Executive Summary
SIRIS, LLC or SIRIS is proud to be an approved supplier on the GSA Professional Services Schedule (PSS). The schedule simplifies the procurement of professional services tasks and allows the government owners to quickly acquire expertise in the area they need it most. SIRIS is also proud to be a CVE verified Service Disabled Veteran Owned Small Business SDVOSB. As an approved supplier, we are confident that SIRIS can be a valuable resource to your organization in the areas of Program/Project Management, Design and Construction Management, Acquisitions and Strategic Planning and Recovery Operations.
Our management approach is two-fold: first, if we can’t provide a service at a world-class level, we don’t provide it at all. Second, we can provide each of our services together in a comprehensive management role, or deliver any customized mix of them in a way that meets your specific needs.
| • | High Quality Results - Customer Focused Approach |
| • | Reduced Cost - Customized Experience |
| • | Reduced Risk - Best Practices |
Customer Focused Approach Government institutions exists to serve its customers, and likewise, SIRIS believes that every project should be approached first and foremost with our client’s customers and staff in mind. The last activity we will do (transition to operations) is the first thing we think about, it is the starting point of our planning process and will be our focus throughout the project. We understand that the capital expenditure of a facility makes up only 15-20 % of the life-cycle cost to an Owner, so we begin with that in mind. Additionally, transition to operations of each phase of the new construction and renovation needs to be seamless in order to keep the Client’s mission to their customers unhindered. Our approach is guided by our values of transparency, listening closely, cultivating a collaborative partnership, and ownership perspective.
Customized Experience to Reduce Cost We our metrics show consistently that our services are not an additional cost to the project but a savings. We specialize in providing Construction Management Support Services and have been able to provide our clients with on-time projects, reduce construction costs by 10%, and reduce contingency use to an average of 2-3% (10-15% is standard contingency). We do this through getting the right people on board at the right time for the right price.
Implement Best Practices to Reduce Risk SIRIS specializes in a collaborative pro-active approach to project management. As our client’s project representative we understand the challenges projects face and have a proven record of exceeding the goals set forth by our clients by using our tested and refined industry best practices based on:
IASSC - Lean Six Sigma Guidelines PMI-PMBOK - Project Management Body of Knowledge CMAA - Construction Management Stadards of Practice
I work closely with Chris and am always impressed with his commitment to protect the interest of the client. He is extremely collaborative has a great attention to detail. Chris understands that “how” results are achieved is as important as the actual result. Chris provides leadership and good judgment, and I trust his instinct, abilities, and perspective. This (project) was extremely challenging, the stakes were high, and Chris executed flawlessly
Lance Ferguson, Chief Operations Memorial Hermann Healthcare System
We strive to make sure that all elements are coordinated and scheduled properly. As we successfully did on the Smithsonian National Postal Museum, despite a short 36-month concept to opening schedule, we opened three months early and well under budget. As the Founding Director James Bruns said:
Without Glen’s assistance, it would certainly cost more than the funds available, and it would not have been as well received.

Smithsonian National Postal Museum Smithsonian William H. Gross Stamp Gallery Washington, DC
“One of Glen’s strongest attributes is his ability to be a calming presence when, by the very nature of the business, difficulties arose. Thanks in large measure to Glen Hopkins’ professionalism and expertise, the National Postal Museum was delivered ahead of schedule (33 months) and on budget. I believe it is safe to say that without Glen’s assistance and direction the museum could not have opened on time. Further, without Glen’s assistance it certainly would have cost more than the funds available, and it would not have been as well received.”

“Our small staff at the Saint John Paul II National Shrine has spent more than three years working to develop a mission and vision for the Shrine while welcoming thousands of visitors. This would have been impossible without Glen Hopkins working every day to ensure that our project continued on time and on budget. As we continue to renovate the Shrine’s facilities over the next year, I am confident that Glen Hopkins will provide top-tier service as our representative. In fact, if presented with another project of this great scale and difficult nature, I would hire Glen again without hesitation.”

The construction management approach utilizes a firm (or team of firms) with construction, design and management expertise to temporarily expand the customer agency’s capabilities, so that they can successfully accomplish their program or project. The Construction Manager also provides expert advice in support of the customer agency’s decisions in the implementation of the project.
