The Junior Consultant is often given a variety of research and compliance tasks and works under the supervision of a Consultant II or Senior Consultant for most tasks.

CONSULTANT I

Minimum Years’ Experience: 3 years Responsibilities:

Evaluates and analyzes financial management transactions, systems, and processes. Performs accounting, finance, or operational tasks with minimal supervision on consulting projects. A

CONSULTANT II

Minimum Years’ Experience: 5 years Responsibilities:

Independently evaluates and analyzes financial management transactions, systems, and processes. Performs more complex accounting, finance, or operational tasks on consulting projects. Consultant II has the experience and ability to delegate tasks and supervise junior-level consultants.

CONSULTANT III

Minimum Years’ Experience: 7 years Responsibilities:

An experienced professional responsible for providing advanced consulting services.

Consultant III offers strategic insights and solutions, assists in project planning and execution, and works collaboratively with stakeholders to optimize organization outcomes.

SENIOR CONSULTANT

Minimum Years’ Experience: 8 years Responsibilities:

Supervises staff in the evaluation and analysis of financial management transactions, systems, and processes. Is responsible for the quality and timeliness of accounting, finance, or operational tasks on consulting projects. Delegates tasks and handles major or unusual issues that may arise during project completion. Senior Consultant assumes responsibility to supervise and manage special assignments and ensure compliance with project or regulatory compliance.

BUDGET ANALYST

Minimum Years’ Experience: 3 years Responsibilities:

Consultant I is often given a variety of research and compliance tasks that require greater experience and workload.

Designs and creates processes, procedures and methodologies to standardize budgets and forecasts. Compiles financial data and performs data validation and analysis. Automates recurring and ad hoc reports.

MANAGER

Minimum Years’ Experience: 10 years Responsibilities:

Interfaces with the client on a day-to-day basis, assists in identifying problems, performing technical analysis, and devising feasible solutions on accounting, financial, operational consulting projects. Manages and supports the completion of project specific tasks within estimated time frames and budget constraints. Develops and reviews presentations for client meetings.

SENIOR MANAGER

Minimum Years’ Experience: 12 years Responsibilities:

A seasoned leader responsible for overseeing teams, managing projects, and ensuring high-quality deliverables. The Senior Manager develops and implements strategic plans, supports goals, and coordinates with senior executives to drive organizational efficiency.

FINANCIAL ANALYST I

Minimum Years’ Experience: 3 years Responsibilities:

Assists in performance of business and/or financial management tasks. Under supervision of Financial Analyst II or Senior Financial Analyst, conducts preliminary analysis of appropriate consulting tools to satisfy program requirements and assists with project deliverables. Extensive expertise in financial modeling, financial statement analysis, and budgeting/forecasting.

PROJECT DIRECTOR

Minimum Years’ Experience: 10 years Responsibilities:

Responsible for planning and delivering the relevant set of services on consulting projects.

Highly specialized in the accounting/finance industry and leading-edge technologies and/or methodologies. Organizes, directs and coordinates the planning and execution of contract tasks. Leads in the organization and direction of the overall performance of the contract.

SUBJECT MATTER EXPERT I

Minimum Years’ Experience: 10 years Responsibilities:

Possesses a track record of applying sound business expertise and practices to solve a wide variety of financial systems and/or business processes. Provides technical advice, guidance, and direction for the improvement, modification, and re-engineering of processes and tasks.

Assists the team in developing programs and implementing creative and innovative solutions to the customer’s problems. Researches and analyzes customer requirements.

SUBJECT MATTER EXPERT II

Minimum Education: Master’s Minimum Years’ Experience: 15 years Responsibilities:

Provides high-level subject matter expertise for work described in the program/task. Provides advanced technical knowledge and analysis of highly specialized applications and operational environment, and/or implementation advice on complex problems which require a high level knowledge of the subject matter for effective implementation. Leads the team in developing programs and implementing creative and innovative solutions to the customer’s problems.

SUBJECT MATTER EXPERT III

Minimum Education: Master’s Minimum Years’ Experience: 20 years

Responsibilities:

Senior expert advisor with extensive knowledge in designated field or discipline. Provides insight and advice concerning project or exercise direction and outcomes. Contributes to the evaluation, analysis, and development of recommended solutions. Resolves complex problems, which require an in-depth knowledge of subject matter related to the designated field or discipline. Applies principles and methods of the subject matter to specialized solutions. Other areas of expertise may include, but are not limited to business process reengineering, individual and organizational assessment and evaluation, strategic and business planning, organizational development, and the development of leadership/management skills.

Due to the availability or limitation of education, occasionally substitution of experience as referenced below for a professional labor type with additional years of experience will be provided to the Federal Agency when responding to their requirements and it is solely the acquiring agency’s determination, if the substitution is considered acceptable prior to an award.

Experience Substitutions:

• An additional four (4) years of directly related experience may be substituted for a bachelor’s degree.

• An additional (2 years) of directly related experience with a bachelor’s degree may be substituted for a master’s degree.
