Service Contract Labor Standards/Service Contract Act (SCLS/SCA) Statement

The Service Contract Labor Standards, formerly the Service Contract Act (SCA); is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300); this contract still maintains the provisions and protections for SCLS eligible labor categories. If and/or when the contractor adds SCLS labor categories/employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

CPA

BA/BS Degree and 13 years’ experience.

CPA required.

Serves as a leader ensuring that a group of accounting professionals are working in concert with automated complex business practices within the time frame specified by the customer and that all of the requirements are met. Must be able to assess products and procedures for compliance with government standards, A-123 internal controls audits, accounting principles, and multi-tiered system application standards. Must be able to grasp interrelationships between financial management requirements and automated solutions, considering the current system environment and the potential integration of added systems concurrently or later. Prepares all milestone documentation and presentations for senior managers, colleagues, and subordinates. Can present material before outsight authority for the client and/or prepare Program Managers for briefings and presentations. Is thoroughly familiar with activity based costing, business case analysis and outsourcing requirements. CPA required.

Admin III HS Degree and 4 years’ experience.

Performs diverse secretarial and administrative duties.

Key responsibilities include: Initiating special reports, composing routine correspondence, and compiling statistical and budget information, and providing communication with all levels of agency personnel to gather and convey information. Works independently or may supervise Admin I and/or II.

Admin II HS Degree and 2 years experience.

Performs diverse secretarial and administrative duties.

Key responsibilities include: Initiating special reports, composing routine correspondence, and compiling statistical and budget information, and providing communication with all levels of agency personnel to gather and convey information. Generally works under supervisions but may work independently or supervise an Admin I.

Admin I HS Degree and 1 year experience.

Performs entry level secretarial and administrative duties. Key responsibilities include: Composing routine correspondence, filing, and assisting with routine administrative operations. Works under supervision.

N Analyst (Intermediate) BA/BS Degree and 5 years’ experience.

Plans and provides analytical support for facilitation, training, methodology development and evaluation, business management techniques, and organizational development. Supports agency business process improvements and modernization projects. Key responsibilities include: Developing modern business methods, identifying best practices, and creating and assessing performance measurements. Generally works under supervision and may supervise an Analyst I.

Analyst (Jr) BA/BS Degree and 1 year experience.

Plans and provides analytical support for facilitation, training, methodology development and evaluation, business management techniques, and organizational development. Key responsibility includes: Providing recommendations, contributing and preparing briefings for business, management, technology, operational initiatives, policy formulation, professional or strategic goals. Generally works under supervision.

Business Systems I BA/BS Degree and 2 years’ experience.

Able to perform in areas such as optimizing and automating complex business practices given deadlines and milestones specified by the client.

Monitors and performs network maintenance to ensure networks operate correctly with minimal interruption. Analyzes test data and recommends hardware or software upgrades.

Identifies areas of operation, which need upgraded equipment. Conducts surveys to determine user needs. Develops and writes procedures for installation, use, and solving problems of communications hardware and software. Assists users to identify and solve data communication problems.

Computer Network Specialist (Senior)

BA/BS Degree and 10 years’ experience.

Analyzes, tests, troubleshoots, and evaluates existing network systems, such as local area network (LAN), wide area network (WAN), and internet systems or a segment of a network system. Monitors and performs network maintenance to ensure networks operate correctly with minimal interruption. Analyzes test data and recommends hardware or software upgrades.

Identifies areas of operation, which need upgraded equipment. Conducts surveys to determine user needs. Develops and writes procedures for installation, use, and solving problems of communications hardware and software. Assists users to identify and solve data communication problems.

Trains users in use of equipment. May work independently and/or supervise Mid Level, Junior Computer Network Specialist.

Computer Programmer (Junior)

BA/BS Degree and 2 years’ experience.

Creates, modifies, and test the code, forms, and script that allow computer or mobile applications to run.

Works from specifications drawn up by software developers or other individuals. May assist software developers by analyzing user needs and designing software solutions. May develop and write computer programs to store, locate, and retrieve specific documents, data, and information. Analyzes software requirements to determine feasibility of design within time and cost constraints. Analyzes information to determine, recommend, and plan layout for type of computers and peripheral equipment modifications to existing systems. Compiles and writes documentation of program development and subsequent revisions.

Revises or directs revision of existing programs to increase operating efficiency or adapt to new requirements. Consults with engineering staff to evaluate interface between hardware and software and operational and performance requirements of overall system. Develops and directs software system testing procedures, programming, and documentation. Writes instructions to guide operating personnel. Generally works under supervision.

Serves as a member of group of analysts who are working in concert to systematically integrate business, cost estimating and financial management processes to ensure the efficient stewardship of public funds.

Must be able to support the formulation of strategic financial plans, prepare cost estimates, and correlate financing requirements into executable budgets.

Possesses through knowledge of the allocation, execution, and administration of approved budgets.

Must be able to assess products and procedures for compliance with government standards, accounting principles, internal controls, and multi-tiered system application standards. Must be able to grasp interrelationships between financial management requirements and automated solutions, considering the current system environment and the potential integration of added systems concurrently or later.

Ensure that tasks are completed in the time frame specified by the client and assists in the preparation of milestone status reports and presentations for colleagues, subordinates, and end user representatives. Human Resources Specialist (Junior)

Performs a wide variety of military and civilian personnel activities. Serves as a clerical expert in independently processing the most complicated types of personnel actions, e.g., administrative separation of a military service member from active duty.

Responsibilities may include organizing, maintaining, and reviewing personnel records, entering and retrieving personnel information using computers, and preparing organizational charts, writing official correspondence, and preparing reports.
