Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Assistant Space & Cyber Systems Engineer Func�onal Responsibility: An Assistant Space & Cyber Systems Engineer must have proven knowledge of the space or cyberspace industry; be capable of working effec�vely on a small team; and develop code to support so�ware. development. Outstanding analy�cal skills and broad exper�se in computer systems is required. Under the direc�on of a Lead Engineer, the Assistant Engineer will be responsible for providing engineering support to mul�ple programs and focus on requirements and solu�ons related to implemen�ng secure space-based ini�a�ves under various risk management frameworks. Assistant Engineers are expected to learn hands-on cybersecurity and space security skillsets and use prescribed methods, perform specific and limited por�ons of a broader assignments of an experienced engineer.

Minimum Educa�on: Bachelors Minimum Experience: 2 years

Associate Space & Cyber So�ware Engineer Func�onal Responsibility: An Associate Space & Cyber So�ware Engineer must perform for mul�ple programs and provide assistance to teammates and customers. Associate Engineers must have a strong knowledge and experience with compu�ng and cyber so�ware technologies. Problem-solving skills and the ability to work effec�vely on small teams is required. Associate Engineers take direc�on from a Lead Engineer and support development programs. The Associate Engineer will ini�ally focus on requirements and solu�ons related to implemen�ng secure so�ware research, technologies and concepts, and to subsequently leverage this knowledge to iden�fy vulnerabili�es and develop mi�ga�on strategies. Work assignments include process study; research inves�ga�ons; report prepara�on; and other ac�vi�es of limited scope requiring knowledge or principles/techniques commonly.

Minimum Educa�on: Bachelors Minimum Experience: 4 years

Business Analyst Func�onal Responsibility: A Business Analyst facilitates assigned projects by serving as a liaison between users and developers, se�ng and communica�ng goals, and evalua�ng and refining results. With the Project Manager, exercises joint authority and responsibility for the work and schedules of contractors.

Creates, develops, provides, or coordinates system training, materials, and other educa�onal tools.

Nego�ates plans and �meframes, ensuring that clients understand the an�cipated result. Develops and communicates detailed specifica�ons for implementa�on.

Produces reports, �melines, and graphics to communicate expecta�ons and progress to management, customers, and other relevant par�es. Maintains and ensures proper documenta�on and coordinates or performs tes�ng of system modifica�ons. Collaborates with the Project Manager to ensure the needs of the client have been met. Researches and analyzes the nature, effect, and results of system difficul�es.

Sa�sfies data sampling, project analysis, tes�ng verifica�on, and other user requests from exis�ng databases. Maintains current understanding of industry standards, trends, and best prac�ces through industry and other professional networks.

Execu�ve Director Func�onal Responsibility: An Execu�ve Director provides execu�ve leadership and overall technical direc�on for projects. Leads strategic development and implementa�on of large cross-func�onal strategic projects to reach successful outcomes. Ensures that ini�a�ves remain on schedule, tracking milestones, deliverables, and change requests. Implements policies and programs to carry out the work of project teams. Oversees the daily administra�on of the organiza�on by implemen�ng policies, procedures, and programs. Dra�s and implements performance standards.

Minimum Educa�on: Bachelors Minimum Experience: 15 years

Principal Space & Cyber So�ware Engineer Func�onal Responsibility: A Principal Space & Cybersecurity So�ware Engineer performs for mul�ple programs and provides leadership among teammates and customers. Principal Engineers must have proven knowledge and experience in the cyberspace industry and preferably experience within the space industry; work effec�vely on small teams; and experienced with hands-on so�ware development using various so�ware suites. Principal Engineers must possess outstanding problem-solving skills and exper�se in computer systems. Under the direc�on of a Lead Engineer, Principal Engineers will be responsible for suppor�ng mul�ple development programs. The Principal Engineer will ini�ally focus on requirements and solu�ons related to implemen�ng secure space-based ini�a�ves under various risk management frameworks and is expected to apply cybersecurity and space system security concepts.

Extensive experience with so�ware suites and tools and knowledge of agile methodology is required.

Minimum Educa�on: Bachelors Minimum Experience: 15 years

Program Manager Func�onal Responsibility: A Program Manager leads project team to ensure contractual deliverables are completed on schedule and within the approved budget. Determines required project resources and defines their roles and responsibili�es. Develops product specifica�ons, crea�ng and execu�ng against the project plan. Proac�vely mi�gates risks and manages the development lifecycle from incep�on to comple�on and post comple�on support. Works with stakeholders to define product objec�ves and requirements. Priori�zes requirements and defines scope to meet needs in a �mely manner given available resources. Develops, maintains, and distributes standard project management deliverables, such as program management plan, implementa�on plans, project schedules, project budgets and variances, issues and ac�on items, mee�ng minutes, risks assessments, and con�ngencies. Partners with internal and external development teams to deliver on �me and with the quality required. An�cipates problems and complica�ons and formulates solu�ons. Manages quality control process. Assumes responsibility and drives ownership for issue resolu�on. Accountable for on �me product delivery, product quality, cost, and opera�ons.

Minimum Experience: 12 years

Senior Space & Cyber Systems Engineer Func�onal Responsibility: A Senior Space & Cyber Systems Engineer performs for mul�ple programs, provides leadership to junior team members and works for mul�ple Program Managers. Senior Engineers are responsible for the technical execu�on of complex so�ware engineering efforts.

Requirements include knowledge of the space or cyberspace industry; capable of supervising small so�ware development teams; and performing hands-on development of technical documenta�on and engineering ar�facts. Senior Engineers have outstanding analy�cal skills and broad exper�se in computer systems, as well as be able to effec�vely interact with organic engineers, other contractors and government personnel. Under the direc�on of a Lead Engineer, Senior Engineers are responsible for the execu�on of technical maters associated with mul�ple programs. The Senior So�ware Engineer will ini�ally focus on requirements and solu�ons related to implemen�ng secure space-based ini�a�ves.

Senior Engineers are hands on using so�ware architecture frameworks or tes�ng environments. Senior Engineers are responsible for the en�re engineering program of an organiza�on when the program is of limited complexity and scope; subordinate supervisors or team leaders; and responsible for an important segment of the engineering program of an organiza�on with extensive and diversified engineering requirements.

Minimum Educa�on: Bachelors Minimum Experience: 12 years

Space & Cyber Principal Technical Director Func�onal Responsibility: A Space & Cyber Principal Technical Director manages teams of cybersecurity engineers for space-based projects. Responsible for direc�ng, designing, developing, implemen�ng, and maintaining project cybersecurity systems, opera�ng policies, and procedures. Ensures compliance with all government cybersecurity requirements and regula�ons for space-based systems.

In a supervisory capacity, is responsible for (a) an important segment of a very extensive and highly diversified engineering program; (b) the en�re engineering program when the program is of moderate scope (The programs are of such complexity that they are of cri�cal importance to overall objec�ves, including problems of extraordinary difficulty that o�en have resisted solu�on, and consist of several segments requiring subordinate supervisors); is responsible for scien�fic approaches, planning and organizing facili�es and programs, and interpre�ng results); or (c) programs so extensive and complex as to require staff and resources of sizable magnitude (e.g., research and development, a department of government responsible for extensive engineering programs, or the major components of an organiza�on responsible for the engineering required to meet the objec�ves of the organiza�on).

As a staff member, (a) formulates and guides the atack on problems of excep�onal difficulty and marked importance to the organiza�on or industry (Problems are characterized by their lack of scien�fic precedents and source material, or lack of success of prior research and analysis so that their solu�on would represent an advance of great significance and importance. Performs advisory and consul�ng work for the organiza�on as a recognized authority for broad program areas or in an intensely

Space & Cyber Technical Director Functional Responsibility: A Space & Cyber Technical Director leads cybersecurity engineering teams for space-based projects. Provides advice and makes recommendations as an authoritative leader for cybersecurity. Provides design, architecture, and engineering technical direction and leadership.

Recommends solutions to the most difficult security problems in existing systems and systems development. Applies or assists with application of formal methods in security architecture, security system design and engineering, and security technology integration and deployment. Leads and participates in security tests and evaluations, studies and experiments. Identifies promising cybersecurity technologies, integrates them into cybersecurity plans consistent with higher level cybersecurity guidance. Applies resources toward maturing the best technologies and capabilities and transitions them to end users as rapidly and effectively as possible. Conducts technical and management briefings. Oversees and directs complex technical tasks.

Minimum Education: Bachelors Minimum Experience: 15 years

Technical Writer Func�onal Responsibility: A Technical Writer creates and revises technical documents such as manuals, reports, brochures, or ar�cles. Writes and edits technical documents including reference manuals and product manuals. Writes and edits procedural documenta�on such as user guides and manuals.

Determines the type of publica�on that will best serve the project requirements. Meets with engineers, programmers, and project managers to learn about specific products or processes. Researches product samples to fully understand product. Assesses the audience needs for whom the technical and procedural documenta�on is intended; adjusts tone and technical terms used to meet those needs and to ensure understanding. Plans wri�ng processes and sets �melines and deadlines. Creates or works with graphic designers to create diagrams, charts, and other visual aids to assist readers in understanding a product or process. Gathers feedback from customers, designers, and manufacturers to improve technical documents.
