14. DESCRIPTION OF AMENDMENT/MODIFICATION
Amendment #001 is issued to make the following changes:
1.) Only two Past Performance References are now required.
2.) The attached pages from the Solicitation regarding Past Performance References and Evaluation Factors are hereby incorporated. Previous versions are no longer valid.
3.) The questionnaire and attached survey must be completed and emailed directly from the person providing the reference to the GSA Contracting Specialist at patricia.dalinis@gsa.gov on or before 4:00pm Central Time, Wednesday, October 25th, 2017.
All other terms and conditions remain unchanged. The due date for proposals REMAINS Wednesday, October 25th at 4:00PM CST. Proposals should be sent to Contract Specialist Patricia Dalinis at patricia.dalinis@gsa.gov with a CC to Contracting Officer Neal Deodhar at neal.deodhar@gsa.gov.

VI. Method of Award
VI.A. Evaluation of Offers
(1) The Government will award a contract resulting from this Solicitation to the responsible Offeror whose offer conforming to the Solicitation will be the best value to the Government, Total Evaluated Price and other factors considered. In addition to Total Evaluated Price, the following non-price factors shall be used to evaluate offers:
(a) Past Performance for Similar Projects
(b) Qualifications & Experience of Key Personnel
(2) Non-Price Factors, when combined, are significantly more important than Total Evaluated Price.
VI.B. Determination of Responsibility
In order to be considered responsible, an Offeror must demonstrate that it meets the requirements of FAR 9.104-1. The Contracting Officer's determination of an Offeror's responsibility or non-responsibility may be based upon any information obtained by the Contracting Officer, and is independent of the evaluation of offers set forth herein.
VI.C. Price Reasonableness
The proposed prices will be evaluated for reasonableness. Price reasonableness determines whether an Offeror’s price is too high. Analysis of price proposals will be performed using one or more of the techniques defined in FAR 15.404 in order to determine price reasonableness.
Normally, price reasonableness is established through adequate price competition, but may also be determined through price analysis techniques as described in FAR 15.404-1.
Notwithstanding anything to the contrary in this solicitation and for the avoidance of doubt, the Government will not perform a price realism analysis of the Offeror’s proposal.
VI.D. Unbalanced Prices
Offers must include balanced prices. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of price analysis techniques. All offers with separately priced line items or subline items shall be analyzed to determine if the prices are unbalanced. If price analysis techniques indicate that an offer is unbalanced, the contracting officer shall:
(i) Consider the risks to the Government associated with the unbalanced pricing in determining the competitive range and in making the source selection decision; and (ii) Consider whether award of the contract will result in paying unreasonably high prices for contract performance. An

(The Solicitation) Pages 26 of 29 offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.
VI.E. Total Evaluated Price
The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). Total Evaluated Price shall be calculated using the prices indicated in the Price Proposal, using the following formula:
Price will be evaluated as a lump sum to perform the work described in the RFP.
VI.F. Non-Price Factors
Technical Proposals will be evaluated on the criteria described below. Each factor will be scored as follows:

*Points will be totaled for each reference submitted. The total number of points from all references will then be added and divided by the number of references to determine the average score. The average score will be added to the offeror’s Technical Proposal Score.
The rating for each factor will be summed to establish the overall rating for the Offeror’s Technical Proposal.
Factor 1: Past Performance for Similar Projects
Description:
This factor considers the quality of the offeror’s past performance in successfully completing similar projects. References and Supplemental Informational Forms must be submitted for at least two (2), but no more than five (5) projects that meet the criteria stated below. Projects used to fulfill other technical factor requirements may also be used to fulfill this requirement.
Standard for Evaluation:
Past Performance is defined as follows: Past performance is relevant information regarding an offeror’s actions under previously awarded contracts. The criteria upon which relevant past performance will be rated includes the offeror’s compliance with the terms and conditions of the contract; overall quality of performance, record of conforming to contract requirements and to standards of good workmanship; the offeror’s adherence to contract schedules, including the administrative aspects of performance; the responsiveness and communication of managerial staff; overall contract performance; and a previous/current customer’s desire to contract with the firm again. The contracts submitted may have been Governmental (Federal, State, or Local) or private sector contracts.

Past performance will be considered relevant if it meets/addresses the following criteria:
1). The contract involved construction in an occupied building of secured space that included historic design elements and that included demolition, lighting, electrical work, data wiring, and security systems, with a project cost of at least $200,000.
2). The contract was completed within the last five years of the closing date of this solicitation.
3). If the contract is currently active, it is at least 90% complete.
A minimum of two (but no more than five) references and supplemental information forms must be provided. The Government is not required to review more than two references and forms, although it may choose to do so. Additionally, if more than two references and forms are provided, the Government reserves the right to choose which references and forms to include in its evaluation.
In addition to the above, the Contracting Officer may identify and analyze the past performance of the offeror on any other contract that the offeror currently has or had of which the Contracting Officer has knowledge or obtains knowledge, including but not limited to projects listed in the Past Performance Information Retrieval System (PPIRS). Because of the wide variety of past performance history of individual offerors, the Government is not required to ensure that an equal number of references be obtained for each offeror.
The relevant past performance references will be evaluated with an adjectival rating that corresponds to a numerical score, as indicated in the chart below.

FAR 15.305(a)(2)(iv) states, “In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.” Therefore, failure of the offeror to provide a minimum of two relevant references that meet the criteria listed above, and/or the inability of the Government to complete a minimum of two reference checks, after making a reasonable effort to do so, will result in the offeror being rated as “neutral” on the past performance factor.
For this factor, the Government will not consider past performance information submitted by the offeror regarding predecessor companies, key personnel who have

Factor 2: Qualifications and Experience of Key Personnel
Description:
This factor considers relevant construction experience, knowledge, and expertise of key individuals of the team who will be assigned directly to the project. Education, technical qualifications, and awards are also evaluated.
The Offeror must submit the following information:
The Offeror shall identify the personnel they propose to fill the key positions listed below and state their roles and responsibilities for the project. The Offeror shall provide evidence of the competency, qualifications and related experience of key team members. Provide contact information for a reference who can provide thorough knowledge of the details of the individual’s experience (such as a Client, Project Manager, Building Owner, or Contracting Official associated with a project). The Offeror shall provide resumes for each key Team member that clearly indicate their currently held position/title, education, qualifications, professional licensing, personal awards received, and work experience over the last ten (10) years. Provide a chart clearly identifying the roles (if any) that key team members held on the projects submitted under the Experience and Past Performance factor. Key team members are defined as follows:

Standard for Evaluation:
The standard is met when each of the key team members has the appropriate education, training and experience required to be assigned to this position and for this project, and has held at least one comparable position in the past five (5) years for a project that involved construction in an occupied building of secured space that included historic design elements and that included demolition, lighting, electrical work, data wiring, and security systems, with a project cost of at least $200,000.
Preference shall be given to those members having experience on multiple successfully completed projects in comparable positions.
The qualifications and experience of each team member will be given a numerical score, as indicated in the chart below. The maximum total score for this factor is 10 (5 points for each key team member).

VI.G. Evaluation of Joint Venture Offerors
In the evaluation of responsibility and non-price factors, information submitted for a party to the joint venture will only be evaluated to the extent that the terms of the joint venture agreement do not limit such party's performance or financial obligations as a party to the Contract contemplated by this Solicitation.
