SIN 541620 Environmental Consulting Services
Services include providing advice and assistance to businesses and other organizations on environmental issues, such as the control of environmental contamination from pollutants, toxic substances, and hazardous materials;
Endangered species, wetland, watershed, and other natural resource management plans; archeological and/or cultural resource management plans. This includes identifying problems (e.g., inspect buildings for hazardous materials), measure and evaluate risks, and recommend solutions. Multi-disciplined staff of scientists, engineers, and other technicians with expertise in areas, such as air and water quality, asbestos contamination, remediation, ecological restoration, and environmental law such as planning and documentation services for the development, planning, facilitation, coordination, and documentation of and/or for environmental initiatives (or mandates such as Executive Order 13693) in areas of chemical, radiological, and/or hazardous materials; ISO 14001 Environmental Management System (EMS) and sustainable performance measure development; Environmental Assessment (EA) and Environmental Impact Statement (EIS) preparation under the National Environmental Policy Act (NEPA).

Geographic Information Services (GIS) provided in support of environmental program include: cultural resource GIS (CRGIS); groundwater monitoring; growth forecast modeling; habitat conservation plans; habitat modeling;
image analysis support for emergency response; mapping, cartography, and mashups (e.g., combining data from more than one source into a single integrated tool to include aerial mapping); migration pattern analysis; natural resource planning; remote sensing for environmental studies; terrestrial, marine, and/or atmospheric measuring/management; vegetation mapping; and watershed characterization for mitigation planning.
ABOUT WW ASSOCIATES MANAGEMENT & CONSULTING, LLC (WWA)
WWA is a Service-Disabled Veteran-Owned Small Business that has been verified by the U.S. Department of Veterans Affairs. WWA has also been accepted into the U.S. Small Business Administration’s 8(a) Business Development Program.
WWA was established in 1994 by Edward O. Willis. It was initially founded to provide support services for construction or major projects that needed assistance in ensuring that diversity was reflected in subcontracting and the delivery of services. WWA’s first contract opportunity was with Brown & Root Building Co.
Incorporating private sector principals, WWA later became involved in the development of performance-based management systems to assist the public sector in becoming more accountable, efficient and effective. WWA utilizes strategic planning as the foundation for performance-based or quality management systems leading toward management and organizational success.
Created to work with a variety of industries and projects, WWA provides experienced leadership to help clients achieve maximum success. Effective utilization of those that have faithfully served this country is also a priority.
WWA recognized the need for a stronger coalition between government and businesses. WWA was established to serve as a conduit for private/public partnerships. For the economy to flourish, both must work together.
Result: people are better served through an improved quality of life. To further that objective, WWA took steps to expand its services and became WW Associates Management & Consulting, LLC in 2013. The expansion included environmental, GIS, and construction services.
Starting in 2016, WWA was awarded a series of Environmental Services contracts by the Federal Government (U.S. Army), to include Area Development Plans; Environmental/Biological Assessments; natural resources management (native plant re-seeding and invasive species management); wastewater, groundwater, and potable water sampling; and archaeological site mitigation. Many of our projects include GIS components, to include field data collection, geoprocessing, integrating data into geodatabases, and map production. We are continuing to hire people with additional expertise to support additional contracts. WWA has a history of successfully completing projects, including timely delivery within budget, and high-quality deliverables. We are able to do this because we have a strong team with a depth and breadth of experience in the environmental and GIS fields.
WWA has people with a range of experience providing environmental services. Our Program Managers have 20+ years of experience, and our biologists have between 3 and 10 years of experience. Our GIS analysts have between 5 and 20 years of experience. We also have a compliment of technical and support staff and clerical support. Our entire leadership team has extensive experience with Federal Government contracts.
Our CEO, Edward O. Willis, has experience that includes serving as Chief Administrative Officer for the Santa Valley Water District where his responsibilities included oversight and direction for engineering support, capital construction administration, human resources management, financial management, information technology, strategic planning, performance accountability systems and media and public relations. He served as Assistant Secretary for the California Environmental Protection Agency and as part of the Cal-EPA team, oversaw the Office of Environmental Health Hazard Assessment, Department of Toxic Substances Control, Department of Pesticide Regulation, Air Resources Board, Integrated Waste Management Board, and Water Resources Control Board. He also served as Chief Deputy Director for the California Conservation Corps and Deputy Director for the California Department of Fish and Game. He was a leader in establishing the California Office of Oil Spill Prevention and Response to hopefully prevent toxic spills, but, to respond and clean up when necessary.
Our Chief Operating Officer and Chief of Environment and Planning Services, Cris Howard, has managed a variety of projects from budget through completion involving: National Environmental Policy Act (NEPA) compliance; geographic information systems (GIS) design; economic forecasting; socioeconomic analysis;
community impacts; visual assessments; public involvement; threatened and endangered species; and coordination with federal, state, tribal, and local agencies. She has extensive experience with environmental regulatory compliance related to the NEPA process, including Environmental Impact Statements (EISs), Environmental Assessments (EAs), and Record of Environmental Consideration (RECs); Section 404 and 401 of the Clean Water Act (CWA); and the Endangered Species Act. She has prepared NEPA documents for the U.S.
Army and U.S. Army Reserve, U.S. Army Corps of Engineers, U.S. Air Force, U.S. Marine Corps, Immigration Naturalization Service, Bureau of Land Management, Arizona Department of Transportation, and various other entities. Her extensive GIS experience includes MapInfo, ArcGIS desktop, Spatial Analyst, and ModelBuilder. She has created, edited, and provided QA for structured data products (SDSFIE 2.6 data model; Army Mapper Quality Assurance Plans [QAPs]) for the U.S. Army and USAR and provided GIS data support on environmental, planning, and infrastructure projects for the USAF, U.S. Navy, and USMC.
Our Chief Administrative Officer and Chief of Program Management Services, Gaelle Glickfield has managed CERCLA projects for the Air Force, Navy, Army, and EPA as a soldier, government civilian, and contractor. She has expertise in ecological risk assessment, field work planning and execution, analysis of laboratory results, and public involvement processes (including restoration advisory boards). She has managed environmental programs for DoD components including Clean Water Act, geographic information systems, BRAC transition, Safe Drinking Water Act, and environmental management systems.
