25. Order-Level Materials SIN OLM
Order-Level Materials (OLMs) are supplies and/or services acquired in direct support of an individual order placed against a Federal Supply Schedule (FSS) contract or FSS blanket purchase agreement (BPA). OLMs are not defined, priced, or awarded at the FSS contract level. They are unknown before an order is placed against the FSS contract or FSS BPA. OLMs are only authorized for inclusion at the order level under a Time and Materials (T&M) or Labor-Hour (LH) Contract Line Item Number (CLIN) and are subject to a Not To Exceed (NTE) ceiling price. OLMs include direct materials, subcontracts for supplies and incidental services for which there is not a labor category specified in the FSS contract, other direct costs (separate from those under ODC SIN), and indirect costs. OLMs are purchased under the authority of the FSS Program and are not “open market items.”
Items awarded under ancillary supplies/services or other direct cost (ODC) SIN are not OLMs. These items are defined, priced, and awarded at the FSS contract level, whereas OLMs are unknown before an order is placed.
The Order-Level Materials SIN is only authorized for use in direct support of another awarded SIN.
Prices for items provided under the Order-Level Materials SIN must be inclusive of the Industrial Funding Fee (IFF). The cumulative value of OLMs in an individual order cannot exceed 33.33% of the total value of the order.

Labor Category Descriptions Senior Advisor – Master’s or MBA degree and a minimum of 20 years of experience at senior levels of organizational leadership and management with notable achievements in the public or private sectors; or a PhD and a minimum of 20 years of experience that includes publishing on methods or findings, expert presentations in professional conferences, or significant innovations in the public or private sector.
Expert and Senior Consultant – Master’s, MBA, or CPA degree with a minimum of 15 years of experience at senior management levels in the public or private sector; or a JD-level degree with 10 years of experience or project management certification. Requires demonstrated superior performance at senior levels within the government or private sector, or substantial consulting experience as a lead advisor or technical team leader of large-scale efforts in quality management, business process improvements, financial sustainability planning, or organizational assessment.
Senior Management and Organizational Consultant – Master’s, MBA, or CPA degree with a minimum of 12 years of experience at senior management levels in the public or private sector; or a

COURSE DESCRIPTIONS
Cancellation Policy
EnCompass offers a full range of state-of-the-art training modules custom-designed to meet the unique objectives and challenges of each of our clients.
Our Leadership Academy© courses have helped many organizations develop effective leaders and supervisors, enhance communications, resolve conflicts, improve customer service, and manage change. Courses are 1 day in length, unless otherwise noted.
Introduction to Leadership
Module 1 uses Appreciative Inquiry as a way for participants to explore concepts of leadership and management, formulate a common vision of effective leadership, and identify shared organizational values. Participants assess their own personal leadership style, and recognize the range and variety of leadership, management, and organizational development theories.
Communications within a Learning Organization
Module 2 uses small- and large-group exercises to identify effective communication skills. It explores characteristics of a learning organization with a particular focus on understanding the power of mental models (unspoken assumptions). Participants practice advocacy, inquiry, and narrative techniques as ways to address mental models and other forms of interference in communications.
Management, Supervision, and Coaching
Module 3 further explores characteristics of learning organizations by introducing the concepts of personal mastery and whole systems as a management framework. After identifying their units’ purpose via customers’ needs, wants, and expectations, participants have the opportunity to share exceptional supervisory experiences. They then apply leadership styles and applications to real-life

Working in Teams
Module 4 covers essential elements for effective teams—for example, ground rules, agenda, evaluation, group task and maintenance functions, stages of group development, and climate assessment, primarily through interactive exercises, and large- and small-group discussion. The emphasis is on application to current job responsibilities. Participants receive extensive printed materials for on-the-job reference.
Conflict, Negotiation, and Resolution
Module 5 presents a framework for understanding conflict, exploring different conflict-resolution styles, and adopting a positive approach to resistance. Through discussions and group exercises, participants learn to recognize the value of conflict; identify its various sources; and express, appreciate, and manage resistance.
Affirmative Customer Service
Module 6 combines theory and practice so that participants can understand and address customers’ needs, wants, and expectations. Going beyond surveys and focus groups, participants learn a process for exploring best practices for building long-term relationships with customers and sharing customer-service lessons across the organization.
Leadership and Managing Change
Module 7 explores the effects of transitions on the morale and productivity of staff members. Coaching is presented as a management tool for change, and participants devise strategies for managing specific changes in their work environments. Drawing on their own experiences and key leadership concepts introduced throughout the course, participants envision their accomplishments in 6 months and develop personal action plans, as well as the next steps in building and nurturing a learning organization.
English Writing Proficiency (5 Days)
The English Writing Proficiency Course was designed for USAID to improve the quality of the American
English writing skills of Foreign Service Nationals (FSNs) whose primary language is not English. The course is designed for USAID staff members who are expected to contribute to mission planning documents, technical reports, trip reports, and other documents as requested. The training approach reflects the fact that participants speak English although they might not have had extensive training in writing. The focus is on experiential learning with hands-on individual and group writing exercises that are tied to real-life assignments and USAID work situations. It is a 5-day course and includes participant manuals with resources for writing USAID documents. Standard and advanced options are available.

5-Day Courses with Two Trainers
All 5-day courses are delivered in-person with two trainers, for up to 25 participants. The customer must provide projectors, screens, and other audio/visual equipment, as well as the space for the training, room configuration, and all refreshments/meals. The 5-day course prices do not include the costs of travel for the two trainers to the training venue. The customer is responsible for providing a list of course attendees for pre-course communication.
Leadership Learning Program
This dynamic, experiential program covers introduction to leadership styles, emotional intelligence, building effective teams, supporting innovation, and managing change. Course includes 4 hours of follow-on coaching for each of the 25 participants, plus a 360 Assessment. Coaching for additional participants can be purchased on a per hour basis from the EnCompass PSS Rate schedule. The course addresses Office of Personnel Management (OPM) fundamental, Executive, or Government
Performance and Results Modernization Act of 2010 (GPRAMA) competencies: leadership, accountability, change management, vision, and team building.
Effective Supervision I or II
Effective Supervision I: This workshop provides new supervisors with the foundational skills they need for effective performance management, such as creating clear, cascading goals; conducting regular constructive feedback and coaching; following guidelines for dealing with performance/conduct issues;
and conducting performance reviews. Effective Supervision II: This workshop provides experienced supervisors with personal development and new skills in effective supervision and building effective teams. It covers a personal vision of supervision excellence, effective onboarding, managing staff development, diversity as a strength in teams, providing feedback, and managing separation effectively. Addresses OPM fundamental, Executive, or GPRAMA competencies: oral and written communication, accountability, conflict management, developing others, and human capital management.
Gender Integration, and Gender-Based Violence Prevention and Response
This engaging, experiential course teaches participants basic gender concepts, focuses on developing programs through robust gender analysis, highlights the impact of gender-based violence (GBV) across a number of sectors, and suggests opportunities for preventing and responding to GBV. This practical workshop shares a systematic methodology for examining the differences in roles and norms for women and men, girls and boys across five gender analysis domains: (1) laws, policies, regulations, and institutional practices; (2) cultural norms and beliefs; (3) gender roles, responsibilities, and time use;
(4) patterns of power and decision making; and (5) access to and control over assets and resources.
Participants will practice applying these concepts to program design. Addresses OPM fundamental, Executive, or GPRAMA competencies: oral and written communication, accountability, conflict management, developing others, leveraging diversity, and human capital management

1- Day Courses with One Trainer or Virtually Led
All 1-day courses can be delivered in-person with one trainer or virtually led online. The price for all 1-day courses is for a minimum of 15 participants. Up to 10 participants can be added for a price per person, for a total cohort of 25 participants. The customer must provide projectors, screens, and other audio/visual equipment, as well as the space for training, room configuration, and all refreshments/ meals for in-person training sessions. The customer is responsible for providing a list of course attendees for pre-course communication.
Leveraging Technology in Evaluation
This course focuses on how technological tools can be used to improve program evaluations;
specifically, the application of tools to (1) engage a range of stakeholders, (2) collect research and evaluation data, (3) formulate and prioritize research and evaluation questions, (4) express and assess logic models and theories of change, (5) track program implementation, (6) provide continuous improvement feedback, (7) determine program outcomes/impact, and (8) present data and findings.
Participants: (1) develop an understanding of how technology can be used in evaluation practice; (2) become familiar with some specific technological tools that can be used to collect data, interpret findings, map programs in an interactive way, and display data; (3) receive a list of tools resources that can be used after the completion of the course.
Appreciation Evaluation
This workshop demonstrates how to incorporate Appreciative Inquiry into evaluation, including adopting an appreciative lens, incorporating the systematic study of successful experience into evaluation, honoring different voices in evaluation, and facilitating stakeholders to explore common ground through the evaluation. All evaluations benefit from incorporating an appreciative element in their designs.
Effective Communications
Good interpersonal skills are fundamental to good management and establishing a positive work culture. This workshop guides participants in enhancing their communication styles in the context of their role in the organization. Participants develop a comprehensive self-awareness of their style, and internalize the learning through a variety of questionnaires, exercises, and small- and large-group discussions.
Data Visualization Jumpstart
Practical tips and techniques to help participants boost the impact of their reporting using the software already on their computer. Participants learn how to choose the right charts to enhance engagement through design, and build infographics in PowerPoint, as well as get hands-on experience creating charts and graphs in Excel.

Creative Reporting
It is time to see report design as a series of opportunities, not as a challenge. Standard reports are information rich and offer a fantastic opportunity to reach and engage a larger audience with just a small amount of extra effort. In this practical session, participants learn how to adapt traditional reports into a variety of different, creative formats, including social media featured images, briefers, slide docs, infographics, videos, comics, blog posts, and digital multimedia reports. This workshop covers different types of formats (reports, briefers, videos, cartoons, data viz, presentations) and how to choose what works best for a given audience, focus on key messages, present the content in ways that are visually compelling and encourage uptake, and so on.
Managing with Emotional Intelligence
Research shows that IQ and technical skills are only half as important as emotional intelligence in predicting one’s success or failure as a leader. Perhaps the most important factor in developing strong supervisory or managerial skills is emotional intelligence. This short course guides participants to gain self-awareness, practice self- management, build their social awareness, and strengthen their relationship management. Our model adds a layer of focus on the intercultural elements of emotional intelligence.
Participants learn to raise self-awareness and build social awareness of other cultural identities and dimensions of diversity.
Innovative and Systematic Thinking
This course uses a powerful tool for systematic thinking and decision making. The “Six Thinking Hats”
(Edward de Bono) is an important technique for looking at decisions from a number of important perspectives by forcing participants to move outside their habitual thinking style and get a more rounded view of a situation. It allows necessary emotion and skepticism to be brought into what would, otherwise, be purely rational decisions. The technique also helps persistently pessimistic people to be positive and creative. Plans developed using the “Six Thinking Hats” technique are sounder and more resilient.
Managing Change
This course explores the effects of transitions on the morale and productivity of staff members.
Drawing on their own experiences and key leadership concepts introduced throughout the course, participants envision their accomplishments in 6 months and develop personal action plans, as well as the next steps in building and nurturing a learning organization.

Working Across Cultures
It is critically important that U.S. staff living and/or working in international contexts bring a nuanced understanding of culture—their own and the culture(s) where they work. This highly experiential course guides participants to (1) examine personal assumptions and biases regarding their own culture; (2) identify personal strengths and weaknesses in dealing with change and new situations; (3) describe and solve some common cross-cultural conundrums that occur in the context of working overseas; and (4) develop a plan for dealing with “culture shock” upon arrival overseas.

Tableau Data Visualization
So you downloaded Tableau…now what? In this 2-day course, participants dive right into Tableau and learn how to get the most from the tool in the least amount of time. Participants get hands-on experience developing simple but effective one-filter dashboards, choosing the right interactive charts, deconstructing sample workbooks, restructuring data to increase visual opportunities, and other interactive design techniques geared toward sharing more data with less confusion. Participants must bring their own computer already loaded with the Tableau software ready to use. One trainer will deliver six 90-minute online sessions. The price for this course is for a minimum of 15 participants. Up to 10 participants can be added for a price per person, for a total cohort of 25 participants.

Terms and Conditions Applicable to Purchase Courses (SIN 611430)
1. SCOPE
• The Contractor shall provide training courses normally available to commercial customers, which will permit ordering activity users to make full, efficient use of general purpose commercial products. Training is restricted to training courses for those topics identified in this catalogue.
• The Contractor shall provide training at the ordering activity’s facility, virtually, or in a hybrid manner with the add on hybrid delivery price, and as agreed to by the Contractor and the ordering activity.
2. ORDER
Written orders, credit card orders, and orders placed under blanket purchase agreements (BPAs) shall be the basis for the purchase of training courses in accordance with the terms of this contract. Orders shall include the names of participants, course title, course date and time, and contracted dollar amount of the course, as well as activity Point of Contact name, telephone number and email address.
3. TIME OF DELIVERY
The Contractor shall conduct training on the date (time, day, month, and year) agreed to by the
Contractor and the ordering activity.
4. CANCELLATION AND RESCHEDULING
a. In the event the ordering activity can no longer hold the training on the agreed-upon date and time, the POC will notify the Contractor at least seventy-two (72) hours before the scheduled training date. The Contractor will then permit the ordering activity to either cancel the order, paying only costs already incurred, or reschedule the training at no additional charge.
In the event the training class is rescheduled, the ordering activity will modify its original training order to specify the time and date of the rescheduled training class.
b. In the event the ordering activity fails to cancel or reschedule a training course within the time frame specified in paragraph a, above, the ordering agency will be liable for the contracted dollar amount of the training course.
c. The ordering activity may substitute one participant for another up to the first day of class.
d. In the event the Contractor is unable to conduct training on the date agreed to by the Contractor and the ordering activity, the Contractor must notify the ordering activity at least
20 | GSA Price List seventy-two (72) hours before the scheduled training date to reschedule.
e. If the U.S. Government closes due to a weather or safety emergency, courses will be rescheduled for a later date.
5. PRICE FOR TRAINING
The price that the ordering activity will be charged will be the ordered training price in effect at the time of order placement, plus any additional add-on elements ordered.
6. ADDITIONAL PARTICIPANT FEE
EnCompass charges an Additional Participant Fee, per additional participant, for up to 4 additional participants in any in-person or virtual Artificial Intelligence, Evaluation or Change Management and
Leadership course. The ordering activity shall include the Additional Participant Fee in the order placed for the training course, or in a modification to the order.
7. ADDITIONAL FEE FOR HYBRID COURSE DELIVERY
For in an In-Person course, should one or more participants need to attend the training virtually, the ordering activity shall include the Additional Fee for Hybrid Course delivery in the order placed for the training course. The prices to change an ordered in-person training course into a Hybrid Course delivery are as shown in detailed in the EnCompass price list. The Additional Fee for Hybrid Course delivery can accommodate up to an additional 4 virtual participants, for a maximum of 30 participants for an In-Person
Hybrid Course.
