Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire
Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the
GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Subject Matter Expert I
Functional Responsibilities: Provides insight and advice concerning strategic directions and applicability of up to date, industry standard solutions in one or more functional areas or domains. Expert with extensive knowledge and experience in multiple domain areas.
Responsible for providing broad objectives in program/project manager or senior client leadership to influence objectives of complex efforts. Primarily utilized for their specific expertise in the creation of comprehensive methods for describing current and/or future structure and behavior of processes, systems, personnel, and organizational sub-units so that they align with the core goals and strategic direction.
Minimum/General Experience: Three (3) years in leadership and/or consulting roles providing business consulting, process improvement, strategy, financial management, research administration, public health, or a related field with specific subject knowledge and any required certification.
Minimum Education: Master Degree or equivalent in relevant field.
Subject Matter Expert III
Functional Responsibilities: Provides insight and advice concerning strategic directions and applicability of up to date, industry standard solutions in one or more functional areas or domains. Expert with extensive knowledge and experience in multiple domain areas.

Management Consulting Team Lead II
Functional Responsibilities: Leads Team Members, making assignments and managing quality.
Leads individual work streams and acts as liaison between Team Members and Project
Management. Prepares and presents team and deliverable status reports in project meetings with the Project Manager and/or client personnel. Under guidance from the Program and/or Project
Manager, plans, executes, and controls team activities. Applies management consulting skills to advise on client and engagement issues.

Applies analytical and evaluative methods and techniques to assess the efficiency and effectiveness of various programs in areas such as operations, management practices, organizational structure, and/or resource management/acquisition approaches. Possesses demonstrated knowledge and experience applying analytic methodologies principles and techniques in the evaluation of project objectives and contributes to the implementation of strategic direction.
Minimum/General Experience: Ten (10) years of industry experience with three (3) or more years of experience in the specific field such as business consulting, process improvement, strategy, financial management, research administration, public health, or a related field with specific subject knowledge and any required certification.

Program Manager II
Functional Responsibilities: Manages the activities of a group of management, organizational ability to direct multiple activities of a group of management, organizational and business process improvement staff to execute the business plans, developing plans and projects, determining needs, investigating and resolving problems, interfacing with other functions and outside personnel, preparing capital and operating requests, and managing staff. Should be able to act as senior resource for a specific discipline or function. Ability to organize and direct work, coordinate efforts with other functions, and direct personnel to achieve objectives. Directly supervises contractor employees. Responsible for interviewing, hiring, and training contractor employees. Responsible for staff development, planning, assigning and directing work.
Responsible for addressing complaints and resolving problems. Demonstrated experience and comprehensive knowledge of several related fields, and recognition as a leader with in the assigned functions.

Program Assistant I
Functional Responsibilities: Provides assistance in support of one or more programs performing duties such as: Schedules meetings or special events and answers questions;
Generates reports detailing the status of programs or projects; Coordinates team member schedules and training; Serves as the primary contact person for program policies and procedures; Act as the representative for the program to internal and external partners, and respond to inquiries; and Performs administrative support duties, manage program or office documentation, and coordinate conference calls and travel arrangements.
