Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service
Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds
SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the
Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Labor Category Descriptions
Senior Analytical Chemist
Functional Responsibilities:
Serves as a subject matter expert on research studies requiring management of complex topics and/or team(s); conceives, proposes, plans, leads and conducts investigations in basic and applied research projects based on current scientific literature and/or previous scientific knowledge. Extensive experience in materials synthesis, catalysis, and nanotechnology. He is an expert in developing inorganic sorbent medias, including nanoporous silicas, and their use in capturing toxic metals and organic compounds from the air and water. Leads scientific teams to conduct studies that are expected to result in major technological advances or in solutions to difficult and complex problems.
Minimum Years’ Experience: 10
Minimum Education: Masters
Senior Physical Chemist
Functional Responsibilities: Serves as a subject matter expert on research studies and chemistry based developments (solutions) requiring management of complex topics and/or team(s); conceives, proposes, plans, leads and conducts investigations in basic and applied research projects based on current scientific literature and/or previous scientific knowledge. Experience in physical chemistry and experimental measurements; material characterization and development of reactor systems. Provides the necessary expertise in surface chemistry, instrumentation, and analytical testing. Works with the PI in optimizing the surface characteristics of the developed materials. Advances the operational prototypes to assist in finished products that incorporate automated control systems.

Program Manager
Functional Responsibilities: Manges projects and oversees compliance with contract requirements.
Provides management over all aspects of a business/research area. Manages internal/external communications and all functional program activities to meet contract cost, schedule, and performance objectives. Makes final decisions on administrative or operational matters affecting more than one segment or functional activity of the program. Serves as the liaison between customers and the company.

Operations Manager
Functional Responsibilities: Responsible for management of research and production operations on significant projects, including recruiting, hiring and training staff. Uses experience in the design, development and testing of sensors and reagents for detection and neutralization of hazardous and unstable compounds. Oversees the design team in fabricating and evaluating the products, including passive diffusive samplers, his expertise in areas such as injection molding, scale-up, and product development is paramount to commercialization of all major technological advances and solutions.
Oversees the Project Managers and PI’s for each core research and development area, providing staffing and long-term strategic planning.

Research Scientist III
Functional Responsibilities: Serves in the role of Primary Investigator, directing research projects and managing the activities of research assistants, analysts and other staff. Provides substantive input and direction to task leaders and project directors especially regarding social science research design, questionnaire content, and data analysis. Is the analytical instrument expert, providing the staff with necessary expertise in analytical testing, instrument upkeep, and data analysis. Serves alongside senior chemists in developing research and development plans, designing and executing experiments, and overseeing junior research team members.

Research Scientist II
Functional Responsibilities: Provides substantive (subject area) input and direction to task leaders and project directors, especially regarding research design, questionnaire content, and data analysis. Project responsibilities may include task management, extensive and long-term consultation, or as the principal investigator on small analytical or survey/analysis studies.
