Service Contract Labor Standards: The Service Contract Labor Standards, formerly the Service Contract Act (SCA), apply to this contract and it includes SCLS applicable labor categories. Labor categories and fixed price services marked with a (**) in this pricelist are based on the U.S. Department of Labor Wage Determination Number(s) identified in the SCLS/SCA matrix. The prices awarded are in line with the geographic scope of the contract (i.e., nationwide)."

DEFINITIONS OF SERVICES

Source – The originating language from which a translation or interpretation is made.

Target – The destination language to which a translation or interpretation is made.

Translation – The process of rendering the meaning of a written source-language text by means of an equivalent written target-language text.

File Prep – Preparing the source text for the translation team using a Computer-Assisted Translation tool.

This is usually included in our rates but for special files, may need to be charged separately.

DTP – Desktop Publishing, also called Layout, is the process of creating and designing pages for newspapers, books, brochures, and other items that are printed or electronically published and by wrapping the translation around the graphics or pictures on the page.

Glossary Development – For very technical projects, most of which are a large volume of words or pages, the process of creating a spreadsheet of technical terms in the source language (usually English) and proposing a side- by-side translation of each term in the target language before the full translation starts. The proposed Glossary is then submitted to the contracting agency for its approval (assuming the presence of a qualified target-language speaker who knows the agency’s terminology) or revision. This process ensures that the translation team uses the approved terminology from the outset and would not have to revise, hypothetically, hundreds of alternative translations after the final project has been submitted to and reviewed by the client.

Please note that this process is not required very often, does not apply to most projects, and -- again -- is done before the full translation begins.

Transcription- The process of writing the original words of an audio or video file in the source language so that it can then be translated.

Quality Assurance Review – Normally part of the translation process, QA may need to be charged separately if the project is extremely large or if a translation originates from another language-service provider or if we are reviewing others’ comments that require more than one hour.

Audio Recording of Translations – Native-speaker recording of the translation to accommodate the needs of blind or less literate speakers of the respective languages.

Braille – This process involves converting either the source English or Spanish translation into a system of touch reading and writing for Blind people.

Interpretation- The act of conveying a spoken or signed conversation, such as at a meeting or conference, from one language into another.

Consecutive interpreting - Consecutive interpreters listen to what the speaker is saying and convey the message into another language after the speaker has paused.

Simultaneous interpreting - Simultaneous interpreters listen to what the speaker is saying while concurrently saying it in another language.

On-site or Live interpreting is done at the client’s location with all parties in the same place.

In many cases, live interpreting requires a transmitter for each interpreter, headsets for the participants with different channels for each language, and sometimes sound-proof booths in which interpreters work.

Remote interpreting is done via Zoom or another technology with the client and the interpreter in different locations. Also called VRI, Video Remote Interpretation.

ASL interpreting - American Sign Language is a visual language, and interpreters are fluent in both English and ASL. ASL interpreting occurs in two ways: simultaneously and consecutively. Simultaneous ASL interpreting requires interpreters to listen and sign, or watch and speak, at the same time. The interpreter begins to convey a sentence in the target language while listening or watching the message being delivered in the source language. Consecutive interpreting begins only after the speaker has spoken or signed a sentence or paragraph.

OPI (Over-the-Phone Interpreting) - is an interpretation service that involves a three-way phone call. The telephone interpreter facilitates the conversation between the two parties who are speaking English and another language. OPI operates 24/7 in over 100 languages.

Interpreting equipment – In most cases, each interpreter requires a transmitter through which the interpreter listens to the speaker’s presentation and converts it into the target language, each participant requires a headset to receive the target language(s), and the assignments sometimes require isolated sound booths in which the interpreters listen to the presenter and interpret (usually simultaneously) into the target languages. Booths require technicians to set up the wiring and room configurations and to take down the booths after the conference. Multi- day conferences may require receivers. All conferences also require shipping costs.

Subtitling - The process of adding written text at the bottom of the frames to any audio-visual media such as films or videos to express the spoken dialog. All subtitling assumes our provision of or our receipt of clients’ SRT files which contain the text of the speaker’s words along with the time codes and the order in which the words appear.

Voiceovers – The process of creating off-screen speech that is professionally recorded to convey important messages and inform audiences.

Dubbing – The process of replacing a voice part in a film with a voice speaking the translation.

Project Management - The planning and implementation of a project to ensure its successful completion.

When organizing translation assignments, the Project Manager (PM) selects all the translators, editors, proofreaders, interpreters, transcriptionists, layout artists, subtitle experts, and anyone else required.

The PM also liaises with the client in case of questions or unclear meanings in the text and does a final quality-assurance review at the end of the assignment to ensure that each language translation matches the source language (usually English) as closely as possible.

When organizing interpreting assignments, the PM sources the interpreters, prepares the contracts, arranges any needed equipment, and ensures that all contracted parties arrive at the venue on the appointed days. Overseas assignments usually require the PM to arrive before a conference to oversee the equipment set up, organize the interpreters, and ensure they have any pre-conference documentation. The PM then stays after the conference to ensure that the equipment is all collected and accounted for, to resolve any issues, debrief with the client, and ensure that booths are removed and returned. The PM also tracks and organizes travel expenses (air, hotel, ground), if needed.

LINGUIST QUALIFICATIONS, PROCESS and PRICING POLICIES

Linguist Qualifications

All translators and interpreters:

a) hold high-level Master’s or equivalent degrees in the art of translating or interpreting;

b) are fluent in the source language and are native speakers of the target language, ensuring full comprehension of nuances and expressions in both;

c) have over ten years’ ongoing and continual experience as professional linguists; and

d) speak the subject-terminology of the required assignment (agriculture, law, finance, diplomacy, etc.).

These qualifications mean that our linguists are not amateurs, recently certified graduates, language students, part-time professors, Americans returning from some years in another country, or diplomatic spouses.

With over 2 billion words translated and interpreted, these qualifications have ensured an accuracy rate of 99.8% over our 30+ years … and allow us to guarantee our results.

We do not seek to be the cheapest vendor because “cheap” in the language business often results in critical errors that can damage the contracting agency’s reputation and cause physical injury or severe consequences. We do seek to work with clients that appreciate the value we provide and want assignments done correctly the first time.

Translation Process

a) Preparation of the source files for the language teams whom the project manager has pre-selected;

b) Overview of the files to ensure that the source text is clear and poses no ambiguities or misused word choices;

c) Initial draft translation;

d) Editing, review by a second professional translator with the above qualifications to ensure correct word usage, nuances, expressions, grammar and sentence structure in the target language and dialect;

e) Proofreading for correct spelling, punctuation, and grammar in each target language;

f) Formatting to resemble the source file as closely as possible;

g) Special DTP/Layout if necessary;

h) Quality Assurance review by the project manager to ensure that all language versions are consistent;

and

i) Project Management.

Our per-word rates incorporate all these steps.

Standard rates and discounts

Our stated rates are the ceilings from which we can apply discounts for large volumes, ongoing projects, or many languages contracted simultaneously.

Minimum rates

Small projects of say 50 words or less into multiple languages require proportionally far more project management time to implement than large projects. Consequently, we have established minimum prices for various services:

• Translation minimum: 100 words, any language

• Subtitling minimum: 5 minutes.

Audio Recording of Translations

This was a special case for the CA Department of Motor Vehicles which asked for native speakers to read translations in their native languages at DMV’s Sacramento HQ studios. Selected recorders in this case were low-wage people such as restaurant workers for whom the modest payment was more than their daily wage. In most cases, recordings will be done with higher-level, more literate people who can record at their home computers and who will charge commercial rates which we are discounting for the GSA.

Interpreting

Interpreters have the same qualifications as stated above, but require a higher level of training. While translators have time to consult glossaries or talk with colleagues about an uncertain word, interpreters must literally think on their feet and render the meaning of a sentence within seconds or minutes. Therefore, their rates are proportionally higher.

For on-site live sessions, we strive to source interpreters as closely as possible to the venue city to avoid travel charges. If travel is needed, it will be charged at the IRS allowable mileage rates, per-diem rates, plus parking expenses and hotel accommodation if needed and upon submission of invoices.

Interpreting equipment (transmitters, headsets, booths, etc.) will also be sourced as closely as possible to the venue city to minimize shipping charges.

Technical interpreting subjects and rush bookings may be higher than the rates proposed. Non-technical subjects with sufficient lead time are likely to be lower.

Rates do not include travel costs and accommodations at the venue.
