These staff members are responsible for providing overall leadership, guidance and internal review for projects under this contract. Included in this group are MDRC's officers

(President, Senior Vice Presidents and Vice Presidents), department directors, policy area leaders and senior fellows. MDRC’s officers provide general oversight for all projects within the organization; establishing and monitoring project and organizational goals; assuring quality of products (research reports, technical assistance, etc.); proposal development; and management of financial and staffing budgets.

Directors provide leadership for support staff operations, such as information technology, data-base management, project development, financial budgeting, control and internal auditing, publications management and external affairs, as well as staff services (facilities management, human resource management, purchasing management, etc.). Policy Area Leaders and Senior Fellows mobilize the needed resources and provide the experience required to maximize the learning potential, produce timely reports, and assure that the proposed projects benefit from other relevant MDRC studies. They also work collaboratively to implement and execute policy-based research and technical assistance projects; serve as technical knowledge resources on projects at the senior most level, and document lessons learned related to substantive methodologies and approaches on relevant projects in their areas of expertise.

Masters /14 Doctorate and 10 years’ experience.

Additional 4 years’ experience can be substituted for advance degree. BA or BS required.

Senior Associate

II

These staff members are responsible for providing guidance and internal management for projects under this and related contracts. Included in this group are senior associates (research, operations and technical). Senior personnel typically are responsible for designing, implementing and managing evaluation and research programs intended to improve the well-being of low-income populations, or work in other relevant social policy areas. They often oversee and participate in the analysis of evaluation data, and the presentation of findings; as well as dissemination of results to policy-makers and the general research community. Additionally, at the senior fellow level, they serve as knowledge resources and experts to social science projects, as well as the social science community in general. Senior Research and Senior

Operations positions call for excellent writing and communication skills, as a prime position responsibility is disseminating progress, methodologies, findings, and conclusions from research and evaluation projects. The staff in these positions are also responsible for the detail design of research questions, work plans, site operations, and sub-contractor arrangements.

Associate II These positions include both research and technical titles.

The positions typically require that incumbents hold advanced degrees at the masters and/or doctorate level, with a minimum of five years experience in conducting policy research activities. If technical in nature, the position, in addition, would call for at least three years experience in technical specialized activities with emphasis directly related to the designated program area. Associates should be capable of carrying out independent assignments with minimum supervision or acting as leader of small or medium-sized projects.

Analyst II Intermediate positions include titles such as analyst or entry-level associate positions in the research, operations, and technical arenas. The positions require typically that incumbents hold advanced master-level degrees with a minimum of three-to-five years experience in conducting policy research activities. If technical in nature, the position would call for a BS or BA degree, with at least three years experience in technical activities of which at least two are directly related to the designated program area. Incumbents should be capable of carrying out independent assignments with some supervision. Included here are specialists in computer programming, survey design, database management, advanced data analysis, etc.

These positions call for staff to conduct research by framing the research questions, implementing and designing direct quantitative and qualitative analysis, write reports both at the technical and fundamental levels, evaluate cost or benefit-cost analysis, and program in SAS and other statistical computer languages.

Bachelors /4 4 years’ experience can be substituted for advance degree. BA or BS required.

Assistant II Position titles included here are research assistants (at two levels), entry level analysts, and technical support staff.

These positions typically require incumbents to hold a BS or BA degree, with two years or less experience in social science, research, programming, psychology, economics, or other technical programs. The staff in these positions generally work with an interdisciplinary research team on a project basis providing support such as data collection, data analysis, logistical support for and documentation of project teamwork; and developing spreadsheets and other graphical analysis as may be called for in the project.

These positions are subject to tight supervisory control and are considered as entry level, or borderline internship in nature. Technical support includes installing and repairing computer equipment, maintaining hardware; responding to customer (internal) issues relating to computer or phone equipment and systems; logging technical issues, and so on.
