Pre-proposal Conference Public Restrooms Renovations and Accessibility Upgrades

John W. Bricker Federal Building 200 N. High Street, Columbus, OH 43215

Meeting Date: Wednesday, June 27, 2018 Time: 10:00 am EST

PURPOSE

The purpose of this meeting is to allow potential contractors the opportunity to ask questions regarding the solicitation and the technical elements of the project. Review the forms required to be submitted and procedures to be followed and conduct a walk-through of the project site to address questions regarding the project parameters and scope prior to submitting offers.

Please be aware that no oral statement made by the Government representatives during this conference will have the effect of amending the specifications. In the event, the discussion during this conference indicates a need to modify the RFP; an amendment will be issued in writing. All amendments must be acknowledged by the time/date proposals are due. Notes from this meeting will be posted in the FedBizOpps website. The notes are not intended to reiterate everything discussed in the meeting.

Offerors shall submit the following documents with their offer.

o Standard Form 1442, Solicitation, Offer, and Award o A cost breakdown. Reference is made to Amendment 01.

o Acknowledgement of Amendment(s) o Registered and Active in SAM.gov, www.sam.gov o Online Representation and Certification Application (ORCA) information – Please ensure your ORCA account is updated and active at www.sam.gov o GSA Form 527, Contractor’s Qualification and Financial Information o Standard Form 24, Bid Bond

Liquidated Damages: $559.52 for each calendar day of delay until the work is completed or accepted.

All proposals must be received by 12:00 PM EST on July 11, 2018

There is no guarantee of negotiations being opened. The government can award based upon the receipt of initial offers so make your initial price your best offer.

All RFI questions must be submitted by email to Johanna Nieves (johanna.nieves@gsa.gov) by 5:00 PM EST on July 2, 2018.

SCOPE OF WORK

The General Services Administration has requirements to renovate the Public Restrooms at the John W.

Bricker Federal Building and bring them into accessibility compliance per ABAAS standards. This will be accomplished by gutting the existing public restrooms on all seven floors in their entirety, and install new finishes and fixtures to meet the requirements. The project specifically requires:

Removal of existing bathroom fixtures and finishes.

Removal and replacement of all sanitary horizontal branch and vent lines. Including sanitary waste stacks and vent piping.

Installation of a backflow preventer to isolate the fire sprinkler system from the domestic water service.

Modification to the existing sprinkler system to adequately serve the renovated interior restrooms.

Installation of new restroom fixtures and finishes.

Installation of new air devices reconnected to existing duct system.

Installation of new lighting fixtures.

The Contractor shall provide all equipment, material, labor and supervision required to perform the hereinafter specified work at the Federal Office Building.

The Contractor shall protect all existing surfaces and equipment within the workspace and the areas adjacent to the workspace, from damage due to work performed under this contract.

CONTRACTOR USE OF PREMISES

General: The Contractor shall limit his/her use of the premises to the work indicated, so as to allow for Government occupancy and public use.

Use of the Site: Confine operations at the site to the areas permitted under the Contract. Portions of the site beyond areas on which work is indicated are not to be disturbed. Conform to site rules and regulations affecting the work while engaged in project construction

Contractor Use of the Existing Building: Maintain the existing building in a safe and weather-tight condition throughout the construction period. Repair damage caused by construction operations. Take all precautions necessary to protect the building and its occupants during the construction period.

GOVERNMENT OCCUPANCY

The Government will occupy the site and the existing building during the entire period of construction.

The Government reserves the right to place and install equipment as necessary in completed areas of the building and to occupy such completed areas prior to substantial completion, provided that such occupancy does not substantially interfere with completion of the work.

BUY AMERICAN ACT

Except as provided in FAR 25.202, use only domestic construction materials in construction contracts performed in the United States.

Exceptions may include the following and must be approved by the Contracting Officer.

(1) Impracticable or inconsistent with public interest.

(2) Non availability.

(3) Unreasonable cost.

(4) Information technology that is a commercial item.

A request may be made Pre-Award or Post-Award to the contracting officer for a determination concerning the inapplicability of the Buy American Act for specifically identified construction material. All requests must be made in accordance with FAR 52.225-10 or 52.225-11.

Any request for a determination submitted after contract award shall explain why the Contractor could not reasonably foresee the need for such determination and could not have requested the determination before contract award.

SECURITY CLEARANCE

Upon receipt of the award letter, you should immediately contact the Security Clearance Contact Person (SCCP) identified in the letter to determine the process. The following documents are to be completed for each proposed contract employee and shall be submitted for each employee who will be working on the project no later than ten days after award.

Please note that no additional time will be added to the performance period due to the following contractor actions or inactions:

Late submittal of security clearance forms Incomplete or inaccurate submittal of security clearance forms Submittal of employees whose adjudication is found to be unsuitable Failure of the contractor to comply with any of the security requirements in the contract

Additional forms for replacement employees will be provided. Any employee hired after performance starts under this contract must have the documents submitted 30 days prior to the employee starting work.

These forms must be completed accurately and thoroughly before employment under the contract. No employee or subcontractor may begin work under this contract without approved security clearances being received. Failure to do so may result in the contract being terminated for default. The Government reserves the right to require the contractor to resubmit the documents at any time. If requested, the forms must be submitted within three working days of receiving the request. Failure to provide the documents within the specified time period will result in removal of the employee until the documents are submitted, reviewed, and approved. The Government shall have, and exercise, full and complete control over granting, denying, withholding, and terminating clearances for any employee.
