Project Name: Visitor Parking Lot & Speed Bumps Paving April 26, 2019 Project Location: Muskie Fed. Bldg.

SECTION 011000 – SUMMARY
PART 1 - GENERAL
1.1 PROJECT INFORMATION
A. Project Name and Location:
Muskie Fed, Bldg. Paving Project Muskie Fed. Bldg.

B. Project Summary Description:
This project consists of a base bid (Visitor Parking Lot) and option #1 (Speed Bumps).
Base Bid Details:
1. The Contractor shall provide, unless otherwise specified, all labor, supervision, tools, materials, equipment, and transportation necessary to repave the parking lot and installation of two speed bumps on the main entrance driveway. The Contractor shall field verify all existing conditions and dimensions prior to commencing work.
Demolition:
1. Grind or mill two inches in the Visitor Parking lot.
2. All earth, pavement, concrete debris shall be removed during the course of the work.
Installation:
1. Apply a tack coat on all milled surfaces.
2. Re-pave lot with 9.5 or 12.5mm mix.
3. All paved areas shall be graded and finished to allow a minimum slope towards existing drainage to prevent standing water.
4. Provide a neat, smooth and seamless transition from the newly paved parking areas and roads to any adjacent concrete, paved asphalt, curbing and roadway or any drain inlets/guttering, manholes, valve boxes, etc. that may come in contact with the new pavement.
5. Remove all debris and trash generated during the implementation of this contract on a daily basis.
Option #1 Detail:
1. The work in the option covers the demolition of the two speed bumps on the main entrance driveway up the hill from Sewall Street. This portion of the project may be required after hours depending on the set up time of the speed bumps. See below for the details pertaining to the option work.
Demolition:
1. Remove the speed bumps.
2. Remove any damaged substrate and clean up areas.
3. Grind or mill two inches back to good surface.
4. All earth, pavement, concrete debris shall be removed during the course of the work.
Installation:

1. Apply a tack coat on all milled surfaces.
2. Re-pave lot with 9.5 or 12.5mm mix.
3. Repave the surfaces laid out for the speed bumps.
4. Install hot mix surface asphalt to a maximum height of 3-1/2-in. at the apex and a width of
18 in.
5. Apply a seal of liquid asphalt to the adjoining edge of the installation to help prevent moisture penetration.
6. Provide a neat, smooth and seamless transition from the newly paved parking areas and roads to any adjacent concrete, paved asphalt, curbing and roadway or any drain inlets/guttering, manholes, valve boxes, etc. that may come in contact with the new pavement.
7. Remove all debris and trash generated during the implementation of this contract on a daily basis.
8. Apply a sealcoat to the bumps according to the industry standard.
9. Apply heavy-duty reflective traffic paint sufficient to identify the speed bumps.
Traffic Control:
1. The contractor shall assist the Government and Public as they use the site, and traffic will flow through the parking lot during the entire period of construction. The US Post Office has several deliveries throughout the day and the contractor will have to accommodate these deliveries.
2. The Contractor will have to provide traffic control for routing the public’s vehicles around the construction site. Monday through Saturday, this building has large pedestrian foot traffic from the visitor parking lot to the front of the building on Sewall Street and at the rear employee entrance. Every effort shall be made to protect and route this foot traffic during construction.
Option Details:
1. The Contractor shall provide all labor, materials, tools, equipment, and supervision necessary to complete the work described in the specifications, and drawings in accordance with the manufacturer’s specifications to ensure the requirements in the contract documents are fulfilled, supporting the best practices as recommended by the manufacture. Option 1, covers the removal and installation of the two speed bumps on the Main Entrance Ramp. The ramp is accessible from Sewall Street. Work must be coordinated so as not to delay deliveries of the U.S. Mail trucks These trucks make four to five trips daily.
2. Option Period: The Government shall have 30 calendar days to exercise these options after the Contractor receives the Notice to Proceed for the base contract.
3. The work in these options shall be started no later than three calendar days after the receipt by the Contractor of the Government’s exercise of the Option.
a) The Contractor shall coordinate all work of the base bid with the work of the Option or Options to expedite the work of the project.
b) All Option work will be required to be completed within the contract period.

1.2 Additional Work Description Requirements:
Post Office Operations:
1. The Post Office has several deliveries throughout the day from Mondays thru Saturdays.
When a tractor-trailer truck arrives with a delivery, all effort shall be made to allow the truck access to the loading dock. This includes coming up the driveway, turning left just past the sentry booth and then backing up to the loading dock. The same effort shall be made for the trucks departure.
1.3 MISCELLANEOUS PROVISIONS
A. Work in existing facilities shall correspond in all respects with the existing conditions to which it connects, or to similar existing conditions, in materials, workmanship and finish.
B. Alterations to Existing Conditions: Existing conditions shall be cut, drilled, removed, temporarily removed, or removed and replaced, as necessary for performance of Work under the Contract.
Work out of alignment where exposed by removal of existing work shall be called to the attention of GSA. Necessary corrective work shall be as directed.
1. Replacements of existing conditions that are removed shall match similar existing conditions.
2. Unless otherwise indicated, existing structural members shall not be cut or altered without authorization by the Contracting Officer.
3. Conditions remaining in place, which are damaged or defaced during the Work, shall be restored to the condition existing at time of award of Contract.
4. Discolored or unfinished surfaces exposed by removal of existing conditions, that are indicated to be final exposed surfaces, shall be refinished or replaced as necessary to produce uniform and harmonious contiguous surfaces.
C. Existing structures will remain in place.
D. Existing utility services with related meters and equipment will remain in place.
