SECTION B – SUPPLIES OR SERVICES AND PRICES/COSTS
B.2 Definitions Domestic Route - A line item within the fifty states, the District of Columbia, U.S. Territories, and Possessions. Guam (GUM) is not considered Domestic for the purposes of this contract.
Seat Assignment: A contract carrier that offers a specific seat assignment (seat choice) to travelers will follow the same access and process for offering seat assignments to Government travelers as it does for commercial customers in the same fare class of service. If there are not any no-additional charge seats available for assignment at the time of the confirmed reservation (because, for example, all seats have been pre-distributed or carriers only board groups at the time of departure), then Government travelers will receive their seat assignments at the airport ticket counter or gate, in accordance with the contract carrier’s commercial practices. When contract carriers do not offer seat assignments prior to boarding, Government travelers are not required to pay additional money for a ticket that includes a seat assignment in order to board the flight.

F.7 City Pairs Activity Reporting
CITY PAIRS ACTIVITY REPORTING
(a) Usage data reported in accordance with this clause may be used as the basis for future decisions regarding solicitation of dual YCA/_CA contract fares. It is critical that data is reported in an accurate and timely manner.
(b) For contracts with _CA fares, _CB fares, and YCA fares, the contract carrier is required to supply the following data to the Contracting Officer on a monthly basis:

(c) Data shall include all awarded line items in which a carrier has a YCA fare only; a YCA and _CA fare; or a YCA, _CA, and/or _CB fare offered.
(d) Data shall reflect flown transactions by passenger count, not revenue count.
(e) Data reports (non-cumulative) are due within sixty (60) calendar days after the end of each month.
(f) All data reports shall be submitted to the Contracting Officer and PMO via e-mail to: onthego@gsa.gov and citypairprogram@gsa.gov.
Data for the reports shall be in a commercial database format, e.g., Microsoft Access, tab-delimited text file, or Microsoft Excel. The electronic format may change during the contract period.
(g) Failure to supply the data required under this section may result in termination of awarded dual fare routes/line items at no cost to the Government. In the event of termination, the Contracting Officer will provide thirty (30) calendar days advance written notice to the contract carrier.

Factor 3: Price
For Group 1 offers, award may be made to other than the low priced offer where the technical superiority of that offer outweighs the price differential from the lower priced offers and where the price has been deemed fair and reasonable. Technical factors will be considered of greater importance than price, but as competitive proposals vying for a specific line item become more technically equal, price will become an increasingly important factor. The Government may reject any or all offers if such action is in the public interest.

Factor 3: Price

Technical factors will be considered of greater importance than price, but as competitive proposals vying for a specific line item become more technically equal, price will become an increasingly important factor. For Group 1 passenger level E-F line items, technical and non-price related factors are approximately equal to price. As proposals become more equal in technical merit, price may become the ultimate determining factor for award.

(2) Direct or Connecting Service:
(a) For line items where direct or connecting service is the minimum service required, nonstop service will also be counted. Points will be allocated for both the nonstop and direct or connecting service until the offeror has reached the maximum point threshold for nonstop and direct or connecting service.
(b) For Passenger Level A-D Line Items, the maximum point threshold for nonstop service is 200 (100 points outbound and 100 points inbound). The maximum point threshold for direct or connecting service is 100 points (50 points outbound and 50 points inbound). The total maximum points allocated to an offeror in a minimum direct or connecting service line item is 300 points (200 points for nonstop service and 100 points for direct or connecting service).
(c) For Passenger Level E-F Line Items, the maximum point threshold for nonstop service is 40 (20 points outbound and 20 points inbound). The maximum point threshold for direct or connecting service is 20 points (10 points outbound and 10 points inbound). The total maximum points allocated to an offeror in a minimum direct or connecting service line item is 60 points (40 points for nonstop service and 20 points for direct or connecting service)

(2) Direct or Connecting Service:

(c) For Passenger Level E&F Line Items, the maximum point threshold for nonstop service is 40 (20 points outbound and 20 points inbound). The maximum point threshold for direct or connecting service is 20 points (10 points outbound and 10 points inbound). The total maximum points allocated to an offeror in a minimum direct or connecting service line item is 60 points (40 points for nonstop service and 20 points for direct or connecting service)

Factor 2: Quality of Service
Subfactor 1: Timeband/Service Distribution
A. International and International Business Class Line Items
(a) For international and international business class line items, flights in every timeband will be evaluated equally. Points will be allocated for both nonstop and direct or connecting service until the offeror has reached the maximum point threshold.
For Passenger Levels A-D, the maximum point threshold for nonstop service is 200 (100 points outbound and 100 points inbound). The maximum point threshold for direct or connecting service is 100 points (50 points outbound and 50 points inbound). Points will be allocated for both outbound and inbound flights based on the chart below. Flights above the maximum point threshold will not be counted.
For Passenger Levels E-F, the maximum point threshold for nonstop service is 40 (20 points inbound and 20 points outbound). The maximum point threshold for direct or connecting service is 20 (10 points inbound and 10 points outbound). Points will be allocated for both outbound and inbound flights based on the chart below. Flights above the maximum point threshold will not be counted.
(b) For line items where nonstop is the minimum service required, direct or connecting points will not be calculated. For line items where direct or connecting service is the minimum service required, nonstop service will also be counted.

M.3 Method of Evaluation/Award for Group 1
Subfactor 2: Average Elapsed Flight Time
In evaluating connecting or direct service against connecting or direct service, or nonstop against nonstop, flights with a difference in the average elapsed flight time of up to 30 minutes will be considered equal. Because of minimum ground time requirements, in evaluating nonstop service against connecting or direct service, the first 30 minutes of the difference in the average elapsed flight time will be evaluated. An additional 40 points will be added for any carrier with any nonstop service when compared to a carrier with connecting or direct service.
In E&F line items the points are capped, the maximum points that a carrier with non stop service can earn is 50 points. The maximum points a carrier with connect service can earn is 10 points.
In evaluating connecting or direct service against connecting or direct service, or nonstop against nonstop, flights with a difference in the average elapsed flight time of up to 30 minutes will be considered equal. Because of minimum ground time requirements, in evaluating nonstop service against connecting or direct service, the first 30 minutes of the difference in the average elapsed flight time will be evaluated. In line items with a passenger level A-D an additional 20 points will be added for any carrier with any nonstop service when compared to a carrier with connecting or direct service. In E & F line items, an additional 5 points will be added for any carrier with any nonstop service when compared to a carrier with connecting or direct service.

Subfactor 3: Number/Type of Flights
Points are scored both outbound and inbound and will be calculated based on the chart below.
All flights meeting the minimum requirements will be counted under this subfactor. Offerors will receive credit for the highest score possible based on a maximum of 12 outbound and 12 inbound flights per day. For connecting service, only service through valid connect points will be considered.
For Extended Connection Line Items listed in Attachment 4, connect and direct flights will receive the same point value.

Subfactor 4: Full Jet vs Propeller Planes, Turboprops, and Regional Jets
Points are scored both outbound and inbound.
For each flight meeting the minimum requirements flown with a jet (as defined in §B.2), the offeror shall receive one (1) additional point. For connecting service, both legs must be flown with a jet to receive credit. A maximum of 12 flights in each direction shall be counted. A maximum of 12 points in each direction (i.e. up to 12 points inbound and 12 points outbound) can be received under this subfactor. For connecting service, only service through valid connect points will be considered.
*All segments must have full jet service for point credit

M.5 Price Evaluation for Group 1
Group 1 Price/Technical Tradeoff
| For Group 1 line items, the price/technical tradeoff process will be used. Technical factors will be considered of greater importance than price, but as competitive proposals vying for a specific line item become more technically equal, price will become an increasingly important factor. As stipulated in FAR 15.101-1(c), “This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal. The perceived benefits of the higher priced proposal shall merit the additional cost. For the Group 1 E&F line items that have low passenger volumes, price will be given more consideration. Following the technical evaluation and the price evaluation, a price/technical tradeoff will be conducted in which the value of the service offered will be measured against the price and the following price-related considerations, in descending order and relative importance: |
| For all Group 1 line items, the price/technical tradeoff process will be used.
