Substitution Methodology: Due to the availability or limitation of education, occasionally substitution of experience as referenced below for a professional labor type with additional years of experience will be provided to the Federal Agency when responding to their contract requirements and it is solely the acquiring agency’s determination, if the substitution is considered acceptable prior to an award.
Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Communications Security Specialist
Responsible for the receipt, custody, issue, safeguarding, accounting for, and, when necessary, the destruction of applicable material.
• Maintain accountability for cryptographic materials and related client information.

Cyber Information Assurance Security Specialist
Performs assessment and authorization coordination. Advises and assists the customer with Risk Management Framework (RMF) and develops a Plan of Action and Milestones for resolving network deficiencies in accordance with regulations. The duties of this task include assessing network compliance against controls listed in and creating A&A packages. Performs assessment, compliance, and validation of IT systems to support agency Cybersecurity program, its Component Commands, TSOCs, and deployed forces. Will execute a comprehensive assessment, compliance and validation of customer networks to ensure compliance with regulations and security and standards.

Knowledge with application and network security. Understanding of vulnerabilities, exploits, malware, risks to affected systems, and DoD IAVM program. Documented experience with end-point security solutions, intrusion protection systems, intrusion detection systems, firewalls, proxies, log analysis and vulnerability.

Information System Security Engineer
The ISSE is responsible for conducting information system security engineering activities. Reference NIST SP 800-37, Applying the Risk Management Framework to Federal Information Systems, for additional details. Information system security engineers are an integral part of the development team (e.g., integrated project team) designing and developing organizational information systems or upgrading legacy systems.
Information system security engineers employ best practices when implementing security controls within an information system including software engineering methodologies, system/security engineering principles, secure design, secure architecture, and secure coding techniques. System security engineers coordinate their security-related activities with information security architects, senior information security officers, information system owners, common control providers, and information system security officers.

Information System Security Officer
ISSO is responsible for ensuring the appropriate operational security posture is maintained. This includes the following activities related to maintaining situational awareness and initiating actions to improve or restore cybersecurity posture.
Implement and enforce all cybersecurity policies, procedures, and countermeasures using the guidance within instruction and applicable publications. Ensure all users have the requisite security clearances, complete annual cybersecurity training, and are aware of their responsibilities before being granted access to the IT. Maintain all authorized user access control documentation IAW the applicable Records Information Management System.
Ensure software, hardware, and firmware complies with appropriate security configuration guidelines. Ensure proper configuration management procedures are followed prior to implementation. Data Engineer Database engineers are responsible for developing and translating computer algorithms into prototype code and maintaining, organizing, and identifying trends in large data sets. Data Integrator Data Integrators are responsible for conducting methodology development, software requirement generation, tool testing, and the discovery, aggregation, and visualization of disparate data sources. Data Integrators will perform the following duties:
• Work directly with the Intelligence Analysts focusing on problem sets at the tactical and strategic levels
• Apply a thorough understanding of data integration and visualization to support the ops/intelligence fusion process
