GSA FEDSIM CSO Program Solicitation Announcement - 47QFCA22R0007 Questions and Answers
1. Question: Some portions of the document seem to indicate the government is seeking a service while others appear to reference a software application. Please clarify if the government is looking to acquire a service that the contractor will perform or an application that the government will use.
Answer: The Government is seeking a vendor to provide and operate a commercial solution that will be a nearly autonomous software application, which processes the information from intake of Form 22 to transmission of completed products.
2. Question: Because the level of effort may not be accurately predicted by the number of launches by US entities, please indicate how many collision avoidance requests the government received or processed in a recent year.
Answer: There are about 7-8 launch missions per month.
3. Question: Are there security features (e.g., guards) that the contractor can leverage to move Form 22 data, trajectory files, etc. to the classified network? Are these systems already in place? Are similar cross-domain solutions available to make unclassified CA screening results available on an unclassified network? Is there an expectation for how these activities will be performed?
Answer: The Government will provide the cross-domain solution. The vendor is expected to have software for redacting appropriate information prior to transmission.
4. Question: If the government is contemplating a collision avoidance service, what activities, if any, does the government expect to perform?
Answer: The Government is seeking a vendor to provide and operate a commercial solution to perform the tasks and capabilities outlined in the solicitation. The Government expects to provide oversight and have awareness of completion activities.
5. Question: Does the government have an expectation about how requestors are informed of the status of a screening activity (e.g., a person emails the requestor or an automated system reports screening status across security domains)?
Answer: The Government expects to be able to track status of screening. The Government is seeking vendors to propose solutions for the requestors’ access to the information, as well as status tracking of the request.
6. Question: Where is contractor work expected to be performed?
Answer: The Government expects work to be performed at the vendor facility.
7. Question: Is the space-track.org website ITAR compliant? (And if not, does the government not consider trajectories to be ITAR information (ref graphic on page 22 of LCA_Handbook.pdf depicting trajectories loaded onto space-track.org)?)

Answer: Information on space-track.org is subject to Title 10 U.S.Code 2274. All recipients for launch screening services maintain a signed agreement with the Government approving this data.
8. Question: Is there an existing automated method to acquire and validate Form 22 data?
Answer: There is no existing automated method to acquire and validate Form 22 data.
9. Question: Is there an application program interface (API) or similar automated method to load collision avoidance screening results to the space-track.org site?
Answer: Yes. The information is available at https://www.space-track.org/documentation#/api.
10. Question: What is the mechanism the government expects to use to make the High
Accuracy Catalog (HAC) available to the contractor?
Answer: For the delivered solution, the Government has options for transmitting the data directly to the vendor or through a data repository via SIPRNet.
For the demonstration event, the vendor will receive further instructions with the invitation to participate.
