Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

IT Business Analyst 3 Functional Responsibilities: Provides knowledge in business process and system analysis, design, improvement, and implementation efforts or in translating business process needs into technical requirements. Uses available computer systems resources and personnel to carry out analysis to support management's quest for performance improvement to determine the most useful business solution.
Implements a comprehensive management plan for each project and hold regular stakeholder meetings to keep all interested parties updated in project progress. Determines and documents user requirements for business processes and abide by those requirements for future projects. Reviews and analyzes information, forecasts, methods, schedules, systems, processes and procedures. Provides expertise in, but not limited to, Configuration Management, Strategic Planning, Knowledge Management, Business Analysis and Technical Analysis
Minimum Education: Bachelors Minimum Experience: 10 years
IT Programmer 2 Functional Responsibilities: Responsible for activities such as program design, coding, testing, debugging or documentation. Writes programs according to specifications, which may be provided by Engineers, technical architects, or other computer scientists. Updates, repairs, modifies and expands existing computer programs. Requires supervision.
Minimum Education: Bachelors Minimum Experience: 5 years
IT Programmer 3 Functional Responsibilities: Responsible for activities such as program design, coding, testing, debugging or documentation. Writes programs according to specifications, which may be provided by Engineers, technical architects, or other computer scientists. Updates, repairs, modifies and expands existing computer programs. Provides supervision to lower-level programmers.
Minimum Education: Bachelors Minimum Experience: 8 years
IT Task Manager Functional Responsibilities: Applies broad management skills and specialized functional and technical expertise to guide project teams in delivering client solutions or to manage the day-to-day operations.
Monitors quality across multiple projects. This individual establishes and maintains technical and financial reports to show progress of projects to management and customers, organizes and assigns responsibilities to subordinates, and oversees the assigned tasks.

IT Project Manager Functional Responsibilities: Manages, plans and coordinates activities of IT projects. Reviews project proposals or plans to determine schedule, funding limitations, procedures for accomplishing projects, staffing requirements and allotment of available resources to various phases of projects. Establishes work plans and coordinates staffing for each phase of the project and arranges for recruitment or assignment of project personnel. Identifies functional or cross-functional requirements and resources required for each task.

Project Manager Functional Responsibilities: Under general supervision of Senior Project Manager, plans, conducts and supervises assignments normally involving smaller or less important projects. Estimates and schedules work to meet completion dates. Direct assistants, reviews progress and evaluates results, makes changes in methods, design or equipment where necessary. Operates with some latitude for unreviewed action or decisions. Typical Title: Financial Analyst, Policy Analyst, Environmental Engineer/Specialist, Public Admin/Reg Analyst.
Minimum Education: Masters Minimum Experience: 6 years
Senior Project Manager Functional Responsibilities: Plans, conducts and supervises projects of major significance, necessitating advanced knowledge and the ability to originate and apply new and unique methods and procedures.
Supplies technical advice and counsel to other professionals. Generally, operates with wide latitude for unreviewed action. Typical Title: Program Manager, Financial Analyst, Policy Analyst, Environmental Engineer/Specialist, Public Admin/Reg Analyst.
Minimum Education: PhD Minimum Experience: 10 years
Technical Analyst Functional Responsibilities: Works under close supervision of other more senior personnel. Gathers and correlates basic data and performs routine analyses. Works on less complicated assignments where little evaluation is required. Typical Title: Financial Analyst, Policy Analyst, Public Admin/Reg Analyst, Editor/Technical Writer.
Minimum Education: Bachelors Minimum Experience: 0 years
Technical Analyst II Functional Responsibilities: Under supervision of a Senior Project Manager or Project manager, carries out assignments associated with specific projects. Translates technical guidance received from supervisor into usable data applicable to the particular assignment; coordinates the activities of Technical Analyst. Work assignments are varied and require some originality and ingenuity. Typical Title:
