Service Contract Labor Standards/Service Contract Act (SCLS/SCA) Matrix

Senior Executive
Responsible to provide oversight for multiple client engagements by managing several multi-faceted market and research programs and creating an overarching vision. Oversees program management, enterprise systems, process improvement, strategy, or related engagements. Provides management and direction on client engagements, project definition and business analysis, development of strategies and operating models, and integration of global solutions. Responsible for project estimation and resource planning efforts and resolving project issues, such as technical compatibility, client expectations, and timing. Responsible for formulating work standards, creating strategic project objectives, and managing client issues and feedback. Supervises designated resources and enforces quality control practices for the project. Serves as a Subject Matter Expert that provides specific technical experience as required.

Executive
Responsible for overseeing integrated management structure and evaluates overall performance.
Focuses on program delivery, technical integration, and solution delivery. Drives strategy and planning changes, provides oversight of key personnel, and manages project resources. Responsible for managing the program team and daily operations of project development or serves in a role as an experienced technical executive. Serves as a Subject Matter Expert that provides specific technical experience as required.

Graphics Designer
Develops graphic components related to strategic communications packages and contract deliverables.
Creates and directs implementation of graphic design concepts and appropriate creative solutions.

Collects, analyzes, and presents data and trends. Manages data gathering sessions to achieve desired outcomes.

Initiates, leads, and executes process improvement efforts. Designs, coordinates/facilitates and collaborates efforts with multiple stakeholders.

Project Specialist
Provides leadership support to staff, supporting special projects and tracking deliverables so they stay on schedule.

Data Analyst
Works with large data sets. Applies analytic methodologies and principles to address client needs.
Applies analytic techniques in the evaluation of project objectives and contributes to the implementation of strategic direction. Performs analyst functions including data collection, interviewing, data modeling, project testing, and creation of performance measurements to support project objectives.

Substitutions
BOW WAVE LLC reserves the right to make the following substitutions in the education and/or experience requirements of any of the labor categories set forth herein.
• Two (2) years of experience is equal to an Associate’s Degree, four (4) years of experience is equal to a Bachelor’s Degree, six (6) years of experience is equal to a Master’s Degree, and vice versa.
Sr. Strategic Planning Specialist
Provides strategic management including development, implementation, maintenance, and sun setting.
Supports enterprise resource management projects. Involved in continuous process and performance improvement, Lean Six Sigma, Management Systems Engineering, Industrial Systems Engineering, and/or Capability Maturity Model Integration (CMMI) as required.
Experience: 8 years
Program/Project Manager
Experience implementing large strategic planning with demonstrated customer relationship management across multiple tasks and customers.
Experience: 5 years
Project Assistant
Administrative support staff with experience supporting senior management and program management staff in the preparation of deliverables, internal reports, briefings, drawings, proposal compliance, and quality control. Advanced to Expert level abilities in word processing, graphics, desktop publishing, editing, and overall coordination.
