Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services
EDC provides expertise in program development, organizational evaluation, continuous process improvement, counseling and mentoring, standards and curriculum development, and information technology skills development and integration. We also provide consulting services focused on delivering expert advice, guidance and counseling in support of organizational and educational improvement and leadership efforts.
Our services include performing studies, program audits and evaluations, providing on-site consulting assistance, and individual and group support activities. Focus areas also include professional development, standards alignment, research and evaluation, and policy development.
EDC consults with schools, districts, municipalities, corporations, foundations, and federal organizations on ways to make the most of their educational and public health programs. We produce policy briefings for government leaders, organize conferences and technology demonstrations, conduct formative research on pilot projects, and help technology developers determine additional teaching and learning needs that their educational processes could address.
EDC also provides customized training to varied audiences on the development of public/private partnerships, systems and program design, assessment and benchmarking, standards development, fund-raising, and staff development. Planned in collaboration with our clients, EDC ’s training is customized to specific needs and interests to assist our clients in achieving their business visions and goals. We specialize in training that focuses on the use of technology to enhance learning, creativity, and productivity. Our training is learner-centered, standards/outcomes-based and action-oriented, focusing on real world scenarios and experiences. All training is designed to meet specific needs related to organizational enhancement and improving the educational process.
A core feature of all of our training is to build the capacity of our clients to implement and sustain improvement efforts. Substantive areas of focus include team building, teacher leadership models, teacher leader support strategies, mentoring approaches, strategic planning and accountability, curriculum instruction and assessment, and benchmarking.
Program evaluation services subgroup EDC is a recognized evaluation leader with a national reputation for providing technically and methodologically rigorous and field-changing research and evaluation. EDC has demonstrated technical expertise and over five decades of experience in developing and implementing rigorous evaluation designs, including impact evaluations (i.e., evaluations that include a counterfactual through randomization or quasi-experimental methods) and outcome evaluations (i.e., evaluations that assess outcomes but are not designed to determine causality).
Our staff possess the full range of methodological skills needed to conduct high quality, rigorous evaluation and research studies. They include experts in statistical, quantitative, and qualitative approaches, and broad content knowledge needed to design and implement impact, outcome, and other key evaluation services to produce reliable and credible findings. We have a strong bench of evaluators to support our work as consultants. The strength of our evaluation expertise and knowledge, the value of our services and deliverables, and the resulting high-quality outcomes are reflected in repeat awards from federal agencies, states, districts, and foundations.
In all of our evaluations, we work collaboratively with our clients and partners to employ the most rigorous and responsive designs that are feasible and appropriate to the evaluation questions, stakeholders, participants, and contexts. At the same time, we adhere to standards of independence and objectivity. EDC is a non-partisan organization, and the work we undertake is aligned to our mission and informed by evidence-based practices. As appropriate, we use methodological, analytic, and reporting strategies (e.g., triangulation, member checks, positionality statements, technical reports) to mitigate bias, untangle confounding findings, make clear how the identities of the evaluator(s) relate or not to the topic or participants, and to allow for our methods and analyses to be reproduced or replicated.

Professional and Management Development Training
EDC offers off-the-shelf and customized off-the shelf training to meet specific customer requirements related to organizational and business improvement services.
EDC also has a long history of housing national and regional training and technical assistance centers. We currently offer numerous training and technical assistance services, in which we design and conduct a wide range of training events each year, ranging from half-day workshops and day-long training events to week-long institutes. Many of the training products and services are aimed at catalyzing long-lasting, institutional changes that address pressing issues in education, mental health and economic opportunity.
All Other Professional, Scientific, and Technical Services (Non-IT)
EDC provides professional, scientific and technical services not covered under other SINs. Examples include but are not limited to the following: professional services; performance and impact evaluation services (related to a scientific or technical project); and public health planning services.
EDC delivers an array of services that benefit public health planning services, including customized technical assistance, and training; online national and regional events and meetings; information dissemination to inform public policy; implementation of evidence-based programs and policies. EDC provides programs that improve the delivery of coordinated, evidence-based prevention and treatment services in diverse settings, including clinics, hospitals, schools, childcare centers, community programs, senior centers, and assisted living. We develop community-level health communications campaigns as well as face-to-face and online training programs for physicians, nurses, mental health counselors, and allied health providers to address urgent and emergent behavioral health challenges across the lifespan. We also design digital health tools to support public health services leveraging our expertise in cultural responsiveness, the use of data to drive change, continuous improvement, prevention and implementation science.
Additionally, EDC conducts rigorous performance and impact evaluations and implements rapid-cycle quality improvements to advance effective and scalable solutions in education, health, and workforce development. We design and conduct large-scale randomized controlled trials, qualitative studies, quasi-experimental research, mixed-methods evaluations, research syntheses, and secondary data analyses in the United States and overseas.
EDC also provides support to education systems including planning, technical assistance, training, curriculum materials development and support both in the US and internationally.
CONTRACT USE
This contract is available for use by all federal government agencies, as a source for the Multiple Award Schedule (MAS) for worldwide use. Executive agencies, other Federal agencies, mixed –ownership Government corporations, and the District of Columbia; government contractors authorized in writing by a Federal agency pursuant to 48 CFR 51.1; and other activities and organizations authorized by statute or regulation to use GSA as a source of supply may use this contract. Additionally, contractors are encouraged to accept orders received from activities within the Executive Branch of the Federal Government.
CONTRACT SCOPE
The contractor shall provide all resources including personnel, management, supplies, services, materials, equipment, facilities and transportation necessary to provide a wide range of professional services as specified in each task order.
Services specified in a task order may be performed at the contractor’s facilities or the ordering agencies’ facilities. The government will determine the contractor’s compensation by any of several different methods (to be specified at the task order level) e.g., a firm-fixed price for services with or without incentives, labor hours or time-and-material.

INSTRUCTIONS FOR PLACING ORDERS FOR SERVICES BASED ON
GSA SCHEDULE HOURLY RATES
GSA provides a streamlined, efficient process for ordering the services you need. GSA has already determined that Education Development Center, Inc. meets the technical requirements and that our prices offered are fair and reasonable. Agencies may use written orders; facsimile orders, credit card orders, blanket purchase agreement orders or individual purchase orders under this contract.
If it is determined that your agency needs an outside source to provide MAS services, follow these simple steps:
Orders under the Micro-Purchase Threshold
• Select the contractor best suited for your needs and place the order.
Orders in-between the Micro-Purchase Threshold and the Simplified Acquisition Threshold
• Prepare a SOW or Performance Work Statement (PWS) in accordance with FAR 8.405-2(b).
• Prepare and send the RFQ (including SOW and evaluation criteria) to at least three GSA Schedule contractors.
• Evaluate, then make a "Best Value" determination.
Note: The ordering activity should request GSA Schedule contractors to submit firm-fixed prices to perform the services identified in the SOW.
Orders over the Simplified Acquisition Threshold
• Prepare the RFQ (including the SOW and evaluation criteria) and post on eBuy to afford all Schedule contractors the opportunity to respond, or provide the RFQ to as many Schedule contractors as practicable, consistent with market research, to reasonably ensure that quotes are received from at least three contractors.
• Seek price reductions.
• Evaluate all responses and place the order, or establish the BPA with the GSA Schedule contractor that represents the best value (refer to FAR 8.405-2(d)).
Note: The ordering activity should request GSA Schedule contractors to submit firm-fixed prices to perform the services identified in the SOW.
Developing a Statement of Work (SOW)
In the SOW, include the following information:
• Work to be performed,
• Location of work,
• Period of performance;
• Deliverable schedule, and
• Special standards and any special requirements, where applicable.
Preparing a Request for Quote (RFQ)
• Include the SOW and evaluation criteria;
• Request fixed price, ceiling price, or, if not possible, labor hour or time and materials order;
• If preferred, request a performance plan from contractors and information on past experience; and include information on the basis for selection.

BLANKET PURCHASE AGREEMENT
Ordering activities may establish BPAs under any schedule contract to fill repetitive needs for supplies or services.
BPAs may be established with one or more schedule contractors. The number of BPAs to be established is within the discretion of the ordering activity establishing the BPAs and should be based on a strategy that is expected to maximize the effectiveness of the BPA(s). In determining how many BPAs to establish, consider:
• The scope and complexity of the requirement(s);
• The need to periodically compare multiple technical approaches or prices;
• The administrative costs of BPAs; and
• The technical qualifications of the schedule contractor(s).
Establishment of a single BPA, or multiple BPAs, shall be made using the same procedures outlined in 8.405-1 or 8.405-2. BPAs shall address the frequency of ordering, invoicing, discounts, requirements (e.g. estimated quantities, work to be performed), delivery locations, and time.
When establishing multiple BPAs, the ordering activity shall specify the procedures for placing orders under the BPAs.
Establishment of a multi-agency BPA against a Federal Supply Schedule contract is permitted if the multi-agency BPA identifies the participating agencies and their estimated requirements at the time the BPA is established.
Ordering from BPAs:
Single BPA. If the ordering activity establishes one BPA, authorized users may place the order directly under the established BPA when the need for the supply or service arises.
Multiple BPAs. If the ordering activity establishes multiple BPAs, before placing an order exceeding the micro-purchase threshold, the ordering activity shall:
• Forward the requirement, or statement of work and the evaluation criteria, to an appropriate number of BPA holders, as established in the BPA ordering procedures; and
• Evaluate the responses received, make a best value determination (see 8.404(d)), and place the order with the BPA holder that represents the best value.
BPAs for hourly rate services. If the BPA is for hourly rate services, the ordering activity shall develop a statement of work for requirements covered by the BPA. All orders under the BPA shall specify a price for the performance of the tasks identified in the statement of work.
Duration of BPAs. BPAs generally should not exceed five years in length, but may do so to meet program requirements. Contractors may be awarded BPAs that extend beyond the current term of their GSA Schedule contract, so long as there are option periods in their GSA Schedule contract that, if exercised, will cover the BPA’s period of performance.
Review of BPAs:
The ordering activity that established the BPA shall review it at least once a year to determine whether:
• The schedule contract, upon which the BPA was established, is still in effect;
• The BPA still represents the best value (see 8.404(d)); and
• Estimated quantities/amounts have been exceeded and additional price reductions can be obtained.
The ordering activity shall document the results of its review.
