uniquely qualified in this area. We also perform other technical requirements such as PSD additional impacts analyses, PSD “top-down” BACT analyses, and netting analyses.
