ITEM E: Solicitation, l.G. FAR 52.236-27 Site Visit – Construction (FEB 95)

DELETE this paragraph in its entirety and INSERT the following revised paragraph in lieu thereof.

(1) The clauses at FAR 52.236-2, Differing Site Conditions, and FAR 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, Offerors are urged and expected to inspect the site where the work will be performed.

(2) Site visits will be held at the following dates and times:

Time: 11:00 AM, EST

Only those parties listed below who have been cleared via Campus Security will be allowed to attend. To request a reasonable accommodation due to a disability, contact the Contracting Officer.

All visitors will access the campus at Gate 4 (Lower Campus) and will be given a temporary parking pass or assignment from the Security Officer to park in the designated area. The Site walk will convene in DOC A and will commence promptly at 11:00 AM.

At the conclusion of the site walk, the pre-proposal conference will convene at GSA Campus Development Project Trailer/Bldg 37A review the project specifics. Departure will be thru Gate 4.

ITEM F: The attached RFI LOG dated 05/22/2018 is hereby incorporated into this

Requirement.

ITEM G: Offerors must acknowledge any and all amendments, giving amendment number and date, on offer form.

1. Please clarify how we can receive the contract drawings and specifications.

Contract drawings and specifications are available at www.fbo.gov.

2. Proposal requirements include a DVD that contains electronic formats of both the Technical and Price proposals. Since final pricing from subcontractors and vendors is not received until minutes before the bid time, it is impossible to include a completed price schedule on the DVD. Request that the price need only be included in the hard copies OR submission of pricing be through a secure online website such as AMRDEC Safe Access File Exchange (used by NAVFAC).

GSA does not have access to, nor subscribes to AMRDEC Safe Access File Exchange. The submission may be emailed in lieu of providing hard copies of the submission. The preferred method of receipt is email transmission by date and time of designated proposal receipt.

3. Technical proposal requirements define “similar project” as one that was performed in an occupied and functioning office building. Please clarify if a project performed in an occupied and functioning educational facility would be considered a “similar project”.

Yes.

4. Reference Specification, Drawings (ET series) and Design Review Comments. Specification do not include Physical Security aspects in Division 28. It is unclear who is doing the Physical Security work. Can you please provide any information on how the Division 28 Electronic Security (Access Control, Video/CCTV, Intrusion Detection and Intercom) will be procured for this solicitation at St Elizabeth’s.

As a small business we are interested in providing that scope of work.

The government will install all security devices.

The bidder will be responsible for providing power and conduit pathway for all security devices.

5. On page 8 of 27 of the Solicitation, II.B. Proposal Format, it states Although the PREFERRED method of proposal receipt is through email transmission by date and time stated for proposal receipt, and to the attention of the Contract Specialist and Contracting Officer, you may submit hard copies as follows. After proposal receipt, original signature documents must be provided to the Government upon request. Further down the page it states that for Volume 1 Price Proposal & Related Documents (Original and 3 copies), Volume II Technical (Original and 3 copies) and (1) CD copy is required for submission. Q) Can you please confirm if our entire submission can be emailed in lieu of providing hard copies of our submission?

Yes, entire submission can be emailed.

However, after proposal receipt and if requested, original signature documents must be provided to the Government.

6. On page 10 of 27 of the Solicitation, II.D Technical Proposal (2) Key Personnel, it states the following:

· Project Manager- must possess a minimum of 10 years’ experience

· On-Site Construction Superintendent- must possess a minimum of 10 years’ experience

· Quality Control Manager- must possess a minimum of 10 years’ experience

· Project Scheduler- must possess a minimum of 10 years’ experience

On page 25 of 27 of the Solicitation, (b) Factor 2-Key Personnel Evaluation Criteria it states the following:

· Project Manager- must possess a minimum of 7 years’ experience & for education must have a Bachelor’s degree in a field such as construction management, architecture, engineering or construction science

· On-Site Construction Superintendent- must possess a minimum of 7 years’ experience & for education it states 10 years’ with a bachelor’s degree OR 15-20 years’ experience without a degree

· Quality Control Manager- must possess a minimum of 7 years’ experience & for education must have a Bachelor’s degree in a field such as construction management, architecture, engineering or construction science

· Project Scheduler- must possess a minimum of 7 years’ experience & certification in at least one Scheduling Software

Q) Can you please confirm which of these instructions we’re to follow regarding our key personnel?

7. On page 10 of 27 of the Solicitation, II.D Technical Proposal (3) Past Performance of Offeror it states the Offeror must provide a GC Reference Form for each reference. On page 25 of 27 © Factor 3 Past Performance of Offeror it also references a GC Reference Form for each reference. As part of the documents that were provided on FBO.gov there is a Past Performance Questionnaire but nothing called a GC Reference Form. Q) Can you please confirm if the Past Performance Questionnaire provided is to be used for this Factor in lieu of the GC Reference Form?

The requirement for a GC Reference form has been DELETED. The Contractor is required to submit only the provided Past Performance Questionnaire.

8. Can we use previously completed Past Performance Questionnaires by GSA for Factor 3 Past Performance?

Yes, as long as it is for a comparable project substantially completed within the last five (5) years and the previously completed questionnaire covers the same information contained on the current Past Performance Questionnaire (Rev. 06/12/15).

9. Can we use CPARS evaluations in lieu of Past Performance Questionnaires for Factor 3 Past Performance?

The preference is for the Past Performance Questionnaires, however, if the CPARS evaluation covers the same information contained on the Past Performance Questionnaire, then, yes, the CPARS evaluation may be submitted in lieu thereof.

NOTE: As of August 2017, GAO mandated a single method for collection of contractor performance information though the consolidation of the Architect-Engineer Contract Administration Support System (ACASS) and Construction Contractor Appraisal Support System (CCASS) modules into the overall

CPARS application. If you plan to submit ACASS and CCASS evaluations for projects completed within the past five (5) years, these evaluations also must cover the same information contained on the Past Performance Questionnaire.

10. Solicitation doc. (pg. 8, Section II.B)-We have reviewed the solicitation and understand that Email transition is the Governments’ PREFERRED method of proposal receipt.

If we submit the Technical and Price as separate volumes (pdf files) in a single email, will that be acceptable?

YES

11. Solicitation doc. (pg. 8, Section II.B)-Will the Government please confirm that the original, 3 copies, and CD (of the Price and Tech volumes) will only be submitted at a later date, if requested by the Government, if the offeror uses the PREFERRED Email transmission for proposal delivery?

Offerors have a choice: (1) submission by Email transmission (PREFERRED) or (2) delivery of original, 3 copies, and CD (of the Price and Tech volumes) to the designated place of proposal receipt. If the offeror elects to use EMail transmission for proposal delivery, the only information which will need to be requested later, if at all, will be the original SF1442 with original signatures and Bid Guarantee with original signatures for the official procurement files.

12. To minimize the burden on Government POCs who receive an overwhelming number of requests for similar PPQs and reference forms, will it be acceptable to submit copies of CPARs and/or PPQs from prior proposals that have already been completed by the client?

Yes. Remember the projects are to have been substantially completed within the last five (5) years.

13. For “Similar Projects”, can the requirement of the construction contract price of $5.0 million be at the time of completion versus at the time of award? We have successfully completed multiple construction projects which meet the “Similar Projects” characteristics which are over $5.0 million. However, due to the client’s funding requirements, the initial award amounts for some of these were less than $5.0 million but the final contract value was substantially more than $5.0 million ($7.0 million to $8.0 million).

The Government is confident in receiving responses from small business firms which meet the “Similar Projects” capacity of $5.0 million at Award.

14. SF 1442: There is only one unit price listed on the pricing sheet (SF 1442), however there are multiple pricing options on the drawings. Will the Government please clarify how to submit the pricing? If multiple pricing options are desired per the drawings will the Government reissue the SF 1442 to include all options?

15. We have been provided with a Draft IFC submittal comments and responses. What is the purpose of this document as they appear to be Dr. Check comments developed during the design. Is it a correct assumption that all relevant comments have been incorporated into the IFC drawings issued for construction dated 13 October 2017

16. The bid form indicates a lump sum price. The contract drawings and the specifications list options and alternate bid items. Is this a lump sum bid or not? If not please
