Capitol Advisors on Technology (CAT) is a technology agnostic services and consulting company and is highly proficient in any technology environment.
In a Microsoft centric organization, we use the SharePoint capabilities of the license level and encourage migration to a more capable level if resources allow. We work with technical staff to implement the tailored configurations, controls, and processes that will ensure compliance with applicable statue, regulation, guidance, and requirements. In some implementations, CAT creates SharePoint libraries and attaches metadata attributes both for RIM and business process support. Files in the library inherit the associated retention and access controls. In other implementations, labels associated with specific retention schedules and access controls are applied.
We are acutely aware of our client’s resource constraints and design systemic solutions that best advantage its aspirations as well as the existing capabilities of its people, policy, processes, and technology infrastructure.
Where needed, we propose designs that combine integrated changes to those components.
We take every advantage of the capabilities of the technology architecture, infrastructure, applications, and tools extant in a client organization. We propose and implement policy, process, and tools to govern and manage records, information, and data consistent with Records Management regulations, OMB Issuances (A130, A-123, A-11) NARA’s Universal ERM Requirements, Regulations, bulletins.

Capitol Advisors on Technology (CAT) is a technology agnostic services and consulting company and is highly proficient in any technology environment.
CAT works with business process owners, data architects and database designers to develop records and information management strategies that support client business processes and that meet tailored records management requirements based on NIST 800.53 V4/5 and applicable NARA Universal ERM Requirements.
Compliance often requires both technology solutions and changes to Client RIM policy, guidance, and organization business process.
While each implementation of ERM capabilities in structured data systems is unique, key elements of the process are common. CAT focuses on the business processes that create or use the structured data. Records document transactions of business processes. Those records may be stored in a structured format, but they document some transaction of government business. Key elements of CAT’s approach include:
• Fully understand the business process, its transactions, and the structured data that supports those transactions
• Identify the records necessary to document the business process transactions adequately and properly
• Determine the structured data elements necessary to create a full and complete record of the business process transaction
• Create additional columns or tables in the structured data as necessary to capture metadata and retention schedule item pointers.
• If that approach is not feasible, CAT recommends Records Management Application options to store the transaction records with all necessary data elements and metadata to fully comply with NARA’s Universal
ERM requirements.
CAT takes a holistic, risk-based, enterprise-wide, realistic approach to our client’s records and information management (RIM) requirements and recognizes implementing a compliant Records and Information
Management program is first a leadership, then a change management challenge. This is particularly true when integrating new records management capabilities in existing applications. All this requires deep integration and collaboration with Business / Mission owners, Security, Privacy, Enterprise Architecture, Configuration
Management, Application Program Management, and Chief Data Office. Technical implementation strategies have highest probability of success when these organizational components’ interest are carefully aligned.
CAT is acutely aware of our client’s resource constraints and designs systemic solutions that best advantage client’s aspirations as well as the existing capabilities of its people, policy, processes, and technology infrastructure. Where needed, we propose designs that combine integrated changes to those components.
We take every advantage of the capabilities of the technology architecture, infrastructure, applications, and tools extant in a client organization. We propose and implement policy, process, and additional tools to govern and manage records, information, and data consistent with Records Management regulations, OMB Issuances (A130, A-123, A-11) NARA’s Universal ERM Requirements, Regulations, bulletins.
