For a solicitation amendment, change order, or administrative change, the effective date shall be the issue date of the amendment, change order, or administrative change.

Item 16B. The contracting officer's signature is not required on solicitation amendments. The contracting officer's signature is normally affixed last on supplemental agreements.

Item 14 (Description of Amendment/Modification).
Organize amendments or modifications under the appropriate Uniform Contract Format (UCF) section headings from the applicable solicitation or contract. The UCF table of contents, however, shall not be set forth in this document.

1. It was noted in the site visit to remove the overhead white board in the conference room and not reinstall at that location as the marshals were going to mount a TV at that location upon project completion. please confirm.
Answer: White Board to be removed and disposed. Contractor is not responsible for the TV.
2. The plan sheets note to remove the most wanted signs at the entry as well as the three seals in the common area, all other wall hangings will be removed and reinstalled by the Marshals. please confirm
Answer: The only signs or emblems slated for the contractor to remove and then install are the three emblems noted in Admin Office and the Most Wanted in the Main Entry Lobby.
3. Existing building signage was not to be replaced is it acceptable to cut in new paint around existing room number signage?
Answer: As stated during the walk through, any signage that is glued to the wall at room entrances are to be taped off and painted around them.
4. Door #23 on the plans shows a single door but this door also has a second secure to that swings into the cell block area is that second secure door to be painted as well along with the frame to the inside of the space?
Answer: That’s correct, although the drawing shows it as one door, it is actual one main steel door and one interior door similar to a heavy wire gate housed inside a metal frame.
5. It was noted all computer equipment and personal items will be relocated by the marshal’s staff prior to furniture relocation for construction is this correct?
Answer: That’s correct, all computer and personal items in the spaces will be removed by the staff and not the contractor.
6. The marshals requested that corner guards be added to the scope of work at the entry door jambs, if
GSA would like to add this to the pre-bid scope, please specify location and product to be used.
Answer: There are 17 corner guards, 15-90 deg. and 2-45 deg. Size 2”x2” 48”. A specification is provided.
7. The COR noted that there will be a server area build out in the common corridor north of the conference room. around the same time of performance for this work. can we assume the flooring does not need to be replaced at this location as the new flooring will likely be completed as part of that scope? please advise.
Answer: The area where the It Room will be constructed does not need to have new carpet installed.
This area is approximately 75 sf. Carpet will be required up to the new wall location that will be established prior to carpet install.

48” x 2” x 2” - HIGH IMPACT SURFACE MOUNT VINYL CORNER GUARD WITH
RETAINER
Part 1 - GENERAL
1.01 SUMMARY
A. This section includes the following types of wall protection systems:

1.02 REFERENCES
A. American National Standard Institute (ANSI)
B. American Society for Testing and Materials (ASTM)

D. Underwriters Laboratory (UL)
1.03 SYSTEM DESCRIPTION
A. Fire Performance Characteristics: Provide materials with V-0 rating when tested in accordance with UL94.
B. Impact Strength: Provide Rigid vinyl profile materials that have an Impact Strength value of 19 as tested in accordance with the procedures specified in ASTM D-256, Impact Resistance of Plastics.
C. Chemical and Stain Resistance: Provide corner guards that show resistance to stain when tested in accordance with applicable provisions of ASTM D-543.
D. Fungal and Bacterial Resistance: Provide rigid vinyl that does not support fungal or bacterial growth as tested in accordance with ASTM G-21 and ASTM G-22.
E. Color Consistency: Provide components matched in accordance with SAE J-1545 (Delta
E) with a color difference no greater than 1.0 units using CIE Lab, CIE CMC, CIE Lch, Hunter
Lab or similar color space scale systems.
1.04 SUBMITTALS
A. General: Submit the following in accordance with conditions of contract and Division 1 specification section 01 33 00 “Submittal Procedures”.
B. Product data and detailed specifications for each system component and installation accessory required, including installation methods for each type of substrate.
C. Shop drawings showing locations, extent and installation details of corner guards. Show methods of attachment to adjoining construction.
D. Samples for verification purposes: Submit the following samples, as proposed for this work, for verification of guard.
E. Product test reports from a qualified independent testing laboratory showing compliance of each component with requirements indicated.
F. Maintenance data for wall protection system components for inclusion in the operating and maintenance manuals specified in Division 1.
1.05 DELIVERY, STORAGE AND HANDLING
A. Deliver materials to the project site in unopened original factory packaging clearly labeled to show manufacturer.
B. Material must be stored flat.
C. Handling: Take adequate measure to prevent damage to materials.
1.06 PROJECT CONDITIONS
A. Ambient Conditions: Do not install wall protection products until installation areas are enclosed and weatherproof. HVAC system must be operational and maintaining temperature at
65°-75°F (18°-24°C) for at least 72 hours prior to installation.
Part 2 - PRODUCTS
2.01 MANUFACTURERS
A. Provide corner guards and wall protection from single supplier.
B. All products manufactured in USA.
2.02 DESCRIPTION
A. Model: 48” (1219.2mm) x 2” (63.5mm) x 2” (63.5mm) x 90° Surface mounted vinyl corner guard with a 1/8" (3.2mm) radius corner. Construction adhesive included for standard installation. Available pre-drilled or for use with mechanical fasteners.
2.03 MATERIALS
A. Vinyl: Snap on cover of .080” (2mm) thickness shall be extruded from chemical and stain resistant polyvinyl chloride with the addition of impact, fungal, and bacterial modifiers.
No plasticizers shall be added (plasticizers may aid in bacterial growth). A minimum of 50% postconsumer recycled content is required.
B. B. Aluminum: Continuous aluminum retainer of .070” (1.8mm) thickness shall be fabricated from 6063-T5 aluminum, with a mill finish.
2.04 COMPONENTS
A. End caps, shall be made of molded thermoplastics.
B. Fasteners shall be provided for standard drywall and steel stud applications.
2.05 FINISHES
A. Vinyl Covers: Colors of the corner guards to be selected by the architect from the color selection. Surface shall have a haircell texture.
B. Molded Components: End caps shall be of a color matching the corner guards. Surface shall have a haircell texture unless otherwise specified by the manufacturer.
Part 3 - EXECUTION
3.01 EXAMINATION
A. Verification of conditions: Examine areas and conditions under which work is to be performed and identify conditions detrimental to proper or timely completion.
1. Do not proceed until unsatisfactory conditions have been corrected.
3.02 PREPARATION
A. Surface preparation: Prior to installation, clean substrate to remove dirt, debris and loose particles. Perform additional preparation procedures as required by manufacturer’s instructions.
B. Protection: Take all necessary steps to prevent damage to material during installation as required in manufacturer’s installation instructions.
3.03 INSTALLATION
A. Install the work of this section in strict accordance with the manufacturer’s recommendations, using only approved mounting hardware, and locating all components firmly into position, level and plumb.
3.04 CLEANING
A. General: Immediately upon completion of installation, clean material in accordance with manufacturer’s recommended cleaning method.
B. Remove surplus materials, rubbish and debris resulting from installation as work progresses and upon completion of work.
3.05 Protection
A. Protect installed materials to prevent damage by other trades. Use materials that may be easily removed without leaving residue or permanent stains.
