The Service Contract Labor Standards, formerly the Service Contract Act (SCA), apply to this contract and it includes SCLS applicable labor categories. Labor categories and fixed price services marked with a (**) in this pricelist are based on the U.S. Department of Labor Wage Determination Number(s) identified in the SCLS/SCA matrix. EDUCATION/EXPERIENCE SUBSTITUTIONS
Four years of relevant experience is equivalent to a Bachelor’s degree. Bachelor’s degree with 2 years of relevant experience is equivalent to a Master’s degree. Master’s degree with 2 year’s relevant experience, or Bachelor’s degree with 4 years relevant experience, is equivalent to a Ph.D. degree
Chief Statistician
Responsible for overall management and quality control on all company projects. Technical manager on all statistical projects. Prepares and/or reviews all technical and cost proposals to clients. Interacts with government technical and contracting personnel to ensure quality, timely and cost-effective performance on all company contracts. Designs statistically valid experiments and surveys to meet client’s information collection requirements. Analyzes data from large field and laboratory studies using innovative and state-of-the-art statistical techniques and computer software. Writes or reviews all reports to clients. Ph.D. with 20 years’ experience.
Data Manager
Responsible for all aspects of data management on company contracts. Manages significant survey projects in consultation with the Chief Statistician. Prepares timely reports to Government technical staff. Designs Computer Assisted Telephone Interviewing (CATI) and Computer Assisted Personal Interviewing (CAPI) systems for significant regional and national field surveys. Carries out statistical analyses of complex survey datasets under direction of the Chief Statistician, using software such as the Statistical Analysis System© (SAS) and SUDAAN. Expert in SAS, MS Access and Visual Basic. Bachelors with 12 years’ experience.
Programmer
Writes and debugs data processing and statistical analysis programs in SAS. Imports data files from various formats into SAS for processing, editing and analysis. Programs complex online and email surveys on a variety of platforms. Conducts statistical analysis runs under supervision of the Chief Statistician or Data Manager. Bachelors with 5 years’ experience.
Operations Manager
Responsible for management of field operations on significant survey projects, including recruiting, hiring and training field staff. Calculates and evaluates quality control and productivity metrics for field staff. Directs work of Field Supervisors and provides feedback on field staff performance and productivity. Drafts progress reports, invoices and/or project deliverables for review by the Data Manager or Chief Statistician. Bachelors with 5 years experience.
Research Associate
Researches original and secondary sources to locate data for project needs. Summarizes and tabulates data in both narrative and spreadsheet formats. Performs Internet searches for data, travel planning, equipment needs, project costing, etc. Bachelor’s with 2 years’ experience.
Field Supervisor
Supervises a staff of field interviewers located in one or more States, including training, hiring, scheduling, monitoring and unannounced inspections in the field for quality assurance purposes. High school with 5 years’ experience.
Field Interviewer**
Conducts in-person interviews with survey subjects at remote sites. Reviews and transmits data to office staff. Typical experience: previous interviewing experience and/or knowledge of the subject matter of the survey. High school with 1 year’s experience.
Scientist, Sr.
Experience in research, teaching or product development. Master’s degree in a scientific or technical field with 10 years’ experience. Technical lead on significant research and analysis projects. Assigns, directs and supervises work of mid-level scientists. Responsible for project reports and review of contributions of mid-level scientists.
Scientist, Mid-Level
Experience in research, teaching or product development. Master’s degree in a scientific or technical field with 3 years’ experience. Works under supervision of the Senior Scientist on significant research and analysis projects. Manages smaller projects independently with review by Senior Scientist. Responsible for reporting on smaller projects and for sections of major reports.
Scientist, Jr.
Bachelor’s degree in a scientific or technical field with 3 years’ experience. Supports Mid- Level and Senior Scientists on large and small projects. Collects, summarizes and analyses smaller datasets. Provides summaries of project activities. May collect data in the field.
Principal Consultant
Provides high-level expertise to projects as needed in specialized areas including but not limited to housing, economics, public health or education. Must have a Bachelor’s degree and 20 years’ experience in his or her field. Master’s degree desirable.
Senior Consultant
Provides expertise to projects as needed in specialized areas including but not limited to housing, economics, public health or education. Must have a Bachelor’s degree and 15 years’ experience in his or her field. Master’s degree desirable.
Mid-Level Consultant
Provides support to Principal and Senior Consultants on projects in specialized areas including but not limited to housing, economics, public health or education. Must have a Bachelor’s degree and 10 years’ experience in his or her field.
Junior Consultant
Provides support to Consultants on projects in specialized areas including but not limited to housing, economics, public health or education. Must have a Bachelor’s degree and 5 years’ experience in his or her field.
Information Technology and Management Specialist, Sr.
Provides computerized data management, web-based programming and/or information technology expertise in support of projects large and small. Must have 10 years’ relevant experience. Bachelor’s degree desirable.
Information Technology and Management Specialist, Jr.
Provides computerized data management, web-based programming and/or information technology expertise in support of projects large and small. Must have 5 years’ relevant experience.
Editor/Writer, Sr.
Writes and edits materials such as newsletters, journal articles, reports and books for both lay and professional audiences. Experience in editing, graphical layout and production of materials using desktop publishing software. Bachelor’s degree and 10 years’ relevant experience.
