Labor Category Detailed Position Description and Functional Responsibilities Configuration
Management
Lead
Minimum/General Experience: 3 years of experience in a software development lifecycle related position such as Requirements, Tester, Developer, SPM, etc.. CM Lead experience preferred.
Functional Responsibility: Conduct and Lead SCRUM and CCB Meetings. Monitor and ensure change management logs are successfully maintained and processed through the SDLC. Maintain the software baseline library. Design, configure and implement solutions in Subversion, JIRA and SharePoint. Create and Maintain project Configuration Management (CM) Plans. Create CMMI L3 compliant process assets. Adapt process to fit specific project needs. Perform CM processes and procedures as defined in project plans. Perform CM planning activities. Ensure approved CM policies, processes and procedures are being followed. Perform baseline activities as defined in the CM Plan and project schedule. Functional Responsibility: Provides skilled support for HR programs requiring knowledge of federal HR terminology, operations, procedures, and requirements. May perform tasks in any area/s of HR, including but not limited to conducting quality reviews, designing queries and report preparation, file/records maintenance, staffing, recruitment, classification, benefits/retirement administration, employee relations, etc. May lead a processing team.

Advisor
Minimum/General Experience: 5 years of experience in providing specialized knowledge of Federal budget support.
Functional Responsibility: Supports customers in the development, preparation, and execution of high dollar budgets. Serves as a focal to synchronize and integrate budget/program activities. Supports Planning, Programming, and Budget Systems (PPBS) and Planning, Programming, Budget and Execution
(PPBE). Develops guidance documents (e.g. Program Objective Memorandum (POM), Future Year Defense Plan (FYDP), Federal Government Guidance, Strategic Planning). Reviews, prepares, coordinates studies, analyses, and other actions to facilitate, synchronize, and integrate budget activities.
Provides planning support and coordinates budget activities with senior level executive and direct and daily Subject Matter Expertise (SME) on budget and funding analysis. Evaluates the performance of programs and makes funding adjustment recommendations, as necessary. Conducts cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods. Monitors, executes, and tracks obligations and expenditures throughout the execution phase of the annual budget for assigned appropriations. Monitors and reports performance against plans to ensure objectives are met.

Establishes budget plan, defines requirements, and monitors execution. Develops plans including budgets and schedules to meet contractual/project requirements for several major portions of a program. Minimum/General Experience: 8 years of experience providing specialized knowledge in the energy sector.
Functional Responsibility: Performs a wide variety of high level and highly visible special assignments supporting the implementation of off-grid energy projects. Identify viable and scalable off-grid energy projects that can be supported. Provide technical, business and marketing support to off-grid energy grantees.
Minimum Education: Bachelor’s Degree required. Master’s Degree preferred.
Program
Specialist
Minimum/General Experience: 5 years of experience directly related to the duties and responsibilities specified.
Functional Responsibility: Provide support to the organization assisting in data analyses and evaluation activities. Acquiring data from different systems to compiling data from various projects into a smaller number of documents that aggregate the data. Receive and compile data. Monitor public sites and other sources to collect data and information. Disseminating data internally.
Minimum Education: High school diploma or GED. Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.
Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple
Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101,
22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for
SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
