Technical Assistance & Capacity

Building PSA is dedicated to strengthening organizations’ capacity to improve performance, particularly related to collecting and using data for program quality improvement. We support planning, leadership development, and infrastructure. We also build organizational capacity for conducting needs assessments, trainings, data management, and tool reviews to boost operations. We seek to tie performance measures to key drivers of organizational improvement, including through theories of change.

Methods

PSA is known for its ongoing, transparent client communication, ensuring project methods align with needs. Our skilled staff excel in data collection, analysis, and building clients’ evaluation capacity. Our reports focus on clarifying the complex links between interventions and outcomes, often combining quantitative and qualitative data for comprehensive insights. Depending on client goals, our reports may identify strengths and challenges, recommend capacity-building strategies, or suggest options for sustaining and scaling programs in the future.

PSA has received timely OMB clearance on projects since the early 1990s. Our staff all have CITI Human Subjects Research and Ethics Certification. PSA's federally approved Institutional Review Board reviews all data collection instruments and consent forms for planned research.
