2.Professional Services Offered 522310 – Financial Advising, Loan Servicing and Asset Management Services

Services include assisting agencies on cross-cutting issues, asset marketability, equity monitoring, originations, and addressing any other considerations regarding the acquisition, management and/or resolution of an asset; assisting agencies in servicing, monitoring and maintaining loan assets such as establishing loan database, remittance processing, processing loan cancellations and consolidations, billing services, and servicing troubled loans which may include borrower negotiations, restructuring, foreclosure and supervision of the sale of the collateral and workout agreements.

531210 – Financial Asset Resolution services

Assist agencies in all asset resolution related areas including valuation / pricing, portfolio stratification, restructuring and disposition strategies which best meet agency goals. Make specific recommendations as to the best execution. Conduct a sale or other disposition vehicle. Provide marketing expertise, budget and credit reform analyses.

541611 – Management and Financial Consulting, Acquisition and Grants Management Support, and

Business Program and Project Management Services

Provide operating advice and assistance on administrative and management issues.

Examples include: strategic and organizational planning, business process improvement, acquisition and grants management support, facilitation, surveys, assessment and improvement of financial management systems, financial reporting and analysis, due diligence in validating an agency’s portfolio of assets and related support services, strategic financial planning, financial policy formulation and development, special cost studies, actuarial services, economic and regulatory analysis, benchmarking and program metrics, and business program and project management.

OLM - Order-Level Materials (OLM)

OLMs are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Federal Supply Schedule (FSS) program contract or BPA. OLM pricing is not established at the FSS contract, but at the order level. Since OLMs are identified and acquired at the order or BPA level, the ordering contracting officer (OCO) is responsible for making a fair and reasonable price determination for all OLMs using FAR 15.404 techniques for commercial price determinations. Using this procedure, ancillary supplies and services that are unknown at the time of the Schedule contract award may be included and priced at the order level or BPA level.

Functional Responsibility: Leadership role in organization with experience in directly leading and managing multi-discipline teams. Manages the delivery of services to clients, such as integrated facility management, project & development services, transaction management, portfolio administration and strategic consulting.

Minimum Education: Masters Minimum Experience: At least 16 years of experience in real estate development, management, operations, finance, leasing, sales, consulting, and/or a related field. An additional three (3) years of relevant experience in a management role may be substituted for an advanced degree.

Senior Managing Director

Functional Responsibility: Experience in directly leading and managing multi-discipline teams. Manages the delivery of services to clients, such as integrated facility management, project & development services, transaction management, portfolio administration and strategic consulting.

Functional Responsibility: Supports project teams by preparing real estate financial analyses including lease economics, discounted cash flow schedules, property pro forma, and debt/equity calculatio ns.

Minimum Education: Bachelors Minimum Experience: A minimum of two (2) years of prior work experience in architecture, construction or project management field is preferred, but not required.

Project Coordinator

Functional Responsibility: Assists in the delivery of services to client in the areas of facilities programming, building systems, base building construction, corporate management, urban planning, architecture, interior design, office technology, and environmental factors.

Minimum Education: High School Minimum Experience: Two (2) years of prior work experience in architecture, construction or project management field is preferred.

Substitution Language

1. Master's degree may be substituted for additional 3 years of experience.

2. Bachelor’s degree may be substituted for additional 4 years of experience.

3. Additional experience to be substituted for education must be in the area of the individual’s assigned project responsibility.

Brokerage Services

Provides the ability to market a property for sale, requiring knowledge of market conditions, property value, and marketing strategy. Includes experience in negotiating and executing property sales. Brokerage fees use step pricing, where the percentage decreases as the sale amount increases, offering cost efficiency on larger transactions.
