The purpose of this conference was to allow contractors the opportunity to ask questions regarding the solicitation and the technical elements of this project. We went through the forms that need to be submitted and the procedures that need to be done. We then went on a walk-through of the project site.
No oral statement made by the Government Representatives during this conference had the effect of amending the RFP. In the event the discussion during this conference indicated a need to modify the
RFP, an amendment to the RFP would be issued in writing. Contractors were reminded all amendments must be acknowledged by the time/date proposals are due.
Offerors shall submit the following documentation with their proposal:

Construction Time: 450 calendar days after receipt of Notice to Proceed.
Liquidated Damages: $628.57 for each calendar day of delay until the work is completed or accepted.
There is no guarantee of negotiations being opened. The Government can award based upon the receipt of initial proposal so make your initial price your best offer.
Other points made:
Historic Preservation Work – Building is part of the Printer’s Row historic district list in the
National Register of Historic Places.
Elevation drawings show the specific locations of unit replacements, patches, spall repairs, joint repointing.
Mockups – specific mock-up requirements are specified in Terra Cotta Repair Section 040124 1.6
C, Mechanic Skills must be demonstrated per 1.6 A and 015510 Historic Building Treatment
Procedures 1.4 A, and elsewhere.
Terra cotta producers in US: Boston Valley, Gladding McBean, as far as GSA is aware. Boston
Valley was involved in the design development.

REQUEST FOR INFORMATION QUESTIONS AND RESPONSES
Q: Will storage be available?
A: The building may be able to accommodate space for storage, but it’s very limited. Contractors should plan for alternative storage solution.
Q: Are the sidewalks on the south and east elevations vaulted?
A: Yes.
Q: What is the sidewalk load?
A: 100 PSF is a reasonable allowable load to assume without analysis and would allow for isolated temporary material storage and small rolling canopies, but a temporary canopy structure will probably require calculations for higher concentrated load.
This amendment incorporates the attached Vault Sidewalk Drawings and adds to Section 015000
Temporary Facilities and Controls, paragraph 1.3 Submittals, E. Shop Drawings: Submit shop drawings and calculations prepared and stamped by an Illinois licensed Structural Engineer for temporary walkway covering and for any other loading on vaulted sidewalks exceeding 100 PSF uniformly distributed.
Q: Will building provide electricity and water? If so, where are they located?
A: Yes. The locations are limited to the following location(s):
Water: North, East, and West Facades
Electricity: North and East Facades
Q: Will the building provide washroom facilities?
A: Yes.
Q: What is the process for entering and leaving the building? Will ID badges be required?
A: Reference is made to the GSA Contractor Building Policies and Security Regulations 015930 found in the RFP package.
Q: Any associated fees for background checks?
A: No, there is no fee for background checks. The only time a fee will be incurred is if the contractor is doing hard copy fingerprints, which GSA does not recommend but will approve when someone cannot get an appointment quickly or a location is too far. Note: Contractor must include all cost associated covering the clearance process e.g., travel.
Q: Can you please confirm that the requested resumes are not included in the 6 page limit for that section?
A: Correct. Resumes are excluded from the 3 double-sided pages requirement.
Q: Can we submit past performance and experience from our key subcontractor for Factor 1 and 2?
A: No, Factor 1 and 2 is assessing the Offeror’s past performance and experience performing similar projects. The Offeror’s staffing plan, however, must include a matrix that clearly identifies the work experience that each key team member has on the projects submitted under Factor 2. If the key team member(s) did not work on any of the projects submitted under Factor 2, provide no more than a one
(1) page description of the key team member’s qualifications as they relate to the proposed roles and responsibilities for this contract.
Q: What is the desired construction schedule?
A: The expectation is for samples to be taken shortly after award in fall 2022, and material availability in
Spring 2023. Offerors should factor this in when preparing their project approach plan, Factor 3.
Q: Can any of the building entrance door(s) be closed during construction?
A: The ingress and egress of the building must be maintained; work around will be allowed with protection e.g. canopy.
