2.0 COMPANY PROFILE
TITAN was founded on five core values — Integrity, Teamwork, Performance, Quality, and Commitment. For the past 16 years, TITAN has specialized in providing environmental services—to include hazardous materials waste surveys, including asbestos and lead-based paint testing, universal waste and other hazardous waste material surveys, and hazardous waste inspections/surveys/testing/sampling/monitoring; and implementation of quality control and assurance (QA/QC) programs. TITAN routinely provides these services on a truly “on-call” basis.
Established in 2006, TITAN is a dynamic and rapidly growing 8(a)-certified small disadvantaged business (SDB) with three offices in southern and northern California. For the past 16 years, TITAN has been headquartered in Orange County, Fullerton, CA. TITAN has an outstanding record of performance on environmental monitoring (including asbestos, lead, mold, compliance assessments and permitting, environmental inspections, environmental testing, building reviews, solid and hazardous waste surveying and management, and soil and groundwater testing and reporting).
Today, TITAN has over 700 clients in the private and public sectors and are rapidly expanding.
TITAN completes 30 to 40 on-call environmental projects daily on behalf of city, county, state, and federal agencies, as well as schools, universities, and private-sector clients; services include, but are not limited to, the following:
Asbestos Consulting Services: Asbestos Hazard Emergency Response Act (AHERA) inspections and re-inspections; pre-renovation/demolition asbestos surveys; asbestos hazard assessments; asbestos abatement specifications/work plans; asbestos abatement monitoring and clearance; bulk, air, soil, dust and surface sampling; asbestos exposure monitoring and negative exposure assessments (NEAs); Asbestos Management Plans (AMP) and Operations and Maintenance (O&M) programs; asbestos awareness, hazcom and O&M training; etc.
Lead Consulting Services: lead paint inspections and lead risk assessments; pre-construction lead surveys; lead abatement specifications/work plans; lead abatement monitoring and clearance; bulk, air, soil, dust, surface and water sampling; Lead Compliance Plans (LCP) and management plans; lead awareness and hazcom training; etc.
Microbial (Mold/Bacteria) Consulting Services: assessments/surveys/inspections; designing remediation specifications/work plans; remediation monitoring and post remediation verification; bulk, air, dust and surface sampling; Water Intrusion and Mold Prevention Plans;
awareness and hazcom training; etc.
Other Hazardous Materials Consulting Services: assessments/surveys/inspections for other hazardous materials, including but not limited to, polychlorinated biphenyl (PCB), mercury, Freon, etc.; abatement/remediation specifications/work plans; abatement/remediation monitoring and clearance; bulk, air, soil, dust, surface and water sampling; compliance and management plans; awareness and hazcom training; etc.
Phase I and II ESAs: TES performs Phase I ESAs in accordance with the American Society of Testing and Materials (ASTM) Standard E1527-21, “Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process.” This standard meets the Federal All Appropriate Inquiry (AAI) Standards (40 CFR 312) developed by the United States Environmental Protection Agency (EPA) for conducting a Phase I ESA. The proposed work will be supervised by a qualified environmental professional as defined by AAI. TES’s Phase I ESA will provide information as to the potential that a significant hazardous material or petroleum hydrocarbon release may have occurred on or affected the subject property.
TES has a wide range of experience working with industrial properties, municipal go-vernments, financial institutions, real estate and legal offices. Our wide network of academic and industry specialists enable TES to employ new and imaginative state-of-the-art techniques as they are needed. The utilization of experts on special projects enable TES to provide efficient and economical means of remediation for difficult and unusual sites.
TITAN’s in-house resources provide immediate as-needed response capabilities to support all GSA requirements for professional hazardous materials consulting services including, but not limited to, asbestos, lead, mercury, PCBs and universal waste surveying and estimating, testing, abatement plan preparation and abatement surveillance air monitoring services for the construction, repair, renovation, and demolition work associated with various GSA projects. Our experienced staff includes California Division of Occupational Safety & Health (DOSH) Certified Asbestos Consultants (CAC’s), DOSH Certified Asbestos Site Surveillance Technicians, Certified Industrial Hygienist (CIH), California Department of Public Health (CDPH) Certified Lead Inspector Assessors, Lead Project Monitors and Site Sampling Technicians, National Institute of Occupational Safety and Health (NIOSH) 582 microscopists participating in the American Industrial Hygiene Association (AIHA) Proficiency Analytical Testing (PAT) Program and 40-Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) trained professionals with 10 to 20 plus years of experience in the hazardous materials testing and abatement industry.

Service Contract Labor Standard (SCLS) Statement
The Service Contract Labor Standards, formerly the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided.
While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and/or when the contractor adds SCLS labor categories/employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
