The Service Contract Labor Standards, formerly the Service Contract Act (SCA) is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and/or when the contractor adds SCLS labor categories/employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the
GSA labor category tittles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
Appendix B – Labor Category Descriptions
Labor Category Title: Contract Financial Investigator
Minimum Education/ Certification Level: Bachelors
Minimum Years of Experience: 5
Functional Responsibilities: Experienced in law enforcement, financial investigative experience, financial investigative analysis (bank records and BSA reporting), military intelligence, or forensic accounting services. CFE Certification preferred.
Investigative experience in: complex financial fraud crimes to include: (bank fraud, wire fraud, mail fraud, and credit card fraud), money laundering investigations, mortgage fraud, identity theft, and cyber fraud investigations. CFI personnel are proficient in a range of analytical and investigative tools including FinCEN BSA searches, Babel Street, Palantir or similar financial analysis software.
Labor Category Title: Operations Research System Analysts (Junior)
Minimum Years of Experience: 1
Functional Responsibilities: ORSA personnel have combined experience in the fields of law enforcement support, military intelligence, intelligence community (IC) or corporate intelligence supporting law enforcement, military, or IC clients. In addition, experiences in the areas of operational or research support of overall mission objectives at a managerial level for law enforcement, military intelligence, IC, or corporate sectors which support law enforcement or military clients.
Labor Category Title: Operations Research System Analysts (Mid)
Minimum Years of Experience: 3

Minimum Years of Experience: 4
Functional Responsibilities: Provide Intelligence support to:
-Assist in determining and refining adversary Tactics, Techniques and Procedures (TTPs).
-Create intelligence products which support decision making.

Minimum Education/ Certification Level: Bachelors
Minimum Years of Experience: 6
Functional Responsibilities: Draft or edit Operational Plans (OPLANs), Operational Orders (OPORDs), and Fragmentary Orders (FRAGOs), participate in Joint Planning Groups and Teams (OPG/OPT) developing and integrating capabilities into plans, support action officers with planning and research and analysis on national and DoD policy, analysis of events and operations. The contractor shall make recommendations and provide guidance on organization-wide system improvements, optimization or maintenance efforts. The contractor shall draft or edit OPLANs, OPORDs and FRAGOs, and participate in Joint Planning Groups and Teams.
Labor Category Title: Security Specialist
Minimum Years of Experience: 6
Functional Responsibilities: Develop, implement, manage, and maintain a robust physical security program. Read and interpret blueprints/drawings to ensure facilities meet security requirements. Utilize clearance and access adjudication and verification systems. Apply security standards to facilities and personnel. Manage physical security aspects of the SCIF lifecycle from concept approval. Develop and implement SCIF construction security plans (CSP). Complete, maintain, update, and submit Fix Facility Checklists (FFC) and TEMPEST Addendums for accreditation. Develop Standard Operating Procedures (SOPs) and Emergency Action Plans (EAP).
Evaluate and process approvals/accreditations.
