Scope of Work CCTV Modifications

Porthill Land Port of Entry (LPOE) 12222 N. Hwy 1

Porthill, ID 83853 February 6, 2019

Project Description: 1.1 A. Contractor shall provide all labor, materials and equipment to install and program (5) five new CCTV (Closed-Circuit Television) cameras, (1) one sixteen port encoder, (1) one network video recorder (NVR) and integrate with existing cameras and equipment into the existing CCTV system at the Land Port of entry located at Porthill, ID in accordance with these specifications and attached drawings CCTV 101-104. All equipment and materials provided shall be compatible with the existing building’s CCTV system and in compliance with attached Customs and Border Protection 2014 CAVSS Design Guide Standards (attached).

Performance Period: 1.2 A. The performance period for this contract shall be 120 calendar days from contract award to substantial completion. The Contractor shall commence all non-physical construction requirements of this contract; to include submittal of bonds and/or insurance documents, background investigation documents (as applicable), and material submittals within 15 calendar days after contract award. Notice to Proceed will be issued by the Contracting Officer upon acceptance by the GSA of all required documents, submittals and receipt of Security clearances. Physical work shall only be allowed after the issuance of Notice to Proceed.

B. Final completion shall occur no later than 30 days after substantial completion. Final completion includes all site cleanup activities, punch list items, and closeout documents (see 1.4 Submittals).

Work Specifications 1.3 A. CCTV Cameras

1. Contractor shall provide all labor, materials and equipment to install (5) five CCTV cameras, including, but not limited to, cameras, mounting brackets, conduit, and cabling at locations shown on drawings CCTV 101-102.

a. Three (3) PTZ (pan, tilt, zoom) CCTV cameras shall be bracket mounted on existing light poles at locations shown on drawing CCTV 102.

1. PTZ camera on the south light pole shall clearly view the airport runway approximately 2500 feet away. Coordinate with CBP for proper field of vision and adjust as necessary.

2. PTZ cameras on the north light pole shall clearly view the airport taxi/parking area (approximately 200 to 1000 feet away) and the river/boat launch (1200 to 1500 feet away). Coordinate with CBP for proper field of vision and adjust as necessary.

b. One (1) fixed CCTV camera shall be bracket arm mounted on the fascia or soffit at the northeast corner of the building at location shown on drawing CCTV 102 and shall have cable installed under the eve of the building to the LAN/CCTV room. Coordinate with CBP for proper field of vision and adjust as necessary.

c. One (1) fixed CCTV camera shall be bracket mounted on the existing light pole at location shown on drawing CCTV 102 and shall be positioned to view Highway #1 going north. Coordinate with CBP for proper field of vision and adjust as necessary.

B. PTZ CCTV Cameras Salient Characteristics

1. Outdoor camera housings shall be weatherproof and capable of operating in extreme hot/cold environments as well as high and low humidity environments. Basis of design is Pelco Surevision 3.0 Esprit ES6230, or approved equal, and shall have the following salient characteristics:

a. Temperature: - 22 to +122 degrees F.

b. Relative Humidity: 5-100%

c. Housings shall prevent entry of moisture created by weather elements and to include heater/blowers and or defroster to prevent “fogging” on the lens of the enclosure. All camera/enclosures shall allow for service.

d. Resolution 1920 x 1080

e. Optical Zoom 30X minimum

f. Digital Zoom 12X minimum

g. 3F noise filtering

h. Minimum 3 year manufacturer’s warranty

i. Record at 15 FPS or better

j. Cameras shall have Vicon compression

k. Infrared wavelength minimum 850nm

l. Optical lens shall be vari-focal with auto iris and manual override for focusing.

m. True day/night function utilizing an automatic infrared (IR) cut filter to switch between color and black/white modes when environmental lighting conditions change and the need for infrared sensitivity is required.

C. Fixed CCTV Camera Salient Characteristics

1. Outdoor camera housings shall be weatherproof and capable of operating in extreme hot/cold environments as well as high and low humidity environments. Basis of design is Pelco Sarix IME 3 MPX or approved equal. Cameras shall have the following salient characteristics:

a. Operating temperature range: - 22 to +122 degrees F

b. Relative humidity range: 5-100%

c. Housings shall prevent entry of moisture created by weather elements and to include heater/blowers and or defroster to prevent “fogging” on the lens of the enclosure. All camera/enclosures shall allow for service.

d. Resolution minimum 1920 x 1080

e. 3F noise filtering

f. Minimum 3 year manufacturer’s warranty

g. Record at 15 FPS or better

h. Cameras shall have Vicon compression

i. Adaptive IR Illumination Infrared wavelength minimum 850nm, maximum distance 100ft IR illumination at 0 lux.

j. Vari-focal optical lens (9-22 mm) with auto iris with manual override for focusing

k. True day/night function utilizing an automatic infrared (IR) cut filter to switch between color and black/white modes when environmental lighting conditions change and the need for infrared sensitivity is required.

l. Optical lens shall be vari-focal with auto iris for focusing.

m. All cameras shall record at 15 FPS or better.

n. All cameras shall be set to continuous record.

o. All cameras shall be named within the existing Vicon software and shall not have a generic or default name. Coordinate with CBP.

D. General Camera Requirements

1. All cameras provided shall be compatible with existing CCTV system. If non-Vicon IP camera are installed, provide 3rd party licenses to provide compatibility.

2. Exposed camera wires shall be covered by flex conduit or installed in a neck mount system.

3. Cameras shall be calibrated and adjusted providing a field of vision to satisfy the area to be protected. Verify field of coverage with CBP and GSA.

4. All PTZ cameras shall have a “preset 1” programed to desired field of view.

5. All cameras shall be set to continuous record.

6. All cameras shall be named within the existing Vicon software and shall not have a generic or default name. Coordinate with CBP.

7. All cameras provided shall be compatible with existing CCTV system and shall be controllable from the DVR/CCTV workstation in the LAN/CCTV room and the officer workstation located in the main work area.

8. Cameras installed shall have their own electrical power supply connected to the existing emergency generator panel. Install all conduit and wiring required in accordance with the NEC.

9. Provide lightning and surge protection before cabling connects to the CBP switch.

E. Network Video Recorder

Porthill Land Port of Entry (LPOE) 12222 N. Hwy 1

1. Contractor shall provide and install (1) new Network Video Recorder (NVR)

a. See CAVSS Design Guide Standards section F4 (attached). NVR shall provide remote monitoring and camera control via the Vicon Workstation Software GUI on the CBP OIT.

b. PTZ control shall also be wired to the NVR to allow for remote control over the existing DHS OneNet via the Vicon software GUI.

2. The NVR basis of design is Vicon Shadow Series VPK-17TBXV8-A-RD5 or approved equal.

a. NVR shall have the following features:

1. Windows 10 Embedded Operating System (ordered from OEM with Windows 7) embedded, and will ultimately be re‐imaged by CBP to Windows 7 LITE)

2. Network Interface 100/1000 Base T Ethernet interface on main board

3. Minimum 8 GB memory

4. Graphics: Integrated Intel HD graphics

5. FCC Class A certified

6. Ports

i. USB – 2 front and 4 rear

ii. Monitor port with adaptors

iii. RJ-45 connection

7. Standard 19” rack mount and stackable

8. DVD Multi‐writer/DVD Drive

9. NVR shall have capacity to monitor a minimum of 24 cameras

10. NVR shall be configured to have a minimum of 90 days storage capacity for up to 24 camera operating in continuous mode. Internal and external storage devices may be used to meet the 90 days requirement. A RAID5 configuration is required. No USB or network attached storage devices will be allowed.

3. Existing equipment is ViconNet Kollector Force DVR located in the CCTV/LAN room.

4. Contractor shall connect all existing and new cameras to the new NVR and image as required. Sentrillion (see statement 1.3.H.10 below) will re-image and connect to CBP system.

5. All new and existing cameras shall be viewable on the existing CCTV monitors via the existing workstations.

F. 16 Channel Encoder

1. Contractor shall provide and install an encoder to convert analog camera inputs into streamed IP video data. Encoder shall be compatible with the new NVR. Basis of design is Vicon H264-16CH-ENCDR or approved equal.

2. Encoder salient characteristics

a. Minimum 16 analog camera video inputs

b. Support dual streaming

c. Auto-sensing NTSC/PAL

d. Video system transmission rate up to 480 fps at 4 CIF, resolution 720x480 pixels

e. Power over Ethernet

f. Scalable

g. Duel network ports for redundancy

h. Minimum 8 alarm inputs, 8 relay control outputs, 8 individual PTZ ports, and 16-line level microphone inputs

3. Encoder shall be compatible with the existing BNC cameras and the new NVR being provided under this contract.

G. Cabling

1. Contractor shall provide all labor, materials, and equipment to install camera conduit and cabling from the CCTV DVR located in the LAN room to each camera location.

Conduits shall be sized for the number of conductors per the NEC.

a. All underground cabling shall be installed in schedule 40 glued together PVC conduit. Conduits shall be bedded in 6” of clean sand.

b. Top of conduits shall be placed a minimum of 18 inches below all existing surfaces.

c. All cabling installed underground shall be rated per NEC.

d. Provide pull string in all conduits for future use.

e. Provide water tight pull boxes where required by code at ground surface level.

f. All work shall be performed in accordance with NEC standards.

g. All CCTV cabling installed in existing light poles and adjacent to electrical wiring shall be shielded to prevent transmission interference with electrical lines.

h. Contractor shall repair all landscape and drive lane surfaces and speed hump to match existing adjacent surfaces.

1. Compact all fill materials before installing final surface materials.

2. Repair all damage to underground piping and lawn sprinkler system due to work performed under this contract.

i. All penetrations into the building shall be sealed air and water tight.

H. General Requirements

1. All cameras/equipment purchased and installed shall meet the requirements of, and be installed in accordance with applicable sections of the attached CAVSS Design Guide Standards Final.

2. Cable type and size used shall be compatible with and rated for the application and equipment being installed under this contract.

3. All cables shall be labeled in accordance with CBP requirements and cables shall be neatly secured and bundled.

4. Contractor shall provide and install electrical power and power supplies for all video system equipment.

5. All cables and conduit/wiremold shall be supported in accordance with the National Electrical Code (NEC) and the best practices of the trade.

6. All cameras shall be adjusted in coordination with CBP for proper field of vision.

7. All exposed conduit and wiremold installed shall be prepared, primed, and painted to match existing building finishes. Painting shall provide uniform coverage with no skips, runs, or holidays. Provide additional coats as required.

8. Contractor shall seal all penetrations to prevent air migration into the building.

9. Contractor shall provide and install electrical power for all video system equipment to be installed.

10. Note: All existing cameras and equipment are currently maintained and serviced by

Sentrillion Security under contract with the U.S. Customs and Border Protection Agency. Contact is David Newton at: 1-703-390-2614.

Submittals: 1.4 A. Material submittals shall be provided to the Government no later than (NLT) 15 calendar days after award of contract. All submittals shall be accompanied by a completed GSA Submittal Transmittal Form (see attached). Clearly mark material submittals to identify which products and options are applicable to this contract (this is especially important with product data in which multiple items and/or optional items are provided for on the same sheet). The rejection of a submittal by the GSA COR (General Services Administration Contracting Officer’s Representative) is not sufficient reason to extend the contract performance period. Upon GSA COR acceptance of submittals, the GSA Contracting Officer (CO) will issue notice to proceed (NTP) to the Contractor. The actual Construction Period available to the Contractor will vary depending on the amount of time taken to complete the bonds, background investigations, and material submittal process. Allow 10 (ten) calendar days for review and approval of all submittals.

Contractor shall provide submittals and receive approval prior to ordering materials.

a. O&M Manuals for all CCTV equipment installed

b. Warranties

c. Payroll Documentation (certified payrolls, SF1413s, etc.)

d. Final invoice and payment support documents.

e. Release of Claims

Security: 1.5 A. All workers shall pass a background screening prior to the start of the work.

1. The GSA Project Manager will provide the successful offeror with a Requesting Official Contractor Approval List for completion by the contractor for all personnel to be employed at the work site. This list shall be returned to the Project Manager/COR within 10 days of contract award. Contractor shall provide the following information on this list for approval:

a. Full Legal Name

b. Position Title

c. Dates Required on the Project

d. Subcontractor Name

e. Escorting information (if allowed by GSA)

2. Following review of the Requesting Official Contractor Approval List by the Project Manager/COR, this list will be submitted by the Project Manager/COR to GSA’s Zonal Help Desk to initiate the security clearance process.

3. The Zonal Help Desk will then provide the contractor with a partially completed electronic Contractor Information Worksheet (CIW) and OF 306 (samples attached) and associated training as required by the contractor.

a. CIW’s and OF 306 forms shall be completed with all requested information.

1. Paper copies of CIW’s will not be accepted. The CIW is required to be submitted in MS Word document (Version 4 12/2010 Scanned PDF documents will not be accepted.

2. Form OF 306 shall be signed and submitted in PDF format.

3. All documents provided to GSA shall be encrypted.

b. Submit both the completed CIW’s and signed OF 306 electronically to: zoned-hspd12@gsa.gov

1. Do not submit CIW and OF 306 forms for individuals not previously identified on the Requesting Official Contractor Approval List. If additional employees are required, contractor shall provide an updated Requesting Official Contractor Approval List to the GSA Project Manager/COR for

Following receipt of a validated and legible CIW and OF 306 by the Zone D Help Desk, the information from the CIW will be entered into GSA’s database, and the contractor will be sponsored. Once sponsored and notified via email, the contractor employee(s) shall go on-line and make an appointment at any shared service credentialing office to get their fingerprints taken. Use the following website to locate shared credentialing centers: http://www.fedidcard.gov/centerlocator.aspx

2. Once an employee is approved, an adjudication email will be sent to the contractor and employee stating that OPM FSEM has determined that this individual is fit to provide 6 months of contractor support to the General Services Administration (GSA) starting on ________.

3. All workers shall have a photo ID and a copy of their OPM adjudication email with them at all times when they are on the work site.

4. All workers shall confine operations to areas permitted.

Specification Compliance Requirements: 1.6 A. Code and Design Standards:

1. The Contractor shall securing all needed permits, certifications and for ensuring compliance with federal, state, and local codes and design standards, latest editions, including, but not limited to the following as applicable:

a. National Electrical Code

b. National Fire Protection Association Standards

c. OSHA safety regulations:

Material Compliance Requirements: 1.7 A. All adhesives and sealants used in interior of building used under this contract shall comply with South Coast Air Quality Management District (SCAQMD) Rule #1168 and Green Seal (GS) Standard for Commercial Adhesives GS-36.

B. If used: Adhesives, sealants and solvents shall be no to very low VOC and environmentally preferred.

C. If used: Use of a Premium Grade Low or No VOC Waterborne Interior Alkyd Wall Paint is required.

D. If used: Paints and coatings shall not exceed Green Seal Standard GS-11:

Recycling Requirements: 1.8 A. None

Additional Project Requirements: 1.9 A. Contractor use of premises:

1. Contractor shall for their own waste disposal. No waste shall be put in building dumpsters or containers.

2. All persons working for or under a General Contractor or Sub-Contractor shall maintain safely marked areas of work.

3. The building tenants shall have no functional disruptions resulting from the contractor’s planning and execution of project work.

4. In the event CBP declares an emergency, contractor shall cease work and move to a location directed by CBP until notified that the emergency has terminated, at which time work may resume.

Work Hours: 1.10 A. All work shall be performed during the hours of 7:00 am to 11:00 pm, Monday through

Friday, unless approved otherwise by GSA.

Clean-up: 1.11 A. The contractor shall provide for protection of all building surfaces and shall include cleanup of work site during and after work performed. Work shall include removal of all unused material, refuse and debris from the work area.

a. Dispose of all construction debris according to Federal, State and Local requirements.

B. If building surfaces are damaged, contractor shall repair to original specification.

1. Material used for repairs shall blend with the texture of surrounding surface and shall be applied in accordance with the manufacture's recommendations.

3. Existing equipment is ViconNet Kollector Force DVR located in the CCTV/LAN room.
4. Contractor shall connect all existing and new cameras to the new NVR and image as required. Sentrillion (see statement 1.3.H.10 below) will re-image and connect to CBP system.
5. All new and existing cameras shall be viewable on the existing CCTV monitors via the existing workstations.
F. 16 Channel Encoder
1. Contractor shall provide and install an encoder to convert analog camera inputs into streamed IP video data. Encoder shall be compatible with the new NVR. Basis of design is Vicon H264-16CH-ENCDR or approved equal.

3. Encoder shall be compatible with the existing BNC cameras and the new NVR being provided under this contract.

G. Cabling
1. Contractor shall provide all labor, materials, and equipment to install camera conduit and cabling from the CCTV DVR located in the LAN room to each camera location. Conduits shall be sized for the number of conductors per the NEC.
a. All underground cabling shall be installed in schedule 40 glued together PVC conduit. Conduits shall be bedded in 6” of clean sand.
b. Top of conduits shall be placed a minimum of 18 inches below all existing surfaces.
c. All cabling installed underground shall be rated per NEC.
d. Provide pull string in all conduits for future use.
e. Provide water tight pull boxes where required by code at ground surface level.
f. All work shall be performed in accordance with NEC standards.
g. All CCTV cabling installed in existing light poles and adjacent to electrical wiring shall be shielded to prevent transmission interference with electrical lines.
h. Contractor shall repair all landscape and drive lane surfaces and speed hump to match existing adjacent surfaces.
1. Compact all fill materials before installing final surface materials.
2. Repair all damage to underground piping and lawn sprinkler system due to work performed under this contract.

i. All penetrations into the building shall be sealed air and water tight.

H. General Requirements
1. All cameras/equipment purchased and installed shall meet the requirements of, and be installed in accordance with applicable sections of the attached CAVSS Design Guide Standards Final.
2. Cable type and size used shall be compatible with and rated for the application and equipment being installed under this contract.
3. All cables shall be labeled in accordance with CBP requirements and cables shall be neatly secured and bundled.
4. Contractor shall provide and install electrical power and power supplies for all video system equipment.
5. All cables and conduit/wiremold shall be supported in accordance with the National Electrical Code (NEC) and the best practices of the trade.
6. All cameras shall be adjusted in coordination with CBP for proper field of vision.
7. All exposed conduit and wiremold installed shall be prepared, primed, and painted to match existing building finishes. Painting shall provide uniform coverage with no skips, runs, or holidays. Provide additional coats as required.
8. Contractor shall seal all penetrations to prevent air migration into the building.
9. Contractor shall provide and install electrical power for all video system equipment to be installed.

B. If used: Adhesives, sealants and solvents shall be no to very low VOC and environmentally preferred.
C. If used: Use of a Premium Grade Low or No VOC Waterborne Interior Alkyd Wall Paint is required.

1.9 Additional Project Requirements:
A. Contractor use of premises:
1. Contractor shall for their own waste disposal. No waste shall be put in building dumpsters or containers.
2. All persons working for or under a General Contractor or Sub-Contractor shall maintain safely marked areas of work.
3. The building tenants shall have no functional disruptions resulting from the contractor’s planning and execution of project work.
4. In the event CBP declares an emergency, contractor shall cease work and move to a location directed by CBP until notified that the emergency has terminated, at which time work may resume.
1.10 Work Hours:
A. All work shall be performed during the hours of 7:00 am to 11:00 pm, Monday through Friday, unless approved otherwise by GSA.
1.11 Clean-up:
A. The contractor shall provide for protection of all building surfaces and shall include cleanup of work site during and after work performed. Work shall include removal of all unused material, refuse and debris from the work area.
a. Dispose of all construction debris according to Federal, State and Local requirements.
B. If building surfaces are damaged, contractor shall repair to original specification.
1. Material used for repairs shall blend with the texture of surrounding surface and shall be applied in accordance with the manufacture's recommendations.
