Labor Category Descriptions

1. Program Manager - Bachelor degree from an accredited college/university and 15 years minimum demonstrated specialized experience in such areas as project and personnel management, time management, training, regulatory interpretation, application of engineering, physical science, or financial principles, technical review, effective communication, strategic planning, and resource management.

Functional Responsibility: Manages overall program operations to include training requirements. Ensures that production schedules are met and resources are used effectively.

Coordinates the resolution of production-related problems to include applicable software, database management, and technological solutions. Ensures that proper relationships are established between customers, teaming partners, and vendors to facilitate the delivery of engineering, science, financial related or other technical services.

2. Project Manager - Bachelor degree from an accredited college/university and 10 years minimum demonstrated specialized experience in Environmental Sciences, Information Technology (IT) Infrastructure, Chemical, Mechanical, Electrical, Structural, Geotechnical, Architectural, or Civil Engineering, Toxicology, Forestry, Computer Science, Business or Finance.

Demonstrated experience in project management, planning, training, environmental or engineering studies, compliance studies, auditing, financial services, and/or other specific requirements.

Functional Responsibility: The individual will manage and supervise personnel involved in all aspects of project activity to include training. Organize and assign responsibilities to subordinates and oversee the successful completion of all tasks. Establish and maintain technical and financial reports in order to show progress to senior leadership and customers.

Maintain customer contacts to ensure conformity to all contractual obligations. Provide support to Management personnel in identifying future requirements to include applicable software and technology solutions.

3. Senior Associate – Bachelor degree or 20 years technical experience in Environmental Sciences, Information Technology (IT) Infrastructure, Chemical, Mechanical, Electrical, Structural, Geotechnical, Architectural, or Civil Engineering, Toxicology, Forestry, Computer Science, Business or Finance. Demonstrated experience in project management, planning, training, environmental or engineering studies, compliance studies, auditing, financial services, and/or other specific requirements. Minimum of 5 years of experience required.

Functional Responsibility: Plans, conducts, trains as needed, and manages projects of significance, and advanced knowledge and the ability to originate and apply new and unique methods and procedures. Subject Matter Expert in technical areas of Environmental Science, Compliance, Regulatory, IT, Computer Science, Finance, or other related fields.

4. Senior Engineer – Bachelor degree from an accredited college/university in an engineering, computer science or environmentally related technical field consistent with project requirements. Minimum of 6 years of directly applicable experience.

Functional Responsibility: Makes decisions and recommendations that are recognized as authoritative and have an important impact on extensive engineering activities and related financial services. Supports training requirements as needed. Initiates and maintains extensive contacts with key staff and officials of other organizations and companies, requiring skill in persuasion and negotiation of critical issues. Responsible for an important segment of the engineering program of an organization with extensive and diversified engineering requirements. Manages related technical data within technology solutions.

5. Mid Level Engineer – Bachelor degree from an accredited college/university in an engineering, computer science, environmentally related technical field consistent with project requirements.

Minimum of 4 years of directly applicable experience.

Functional Responsibility: Plans and conducts work requiring judgment in the independent evaluation, selection, and substantial adaptation and modification of standard techniques, procedures and criteria. Supports training requirements as needed. Work requires a broad knowledge of precedents in the specialty area and a good knowledge of related specialties to include related financial services. Manages related technical data within technology solutions.

6. Junior Engineer – Bachelor degree from an accredited college/university in an engineering, computer science, environmentally related technical field consistent with project requirements.

Working knowledge and/or training on engineering or environmental surveys/studies, data collection, data entry, basic environmental regulations, audit processes, and/or similar projects.

Functional Responsibility: Supports field activities and training, assists with technical writing, reviews project documents and generates documentation for report preparation. Manages related technical data within technology solutions.

8. Senior Scientist – Bachelor degree from an accredited college/university in an engineering, computer science, science or environmentally related technical field consistent with project requirements. Minimum of 12 years of directly applicable experience.

Functional Responsibility: Under management direction, this level includes administrative, supervisory and/or technical specialist positions above those reported in mid level within a scientific discipline or related financial services. Responds to the needs of the organizational unit and supports training as needed. Provides data management within technology solutions and chain of custody support.

9. Mid Level Scientist – Bachelor degree from an accredited college/university in an engineering, computer science, science or environmentally related technical field consistent with project requirements. Minimum of 6 years of directly applicable experience.

Functional Responsibility: Under supervision, independently applies advanced scientific techniques and analyses for problems and methods. May provide technical guidance and training as needed. Extensive progressive experience within the scientific discipline or related financial services. Duties may include monitoring health standards, developing remedial action plans, and conducting audits. Responsible for documentation of analysis and management of related data within technology solution.

10. Junior Scientist – Bachelor degree from an accredited college/university in an engineering, computer science, science or environmentally related technical field consistent with project requirements. Minimum of 2 years of directly applicable experience.

Functional Responsibility: Works under the supervision of mid- or upper-level professional;

assists in the planning and conduct of experiments, design, or analysis efforts and related financial services. Constructs, operates, and maintains equipment needed in their work. Assists in data acquisition, management, analysis, and interpretation within technology solutions, and in the preparation of technical documentation and supports training as needed. Individuals at this level apply the fundamental concepts, principles, and practices of their field to their work and may have some specialized training.

11. Certified Asbestos Inspector – Bachelor degree from an accredited college/university in an engineering, science or environmental related technical field consistent with project requirements. Minimum of 2 years of directly applicable experience, with EPA Certified Asbestos Inspector certificate.

Functional Responsibility: Develops work plans and risk assessments including related financial services, performs inspections and sampling, develops reports and supports training as needed.

Manages asbestos assessments and monitors asbestos related data; tracks and analyzes assessments and asbestos data within technology solutions.

12. Certified Asbestos Management Planner –– Bachelor degree from an accredited college/university in an engineering, science or environmental related technical field consistent with project requirements. Minimum of 2 years of directly applicable experience, with current EPA Certified Asbestos Management Planner certificate.

Functional Responsibility: Estimates the degree of current or potential hazard posed by the ACBM and related financial services. Develops plans for managing the ACBM. Manages asbestos assessments, monitors asbestos related data and management plans; tracks and analyzes assessments, asbestos data, and management plans within technology solutions. Supports training requirements as needed.

13. Certified Industrial Hygienist – Responsible for maintaining appropriate safety measures during field investigations and fieldwork to include implementation of approved site safety and health plan/accident prevention plans. Must be certified by the American Industrial Hygiene Association, have at least a high school diploma, and have a minimum of 5 years of experience.

The Certified Industrial Hygienist will report to a senior company officer, and the safety and health chain-of-command shall be mutually exclusive.

Functional Responsibility: Performs assessments consistent with safety, health, and personnel protection. Includes industrial worker health and safety programs, environmental clean-up worker protection, and overall health and safety awareness and related financial services.

Supports training requirements as needed. Manages industrial hygiene assessments and monitors environmental, health and safety data. Tracks and analyzes industrial hygiene exposure assessments, monitoring summaries, and leverages automated occupational/personal exposure limits within technology solutions.

14. Regulatory Specialist – Bachelor degree in physical or biological science, military training or related field. Minimum of 7 years relevant experience in a regulatory field required for project.

Working knowledge and/or training on technical areas of Environmental Science, Compliance, IT, Computer Science, Finance, or other related fields.

Functional Responsibility: Experience may include multi-media permitting, National Environmental Policy Act (NEPA), estimating emissions, environmental database management, database management, air quality dispersion modeling, auditing, related financial services, Environmental Management System (EMS) development, regulatory analysis and reporting.

Supports training requirements as needed.

15. Senior Technician/Analyst – Associate degree and demonstrated specialized experience in project area. Minimum of 15 years of relevant technical experience in the field of engineering, computer science, construction science or environmental, financial or other technically related field.

Functional Responsibility: Carries out assignments associated with projects for engineering, environmental, or financial requirements to include related data management in technology solutions and supports training requirements as needed. Translates technical guidance received from supervisor into usable data applicable to the particular assignment. Work assignments are varied and require originality and ingenuity.

16. Mid Technician/Analyst – Associate degree, military training, or demonstrated specialized experience in project area. Minimum of 10 years of relevant technical experience in the field of engineering, computer science, construction science or environmental, financial or other technically related field.

17. Junior Technician/Analyst – High School diploma required, Associates degree preferred, but not required. 18. GIS/BIM Specialist – Bachelor degree in Geology, Natural Science, Computer Science, or related field. Minimum of 5 years of relevant training and/or experience using GPS units, geo referencing applications and utilizing GIS applications in support of geo referencing data associated with projects.

Functional Responsibility: Duties may include updating and maintaining various layers and databases using GIS software. Digitizing and/or scanning maps and producing hard copies of digital data for engineering, environmental, or financial requirements. Supports training requirements as needed.

19. CADD Operator – High School diploma and one year of relevant experience required.

Experience in designing, developing, and/or producing layouts and drawings according to engineering specifications utilizing computer aided design and drafting equipment and other computer graphics software. Experience in reviewing engineering drawings and supporting documents to ensure accuracy, quality and adherence to standard practices. Ability to edit, revise and update changes to existing drawings and graphics.

Functional Responsibility: Operates computer-aided design (CAD) system and peripheral equipment to convert engineer and technicians' designs into working computer documents for engineering, environmental, or financial requirements. Supports training requirements as needed. Provides some design, detailing and layout work. Reviews work order and procedural manuals to determine critical dimensions of design. Calculates figures to convert design dimensions to resizing dimensions specified for subsequent production processes, using conversion chart, calculator, or computer software.

20. Technical Assistant/Office Automation/Clerical – High School diploma required. Knowledge and use of basic computer and databases. No minimum experience required.

Functional Responsibility: Performs a variety of complex and routine administrative and secretarial duties for engineering, environmental, or financial requirements. Supports training requirements as needed. Uses word-processing equipment and a variety of software packages to produce documents. Ability to automate project functions, make reproductions of documents, develop project documentation, tracks progress, supports training requirements, transmit documents electronically, upload and download documents/reports/findings to a central document repository.

21. Senior Database Specialist – Bachelor degree from an accredited college/university in an engineering, computer science, information systems related technical, infrastructure design/operations, database & programming applicable experience. Minimum of 5 years of relevant experience.

Functional Responsibility: Manages the development of database projects for engineering, environmental, or financial requirements. Plans and budgets staff and database resources.

Plans and implements network engineering to support database management system (DBMS) projects. Prepares and delivers presentations on DBMS concepts. Institutes security procedures. Provides daily supervision and direction to support staff and supports training as needed.

22. Database Specialist - Bachelor degree from an accredited college/university in an engineering, computer science, information systems related technical, infrastructure design/operations, DB & programming applicable experience. Minimum of 2 years of relevant experience.

Functional Responsibility: Provides highly technical expertise in the use of DBMS. Designs and builds data base driven applications for engineering, environmental, or financial requirements.

Defines indexing methods for specific user applications and supports training as needed.

1. A Bachelor degree may be substituted for two years experience.

2. A Master degree may be substituted for three years experience.

3. A PhD may be substituted for five years experience.

4. Professional registration may be substituted for two years experience.

5. Two (2) years of work experience may be substituted for an Associate degree.

6. Four (4) years of work experience may be substituted for a Bachelor degree.

7. Six (6) years of work experience may be substituted for a Master degree.

8. Eight (8) years of work experience may be substituted for a Ph D.

Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award (MAS) Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
