The Service Contract Labor Standards (SCLS) is applicable to this contract and as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCLS-eligible labor categories. If and/or when the Contractor adds SCLS labor categories/employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish an SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and applicable wage determination (WD) number. Failure to do so may result in cancellation of the contract.

Labor Category Descriptions
Account Supervisor Responsibilities Account Supervisors provide strong strategic/analytical thinking to help deliver effective branding, advertising, marketing and PR programs. They ensure quality standards and work performance on all task orders and projects by providing positive and productive client communication.
Account Supervisors plan, organize and oversee work efforts; assign resources; supervise personnel; provide risk management, monitor overall project and contract performance; provide management guidance in the accomplishment of work efforts; and ensure adherence to budget, timeline and contract standards of performance.
Qualifications B.A. or B.S. and 8 years of relevant account management experience. Relevant experience includes strategic planning, program evaluation, quality management, performance management, process management, business management, facilitation services, survey services and privatization support services and documentation.
Account Executive II Responsibilities Account Executive IIs are responsible for day-to-day client contact and operations on one or more subtasks on task orders under the guidance of the Account Supervisor. They have a strong working knowledge of the client’s business, target audiences and communication objectives. Account Executive IIs provide support in the areas of implementation, report development and program support while closely monitoring project timelines and budgets, checking and approving creative and production materials, assisting in developing strategic marketing plans and helping to carry out those plans.
Qualifications B.A. or B.S. and 2 years of relevant project management experience. Relevant project management experience collaborating with teams of professionals with generalized and specialized expertise in designing and implementing strategic plans.
Account Executive I Responsibilities Account Executive Is are responsible for basic day-to-day operations with minimal client contact on one or more subtasks on task orders under the guidance of the Account Supervisor and Account Executive II. The have a basic working knowledge of the client’s business, target audiences and communication objectives. Account Executive Is provide support in the areas of implementation, report development and program support.
Qualifications B.A. or B.S. and 0-1.5 years of relevant project management experience. Relevant project management experience collaborating with teams of professionals with generalized and specialized expertise in designing and implementing strategic plans.
Substitution Policy
It is our policy to substitute the following experience for education:
• �H.S. Diploma + 4 years additional experience is equivalent to a Bachelor’s Degree
• �Bachelor’s Degree + 2 years additional experience is equivalent to a Master’s Degree
• �Master’s Degree+ 4 year Bachelor’s Degree + 6 years additional experience is equivalent to a PhD
Conversely, it is our policy to substitute the following education for experience:

Account Coordinator Responsibilities Account Coordinators are responsible for day-to-day operations and facilitation of one or more subtasks on task orders under the guidance of the Account Executive/ Account Supervisor. They provide support in the areas of implementation, report development, and program support.
Qualifications B.A. or B.S. and 0-1 years of relevant experience to include project management and coordination, program administration and support.
Creative Director Responsibilities Creative Directors lead creative teams and technical professionals supporting one or more applications in the development activities for a designated group of clients.
They interface with clients and work with Account Service and other team members to implement creative strategies, ideas and campaigns to achieve marketing/ advertising/PR objectives.
Qualifications A.A. B.S. or B.A. and 5 years of relevant experience in user-experience design/development, advertising, marketing, and art direction/copywriting or a total of 10 years of relevant experience.
Senior Art Director Responsibilities Senior Art Directors work with other creative staff to design creative projects, particularly those involving more technical production. They use computer graphic systems to produce graphic sketches, designs and copy layouts for print and digital media, and help establish and execute the visual look and feel for other materials produced for clients.
Senior Art Directors also review production materials on assigned projects and sign off prior to forwarding for outside production.
Qualifications A.A. B.S. or B.A. and 5 years of relevant experience or a total of 6-8 years of relevant experience. Proficient in InDesign, Adobe Illustrator and Photoshop.
Art Director II Responsibilities Art Director IIs also work with other creative staff and use computer graphic systems to produce graphic sketches, designs and copy layouts for print and digital media. They set size, color scheme and style to achieve goals set for finished product. Art Director IIs are familiar with a variety of the field’s concepts, practices and procedures and rely on limited experience and judgment to plan and accomplish goals.

They develop visual approaches for all forms of communication, review production materials on assigned projects and provide press-side inspection of print runs when required.

Print/Traffic Support Responsibilities Print/Traffic Support assists the Production Manager and Traffic Manager in obtaining estimates, prepares and manages schedules for development, production and delivery for work in the creative department as well as physical production.
Qualifications A.A. B.S. or B.A. and 2 years of relevant experience or 4+ years of relevant experience.
Production Manager (previously Print Production Manager)
Responsibilities Production Managers provide detailed estimates for all projects. They acquire 3 bids (for GSA and Federal projects as required) and procure printing and all outside production.
Production Managers also attend press checks and are responsible for quality assurance.
Qualifications A.A. B.S. or B.A. and 3 years of relevant experience or a total of 5 years of relevant experience.
Traffic Manager (previously Traffic Manager II)
Responsibilities Traffic Managers provide and manage schedules for all creative and some digital projects. They are responsible for deadlines and workflow within the creative department.
Qualifications A.A. B.S. or B.A. and of 1-2 years of relevant experience or 2+ years of relevant experience.
Media Director Responsibilities Media Directors lead the media team and are responsible for the strategic research, selection and recommendation of media plans to clients – with the assistance of others on the media team. They evaluate comprehensive media research and competitive spending data to assess a wide variety of media options to determine the best media mix for client programs. Media Directors have a deep, working knowledge of media research, planning and buying software and tools.

Responsibilities Media Buyers assist Media Directors and Media Planners in the purchase and placement of all forms of media on behalf of clients. They conduct research, communicate with media representatives, issue insertion orders and ensure proper media tracking and verification.
Qualifications B.S. or B.A. and 0-1 years of media experience in an agency environment or 2 years of relevant experience.
Copy Chief Responsibilities Copy Chiefs write strategic copy that is brand appropriate, creative and drives the intended actions and emotions clients want to convey to their audiences. They provide quality control on all work and ensure all copy written is properly translated into all final deliverables. Copy Chiefs work in tandem with Creative Directors in development of concepts and execution of projects.
Qualifications B.S. or B.A. and 4-5 years of relevant experience or at least 10 years of highly successful and proven experience in campaign development, copywriting and management of creative staff personnel.
Copy Writer (previously Copy Writer II) Responsibilities Copy Writers are responsible for concepting and copywriting for a wide variety of creative projects. They ensure that communications are accurate, clear and complete, and maintain a consistent tone and voice.
Qualifications B.S or B.A. and 0-1 years of relevant experience or 2 years of substantive writing experience for an Internet company or commercial Web site; skills developing and writing web user interfaces; and experience working within teams of artists and/or designers.
PR Director Responsibilities PR Directors lead and train PR staff. They oversee the development of strategies and oversee account operations by maintaining senior-level client contact. The PR Director also provides client counseling, media training, crisis management, and other support as necessary, while maintaining contact with key journalists.
Qualifications B.S. or B.A. and 10 years of relevant PR experience or 15+ years of relevant experience. Significant client industry knowledge. Ability to interact with editors and major reporters.
PR Counselor Responsibilities PR Counselors monitor media (written and online), develop and maintain press lists, conduct basic online research, distribute press releases.
Qualifications B.S. or B.A. and 3+ years of professional experience or a total of 8 years of relevant experience.
Publicist Responsibilities Publicists conduct database searches and other secondary research and provide basic press release writing as well as press follow-up.

Market Researcher (previously Market Research II)
Responsibilities The Market Researcher recommends and oversees the implementation of a broad array of qualitative and quantitative research programs, and advises on strategic issues and research requirements. They analyze and interpret research results and survey data and develop research reports, presentations, white papers and other communications. The Market Researcher is aware of and understands the variety of traditional and online research tools and methodologies that can be utilized for client success.
Qualifications B.S. or B.A. in a related field and a minimum of 7 years of relevant experience or 10 years of relevant experience.
Proofreader/Editor (previously Clerical Support II)
Responsibilities The Proofreader/Editor identifies spelling, grammar and layout errors for all types of publications, while ensuring consistency in tone and voice. They also edit to assure communications are accurate, clear and complete.
Proficiency in English, grammar and proofreading marks is required.
Qualifications A.A. B.S. or B.A. and 0-1 years of relevant experience or a minimum of 1 year relevant experience. Proficiency with Microsoft Office. Excellent organizational and proofreading skills.
Interactive Analyst Responsibilities The Interactive Analyst helps implement Web-based programs and online marketing projects on behalf of clients.
They help develop the scope, implementation plan and technical specifications of digital projects in conjunction with creative and technical programming staff. Interactive Analysts are responsible for scheduling, tracking and managing project implementation from start to finish. They often also represent TMP in new business opportunities and personify customers’ core values.
Qualifications A.A. B.S. or B.A. and/or 6 years relevant experience in interactive or advertising project management. Experience in recruitment advertising, product advertising, digital strategies. Thorough understanding of interactive products and how they fit into a complete client strategy.
Proven sales skills. Ability to independently perform a needs analysis. Undeniable passion for the internet.
Knowledge of internet best practices. Ability to navigate client management structure. Ability to write interactive strategy/proposal. Ability to present scope of work. Ability to communicate technical specifications of a project to technical staff.
Digital Media Planner (previously Interactive Media Planner)
Responsibilities Digital Media Planners help plan and implement client programs including online advertising, social media, publicity and search engine marketing initiatives. They provide support to Account Service, Media and PR teams and assist with research, data collection and reporting campaign results.
Qualifications B.S. or B.A. and 1 year of relevant experience or 3 years of relevant experience in online/traditional media planning within an advertising or media agency environment.
Must include experience managing complex projects and multitasking. Requires strong knowledge of digital advertising, marketing, planning tools and measurement methodologies. Ability to effectively control workload and accurately complete several client projects at once.

Programmer Responsibilities Programmers develop code for a wide variety of websites and digital applications. They regularly update websites and other properties to ensure they stay functional as technology changes. Programmers have extensive experience with multiple Web technologies and languages, as well as multiple content management systems (CMS), Web server hardware, browser and platform compatibility and capability and quality assurance and testing best practices.
Qualifications B.S. in Computer Science or M.I.S. or related field and 1-3 years of experience in HTML and basic database programming or 1 year of relevant experience.
Software Engineer Responsibilities Software Engineers have a deep knowledge of professional Web design programs and languages, and solid understanding of the role of Web design in overall communications strategy and brand awareness. They participate in the design, development, integration, and testing of application software; assist Quality Assurance in the development of system test plans and procedures; and lead smaller efforts as Technical Director.
Qualifications B.S. in Computer Science or M.I.S. or related field and 1-2 years of experience in software, database or quality assurance analysis, design and/or testing methodologies or a total of 4 years of relevant experience.
Technical Director Responsibilities The Technical Director manages a group of technical professionals supporting one or more applications;
supports technical management with resource planning and allocation across multiple projects; manages budgets for projects or toolsets within a group; contributes to technology strategy of the company; and participates in projects supporting design and development efforts.
Qualifications B.S. in Computer Science or M.I.S. and 4 years of work experience directing software development teams and projects or 6 years relevant experience.
Subject Matter Expert Responsibilities Subject Matter Experts consult with clients on their area of expertise, as it applies to new campaigns, communications plans, concepting, market research, messaging. They are seasoned professionals with expertise in a certain area, and more than a decade of experience in the advertising field.
Qualifications A.A., B.S. or B.A and/or 10+ years of industry subject matter specific experience.
Senior Subject Matter Expert Responsibilities Senior Subject Matter Experts demonstrate deep knowledge in a specific client issue, industry or marketing discipline.
They work with clients at the highest level to develop strategies, plan research, create targeted communications campaigns and provide thought leadership on specific subject matter. The Senior Subject Matter Expert often writes content and strategic reports for client and/or public dissemination.

In accordance with the GSA Schedule, the ceiling price is a “NTE Amount per GSA Order” that includes the application of IFF. Agency orders for the products described may alter the type, quality and timing of each component and thus result in a higher or lower price for specific requirements. In the event that an ODC item is not specifically cited, but is similar in form or function, TMP will map it to the appropriate ODC category and view this item as on schedule.
