The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA) is applicable to this contract and as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 5413.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and/or when the Contractor adds SCLS labor categories / employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles, and applicable wage determination (WD) number.
Failure to do so may result in cancellation of the contract.

PRODUCTION PERSONNEL
Job Title: PRODUCER Minimum General Experience:
5 years as an associate producer or producer/writer. Must have understanding of all elements of production and some writing skills.
Functional Responsibility:
High level of creative and management responsibility for producing segments or an entire production. Works to establish message points, creative content approach and execution for a variety of program types.
Minimum Education:
BA, TV/Film or equivalent field or four years of relevant experience acceptable.
Job Title: CREATIVE DIRECTOR Minimum General Experience:
5 years experience in an ad agency and/or a broadcast production facility creative services department. Should have background and/or practical understanding of high end graphic design, art direction or creative direction. Must have expertise with creative technologies, and have experience as a supervisory manager with budget responsibility.
Functional Responsibility:
Responsibility for the creation of master brand and overall concept and the execution of all creative components. Manages a group of professionals to achieve: online advertising, social media, broadcast, mobile and online video. Must provide clear direction, motivate and mentor creative teams.
Responsible for ensuring that design budgets, schedules and performance standards are attainable. Work with designers, copywriters, as well as technology, media, production colleagues and customers to conceptualize and execute designs and campaigns.
4 year degree in Marketing/Advertising, Graphic Design, Fine Arts or Film/Video Production.
Job Title: ASSOCIATE PRODUCER
3 years in project management or coordinating. Must have an understanding of all elements of production, logistics, coordinating, and some writing skills.
Functional Responsibility:
Generally, works to assist a Producer but spends more time with logistics and details. Typically has some responsibility over budgeting and tracking any overages along with overseeing most of the personnel involved in the production.

Job Title: SCRIPTWRITER Minimum General Experience:
3 years experience as a successful scriptwriter for a variety of subjects.
Functional Responsibility:
Confers with the producers to determine goal of the story and then provides a working script including both audio and video from which to proceed with production. Conducts interviews if they are required, makes suggestions for narrators and type of talent.
BA, English, Journalism, Communications or equivalent work experience.
Job Title: VIDEO EDITOR
3 years as an Assistant Editor. Must have an expert understanding of edit software and some graphics software.
Functional Responsibility:
Must have the creative and technical ability to tell a story through a visual medium. Responsible for looking through hours of raw footage, usually while following a script, and editing it into a final product.
Job Title: GRAPHIC DESIGNER
3 years as an Assistant Editor or Graphics Assistant. Must have an expert understanding of motion graphics software Functional Responsibility:
Responsible for the motion graphics of a finished product. Uses complex software and high end equipment to create visually enticing graphics that also advance the story.
Job Title: PRODUCTION MANAGER
3 years as a production manager in film or video.
Functional Responsibility:
Coordinates all technical, editorial, and postproduction elements of the project. Manages schedules related to the production elements. Coordinates travel, schedules, equipment rental and studio crew assignments.

STUDIO PERSONNEL
Job Title: DIRECTOR (STUDIO) Minimum General Experience:
5 years experience of live broadcast directing.
Functional Responsibility:
The Director directs live broadcasts and other studio productions. He or she is responsible for all aspects of the production and for supervising and coordinating the efforts of all members of the production crew. The Director must be highly skilled in directing and managing complex, live, scripted productions that have multiple guests, roll-ins, and live call-ins. He or she must be able to “call a show” and supervise the audio engineer, broadcast engineer, cg operator, floor director, teleprompter operator, and multiple camera operators.
BA in Film and Video, Communications or other related degree or experience equivalent.
Job Title: TECHNICAL DIRECTOR (STUDIO)
5 years experience as a technical director.
Functional Responsibility:
The Technical Director, operates the video switcher that controls all incoming and outgoing video sources (Grass Valley iDDR, Ross Synergy 2, Grass Valley 250, Grass Valley Zodiac, or equivalent). Is responsible for setting up digital video effects, switching between cameras and other sources, keying graphics over live video, setting cues for tape roll-ins, and other activities related to using a switcher.
BA in Film and Video, Communications or other related degree or experience equivalent.
Job Title: LIGHTING DIRECTOR (STUDIO)
3 years experience as grip or lighting technician with emphasis on lighting for film or video in studio and locations shoots with multiple instruments and lighting control devises.
Functional Responsibilities:
Works with the director and designer to produce lighting schemes, and also responsible for handling, focusing and operating all lighting equipment in the studio and in a field environment. Supervises grips and lighting technicians, as well as procuring rental equipment when needs arise.
BA in Film/Video Production or four years of relevant experience.
Job Title: AUDIO ENGINEER (STUDIO)
3 years experience as an audio technician or technical production assistant working in a studio or field environment.
Functional Responsibilities:
Acts as the Audio Engineer pulling and coiling cable, setting up microphones, holding boom mics, packing and unpacking equipment.
Minimum Education:

Job Title: CHARACTER GENERATOR (CG) OPERATOR (STUDIO) Minimum General Experience:
3 years experience as a character generator operator in a live broadcast environment. He/She must be able to work quickly and accurately, and be an above average speller. He/She should be able to use other graphics programs, such as Adobe Photoshop, that integrate with character generator programs.
Functional Responsibility:
This individual operates a broadcast character generator such as Chyron Prime, Type Deko, or equivalent. He/She should be able to design, create, save and play back graphical show elements such as backgrounds, banners, titles, lower thirds and credit rolls.
AA degree in Communications or TV Production.
Job Title: Camera Operator (STUDIO)
3 years experience as a camera operator in a studio setting, and 2 years experience in the field. Must have experience with all standard moves, pan, tilt, zoom and know how to while balance.
Functional Responsibility:
Records video and audio in various camera types that may include DVC Pro, Betacam, or High Definition.
AA, TV/Film or equivalent field or two years of relevant experience acceptable.
Job Title: FLOOR MANAGER (STUDIO)
3 years as a studio floor manger, camera operator or production assistant.
Functional Responsibility:
Liaison between Director and in studio talent providing camera cures, countdown and general on set assistance during studio events.
Job Title: GRIP (STUDIO)
3 years as a grip or gaffer including some lighting technician experience. Must possess some training and/or experience with electrical systems.
Functional Responsibility:
Runs cable, makes connections, multiplex boxes, determine electrical requirements for lighting of studio, special events, or location shoots.

Job Title: MAKEUP ARTIST (STUDIO) Minimum General Experience:
3 years experience as a makeup artist for TV, video, film or still photography. Experienced with makeup applications to all types/color of skin and hair. Familiar with a wide variety of makeup products and allergen reactions.
Functional Responsibility:
Prepares performers skin for the application and removal of makeup Provide own makeup kit and/or equipment for special effects and even prosthetics is required.
Minimum Education:
Must be a licensed cosmetologist.
Job Title: TAPE OPERATOR (STUDIO) Minimum General Experience:
2 years experience as a technical production assistant working in a studio or field environment.
Functional Responsibilities:
Acts as the Audio Engineer pulling and coiling cable, setting up microphones, holding boom mics, packing and unpacking equipment. Also starts and stops tape record/playback deck for studio events.
Minimum Education: AA, TV/Film or equivalent field or two years of relevant experience acceptable.
Job Title: PROMPTER OPERATOR
3 years experience as a Prompter Operator working in a studio or field environment.
Functional Responsibilities:
Runs the TelePrompter Software and hardware for the on camera talent to read on set.
Job Title: VIDEO ENGINEER (STUDIO)
3 years in an engineering environment in a broadcast or post production facility. Understands all technical and electrical aspects of systems be able to use waveform monitors and vector scopes, troubleshoot and maintain equipment.
Functional Responsibility:
Handles sophisticated equipment, reviews, recommends, and purchases new technologies. Operates and maintains equipment; coordinates the integration of video production and graphic design technology to support the engineer in charge.
AA degree in Electronics or equivalent or four years of relevant experience acceptable.
