Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Business Policy Consultant III Functional Responsibilities: The Business Policy Consultant III is a senior expert with extensive, enterprise-wide knowledge and experience in one (1) or more designated functional and/or domain areas. Provides insight and advice concerning strategic direction and applicability of up to date, industry standard solutions. Is responsible for providing high level vision to Program/Project Manager (PM) or senior client leadership to influence objectives of complex efforts. Provides comprehensive methods for describing current and/or future structure and behavior of an organization’s processes, systems, personnel, and organizational sub-units, so that they align with the organization’s core goals and strategic direction. This Functional/Subject Matter Expert (SME) is typically a former high-ranking military or civilian official and recognized by industry as an expert in their specific field.

Minimum Education: Bachelors Minimum Experience: 8 years

Business Process and Strategy Consultant III Functional Responsibilities: The Business Process and Strategy Consultant III has practical experience of having been a PM for large and complex initiatives. Performs daily program management throughout the program life cycle and defines the program governance (controls). Responsible for planning the overall program and monitoring the progress. Manages the program’s budget, risks and issues, and takes corrective measurements. Coordinates the projects and their interdependencies. Manages and utilizes resources across projects. Manages stakeholders’ communication. Aligns the deliverables (outputs) to the program’s “outcome” with the aid of the Business Change Manager. Manages the main program documentations such as the program initiation document.

Minimum Education: Bachelors Minimum Experience: 10 years

Business Strategy Consultant II Functional Responsibilities: The Business Strategy Consultant II provides senior level consulting for structuring the enterprise in terms of its governance structure, business processes, and business information. This person aligns strategic goals and objectives with decisions regarding products and services; partners and suppliers; organization; capabilities; and key business and Information Technology (IT) initiatives. The primary focus is the business motivations, business operations, business analysis frameworks, and related networks that link these aspects of the enterprise together. Works to develop an integrated view of the enterprise using a repeatable approach, cohesive framework, and available industry standard techniques.

Minimum Education: Masters Minimum Experience: 10 years

Business Strategy Consultant III Functional Responsibilities: The Business Strategy Consultant III provides senior level consulting for structuring the enterprise in terms of its governance structure, business processes, and business information. This person aligns strategic goals and objectives with decisions regarding products and services; partners and suppliers; organization; capabilities; and key business; and IT initiatives. The

6 | P a g e primary focus is the business motivations, business operations, business analysis frameworks, and related networks that link these aspects of the enterprise together. Works to develop an integrated view of the enterprise using a repeatable approach, cohesive framework, and available industry standard techniques. Analyzes process and re-engineering, with an understanding of technical problems and solutions as they relate to the current and future business environment. Creates process change by integrating new processes with existing ones and communicating these changes to impacted Business Systems teams. Recommends and facilitates quality improvement efforts.

Data Analysis and Decision Support Consultant I Functional Responsibilities: The Data Analysis and Decision Support Consultant I provides data analysis and decision support tools through the design, modeling, and documentation of the logical and conceptual relationship of data and database changes for complex applications. Analyzes needs and requirements of existing and proposed systems, and develops technical, structural, and organizational specifications. May create standards and/or do modeling to monitor and enhance capacity and performance.

Minimum Education: Bachelors Minimum Experience: 5 years

Data Analysis and Decision Support Consultant II Functional Responsibilities: The Data Analysis and Decision Support Consultant II provides data analysis and decision support through implementation of physical design implementation of databases.

Conducts performance tuning of indexes and databases in general. Reviews database design and integration of systems, provides backup recovery, and makes recommendations regarding enhancements and/or improvements. Maintains security and integrity controls. Formulates policies, procedures, and standards relating to database management, and monitors transaction activity and utilization. May develop stored procedures and/or triggers.

Data Analysis Decision Support Consultant III Functional Responsibilities: The Data Analysis Decision Support Consultant III provides expert data analysis and decision support tools through data model design, modeling, and documentation of logical and conceptual relationship of business process data and database changes for complex applications.

Analyzes needs and requirements of existing and proposed business processes, and develops technical, structural, and organizational specifications. Facilitates business improvements through exploration of data-centered strategic planning. May create standards and/or do modeling to monitor and enhance capacity and performance. Provides support to assist the Government in implementing disciplined, comprehensive, and flexible program and project management processes, including monitoring of project metrics, rigorous risk management, and prompt reporting on Government-approved cost, schedule, performance, and risk baseline. The contractor shall also assist in the development of procurement request packages, including Statements of Work (SOW) and cost estimates.

Minimum Education: Masters Minimum Experience: 8 years

Strategy Facilitation and Design I Functional Responsibilities: The Strategy Facilitation and Design I designs products to describe strategic business process change and facilitates stakeholder engagement in the process. Develops engaging training products, provides training expertise, and ensures all curriculum written is in compliance with existing policies and tactics, techniques, and procedures. Researches and recommends new instruction techniques and technologies.

Minimum Education: Bachelors Minimum Experience: 5 years
