3. Brief History of the Offeror’s Activities Contributing to the Development of Expertise and Capabilities Related to this Requirement:
BCE Solutions LLC got its start back in 2011 when leasing and acquisition projects were bullish, and investors were injecting capital into the Appalachian Basin. The company recruited, staffed, and managed project managers and agents throughout the Appalachian Basin for Chevron Appalachia, Stone Energy, and Triad Hunter. John Perry, managing member saw a need for acquisition agents, title abstractors, and project managers that were local to WV, OH, and PA. Over the years BCE Solutions LLC, introduced technology and marketing techniques & resources that were untapped in the industry. Historically, techniques in the oil and gas industry are archaic. We managed to integrate technology that allowed our team to work smarter and more efficiently. BCE Solutions LLC’s mission is they believe in applying moral values to everyday work. The company also believe in inclusion throughout all demographics. Their goal is to create a diverse organization while utilizing untapped resources.
4. Organizational and Accounting Controls:
BCE Solutions LLC uses QuickBooks, as its accounting system, to build financial records.

The company also employs the use of internet job posting services to bring in new personnel if, a suitable hire is needed. If a particular position is hard to fill, BCE Solutions LLC will utilize a recruiter to find a suitable candidate. BCE Solutions LLC employees have, on average, 5 years of experience in their chosen field. Managing Members, Ngosong Fonkem and John Perry at BCE Solutions LLC are responsible for the company’s quality control and corrective action. With over 20 years of experience, both directly supervise and review all contract fulfillments regarding quality. At BCE Solutions LLC, the staff documents any issues that occur during the discrete elements of the projects. This information will be used to correct any errors and will be discussed in company meetings with other staff members so that they can learn from their experiences.
3. Whether or Not Subcontractors are Used and, if so, the Quality Control Measures Used to Ensure Acceptable Subcontractor Performance:
Upon the award of a contract with the General Services Administration, BCE Solutions LLC intends to self-perform the entire scope of each awarded contract under the MAS contract vehicle. Typically, the company only subcontracts with individuals that they have worked with in the past and with whom the company has a trusted professional working relationship. Any new subcontractor the company enters an agreement with would be carefully checked by their professional references, and appropriate licensure.
4. How Potential Problem Areas and Solutions are Handled:
BCE Solutions LLC’s goal is to plan and resolve potential problems before they occur. The company’s approach to, and double- checking of, all work allows BCE Solutions LLC to head off potential problems. Planning cannot rectify all problems, and in those cases, management at BCE Solutions LLC believes in prompt corrective action. The company will address all problems or issues on a project within twenty-four (24) hours and will immediately communicate with the client and any involved party. BCE Solutions LLC encourages resolution of issues as soon as possible to prevent escalation into larger issues and Managing Members, Ngosong Fonkem and John Perry, will inform the client of the solution. The company’s entire team is excellent at identifying problems. When problems arise, the team is notified so they can work together to find a solution. BCE Solutions LLC’s use a combination of phone calls, conference calls, in-person meetings, and zoom calls for communication types.
5. The Procedures for Ensuring Quality Performance When Meeting Urgent Requirements:
Every effort is made by BCE Solutions LLC to establish deadline commitments that are reasonable at the beginning of each project. If a client has urgent needs on a project that restrict the normal time frame for delivering the required services, BCE Solutions LLC is prepared to prioritize the workload and put in the extra time to meet project schedules. BCE Solutions LLC will assign additional experienced personnel to assist in the production of the work if, it is necessary to meet the urgent needs of the client. The staff understands that this may also require extra effort beyond the normal forty (40) hour workweek. If accelerated deadlines are requested by the customer, Ngosong Fonkem and John Perry will determine if the entreaty is achievable. BCE Solutions LLC does not agree to deadlines that are not achievable and will not compromise the Quality Assurance/Quality Control process to meet a deadline that has been compressed. BCE Solutions LLC uses Google Suites; at the beginning of the project, they identify the major project deadlines, set mile markers and dates for the deadlines, and stay in communication throughout the process of the project. As they come close to the halfway deadline of a mile marker, BCE Solutions LLC will reach out to the client, let them know the progress that has been made, and ensure they are on the right track (giving the client time to redirect them if necessary). Once BCE Solutions LLC reaches the deadline date of a mile marker, the company sends final edits to the client for review as they move onto the next task.
6. How Quality Control Will be Managed When Completing Multiple Projects for Multiple Agencies Simultaneously:
BCE Solutions LLC currently provides multiple services for multiple projects simultaneously which the professionals at the company have many years of experience delivering. The primary strategy for such a situation involves good planning and communication before any work begins. It is critical that all parties involved in the execution of the project understand the role that they play and the schedule that is required. THE PRIMARY OBJECTIVES OF THE MANAGEMENT
FRAMEWORK/PROCESSES ARE:
TIME, COST AND SCOPE: Cost, schedule, and quality control are key components of the BCE Team’s management approach. This module is primarily concerned with defining and controlling the project; tracking, modifying, and controlling the steps for realizing the anticipated project benefits; and providing a structure to manage change. We will use cost, schedule, and quality performance measures agreed to during the kickoff meeting to monitor progress.
COMMUNICATIONS AND REPORTING: BCE understands communication is a key to success for this effort, and good communication will deliver key messages to stakeholders and other team members. This includes status of activities, schedule, and informational awareness on the project and/or task, as well as reporting on a weekly, monthly, or contract basis.
FINANCIALS: BCE utilizes resource planning, cost estimating based on effort, cost budgeting and cost control processes to ensure that the project is completed within the approved budget. Projects are tracked financially, and billing activities are monitored and controlled along with the collection processes.
QUALITY MANAGEMENT: All studies for the project will be performed to the industry standard to adhere to proven guide- lines. The reports that are generated are peer reviewed internally as a quality control measure.
RESOURCE MANAGEMENT: Our resource management approach ensures that pre-planning, scheduling, and the allocation of BCE’s resources will maximize efficiency for the project.
CHANGE MANAGEMENT: BCE’s change management approach is to first stop and pause to understand what is driving the change. Once this is understood, it is communicated directly to the client so that a clear path forward can be developed.
KNOWLEDGE MANAGEMENT: Our knowledge management process includes collecting, organizing, clarifying, and disseminating information and knowledge throughout an organization and our customers. BCE Solutions has developed and maintains an in-house SharePoint knowledge manage-ment site. This knowledge management site is used to house project specific documentation including workflows for routing and approvals.
RISK/ISSUE MANAGEMENT: Our risk management approach is to reduce the variation in expected project results, including cost, schedule, and performance. Risk management begins with the development of our Risk Management Plan that will continue throughout the life of the project with active participation by all stakeholders. Our PM will manage the Risk Plan, which will contain a description of the risk, the risk category, the risk impact assessment, the risk ranking and urgency, the originator, and the name of the assigned manager/staff member. All problems and issues associated with project performance or related issues will be identified, qualified, and documented in the form of action items, assigned to a responsible individ-ual, entered our Quality Control database, and tracked to resolution. We will employ our rapid issue escalation process via daily stand-up meetings and weekly status reports from our key personnel staff. The Project Manager will ensure that any adverse trends are analyzed for root causes and that appropriate corrective actions are taken.
