ADVANTAGES OF USING A GSA SCHEDULE CONTRACT
Do you need a quick, convenient, and cost-effective way to order services from CALCO? Our GSA Schedule contract provides an excellent solution.
• Dramatic time savings. You can typically complete the task order initiation process (as specified in FAR 8.405) very quickly.
• Minimal administrative burden. When you place an order, it will be considered to have been placed using “full and open competition.”
o You are not required to synopsize the requirement ahead of time.
o GSA has already determined that prices offered by GSA contractors are “fair and reasonable.”
o All federal procurement laws and regulations have already been applied.
• Small Business credit and Small Disadvantaged Business (SDB) credit. You will receive SB and SDB credit for all Task Orders issued to CALCO.
• No dollar limits on task orders.
• Flexibility. For example, you can set up a “Blanket Purchase Agreement” (BPA) with CALCO if you do not know the precise amount or types of services that you would like purchase. You can use the BPA as an ordering device in which all your offices can participate, allowing them to place orders directly.
• Direct relationship with CALCO.
o It is easy to select your GSA contractor. GSA will not get involved in your selection process.
o Your agency will not have to transfer funds to GSA and will not have to set up an interagency agreement.
o CALCO will deliver services and submit invoices directly to your agency. Your agency will remit payment directly to CALCO. GSA does not inject itself into the client/contractor relationship.

SCOPE OF THE CONTRACT
Under our GSA Multiple Award Schedule (MAS) contract, CALCO can provide a wide range of support for federal agencies. State and local governments can use this contract to obtain our support to prepare for or recover from major disasters.

Scope:
Provide operating advice and assistance on administrative and management issues. Examples include:
strategic and organizational planning, business process improvement, acquisition and grants management support, facilitation, surveys, assessment and improvement of financial management systems, financial reporting and analysis, due diligence in validating an agency's portfolio of assets and related support services, http://www.section508.gov/

Inherently Governmental services as identified in FAR 7.503 or by the ordering agency are prohibited. It is the responsibility of the Contracting Officer placing the order to make this determination. Ordering activities must require prospective contractors to identify potential conflicts of interest and address those, prior to task order award.

Scope:
611430TD Professional Services include the implementation and maintenance of comprehensive employee skills development, training, and personal attributes via engagement programs to meet current and future talent demands of the agency and to develop and retain quality, high performing, and diverse talent. Services include conducting employee development needs assessments; designing employee development programs; administering and delivering employee development programs (Learning
Management) and evaluating the overall effectiveness of the agency's employee development approach.
The function includes the following sub-functions: A.3.1 Talent Development Planning and Strategy; A.3.2
Workforce Development and Training; and A.3.3 Learning Management. A.3.1 Talent Development
Planning and Strategy services include providing advice, guidance and assistance to supervisors and employees as well as HR/personnel staff in managing self-improvement training resources, providing assistance in identifying training needs and requirements, coordinating the availability of various training programs, developmental career programs, executive leadership programs, and tuition assistance programs. A.3.2. Workforce Development and Training services include professional training and
8 | P a g e individual development services such as HR Specific Training for HR professionals, Leadership and management training, internships, and apprenticeship programs.
Training devices include but are not limited to audio visual presentation systems and educational media delivered web-based or via traditional print and storage media, CD ROM, Disc, and Thumb Drive.
Training services include traditional coursework in all academic disciplines, web-based or classroom;
conducting leadership training workshops and seminars not provided via traditional management training curricula available elsewhere and conducting Speakers Bureau services and Leadership assessment surveys. A.3.3 Learning Management services include but are not limited to providing comprehensive professional support to the administration of traditional and automated Learning Management Systems
(LMS), gathering, and assessing of data (data analytics), reporting, testing, and conducting test administration, Educational Program Research & Development, and general HR Consulting Services.
SPECIAL ITEM NUMBER (SIN) OLM:
Order-Level Materials (OLMs)
Note: Federal agencies can order these services from CALCO under SIN OLM. State and local agencies can procure Disaster Recovery services under SIN OLMRC.
Scope:
OLMs are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Schedule contract or BPA. OLM pricing is not established at the Schedule contract or BPA level, but at the order level. Since OLMs are identified and acquired at the order level, the ordering contracting officer
(OCO) is responsible for making a fair and reasonable price determination for all OLMs. OLMs are procured under a special ordering procedure that simplifies the process for acquiring supplies and services necessary to support individual task or delivery orders placed against a Schedule contract or BPA. Using this new procedure, ancillary supplies and services not known at the time of the Schedule award may be included and priced at the order level.
OLM SIN-Level Requirements/Ordering Instructions:
OLMs are:
• Purchased under the authority of the FSS Program.
• Unknown until an order is placed.
• Defined and priced at the ordering activity level in accordance with GSAR clause 552.238-115 Special
Ordering.
Procedures for the Acquisition of Order-Level Materials. (Price analysis for OLMs is not conducted when awarding the FSS contract or FSS BPA; therefore, GSAR 538.270 and 538.271 do not apply to OLMs.)
• Only authorized for use in direct support of another awarded SIN.

QUANTITY/VOLUME DISCOUNTS
If a task order initially is offered at an amount less than $150,000 but is subsequently amended to reach a value of $150,000 to $250,000, the quantity discount will apply. For all task orders that qualify for the quantity discount, CALCO will apply a one percent (1%) discount to labor billings for all labor billings from
$150,000 - $250,000.
The quantity discount will not apply to any task order with an initial value of more than $250,000, nor to any task order that has an initial value of less than $150,000 but for which an amendment is issued that places its value above $250,000.

POSITION DESCRIPTIONS
PROJECT MANAGER
Functional Responsibility
Serves as the project manager for a medium to large, complex project (or a group of related projects) and assists in working with the Government Contracting Officer (CO), the contract-level Contracting Officer's
Representative (COR), the task order-level COR(s), government management personnel and customer agency representatives. Responsible for the overall management of specific projects in the areas of management consulting and strategy (e.g., strategy and organizational planning, business process improvement); IT professional services (e.g., requirements analysis; gap analysis; conceptual planning and detailed design; systems development; software quality control and piloting); and talent development (e.g., talent development planning and strategy services; workforce development and training services). Ensures that the technical solutions and schedules in the project plan are implemented in a timely, high-quality manner, within budget. Participates in enterprise-wide horizontal integration planning.

Remains up to date on FAR acquisition policies, procedures, and standards.
