Building Preservation Plan
March 27, 2018
Attachment 1 – BPP Requirements Chart
Attachment 1 – BPP REQUIREMENTS CHART
Preamble
More than one fourth of GSA’s 1,600 owned buildings are listed in or eligible for the National Register of Historic Places, the nation’s listing of historic properties, and approximately half of these are more than fifty years old. The National Historic Preservation Act of
1966, as well as an array of executive orders, compels PBS to properly perform and maintain preservation plans and to promptly respond to sundry inquiries regarding the historic properties within its portfolio.
GSA’s Center for Historic Buildings requires a technical solution that will allow or otherwise enable contractors (i.e. preservation architects and/or specialists) to efficiently and effectively perform preservation surveys and assessments at federal, historically designated properties; collect and/or create all (or most) documentation on-site; and then either enter or upload same into a “tool” accessible outside the GSA firewall.
The tool that is presently being utilized to accommodate the development and maintenance of historic preservation plans is called
Building Preservation Plan (BPP); however, this tool has proved to be so inadequate that some regional preservation officers have ceased to use it to capture and maintain preservation plans. An antiquated IT asset, BPP has had no major enhancement or modernization in over ten years. The Classic ASP technology on which the application is built (released by Microsoft in the mid-
1990s) is no longer supported and as a result BPP has become susceptible to a multitude of security vulnerabilities that render it noncompliant with NIST1 policies and controls.
Center for Historic Buildings’ Business Need
The following identifies and defines eleven (11) components of an historic preservation plan, each of which records or otherwise documents aspects of a designated property2.
System Interconnections
National Institute of Science and Technology
These components were developed by National Institute of Building Sciences for GSA as templates reflecting industry standard and/or best practices.
Building Preservation Plan
At minimum building data residing in the system of record (REXUS3) shall be incorporated via BI4.
User Roles
1. PBS portal users shall default to Read Only role that will enable the user to view all content without the ability to write to the record.
2. Regional Administrator role enables the user to assign buildings within a designated region to a user for data entry.
3. System Administrator role, similar to its regional variant, enables the user to assign buildings in any region to a user for data entry; additionally, this user may archive selected buildings.
4. Data Entry role enables the user to write to the record (aka creating a preservation plan) for an assigned building or buildings. All (or most) data entry will occur outside the GSA firewall (and is presently facilitated through Citrix).
Document Management
Regardless of file format (e.g. .png, .jpeg, .pdf, .doc, .xls, et al.5) documents or files may be uploaded to the system or tool in batches
(as opposed to being limited to uploading one file at a time). Documents and/or images may be opened within the tool and viewed or may be download and saved externally.
Archiving
The tool will enable a user with System Administrator privileges to archive selected buildings to a compartmentalized area in the event of disposal, re-designation, etc.
Reports
Regardless of type, e.g. Inspections, Images, etc., all reporting will be generated through BI Framework.
Real Estate Across the United States
Business Intelligence (data warehouse)
With the exception of .gif file format, which shall be excluded systematically
Building Preservation Plan
GSA.gov Interface
Presently updates within BPP are exported to the Historic Buildings page at GSA.gov
(http://www.gsa.gov/portal/ext/html/site/hb/category/25431/hostUri/portal) on a monthly basis. The Collaboration Branch (Web and
Content Management team) manipulates this data to accommodate the GSA.gov user interface. While such manipulations occur outside the purview of PB-ITS it remains relevant when evaluating the requirements below and in formulating an associated technical solution.

For this reason the Current Building Name field in BPP is the most accurate source record at GSA and reflects the

Addendum: Operational Process and Procedures
The preservationist (typically a contractor) shall be assigned the property on which the preservation plan is to be performed by the
Regional Historic Preservation Officer (or RHPO, always a federal employee). The contractor will document the historic space in a manner organized or guided by the eleven categories or components articulated above. Insofar as much of the documenting shall occur on site at the historic property the contractor must be able to access the tool outside the GSA firewall as an authenticated Data
Entry user. The tool must accommodate the following at a minimum.
Any given historic property may have numerous preservation plans attached to it that have been performed over time. Such plans shall not be overwritten; rather, each plan associated with a property shall be retained and date stamped.
The Data Entry user shall be able to select and upload multiple files at one time.
All work created by the Data Entry user shall reside in a staging area within the tool to enable the RHPO’s review prior to deployment to production.
The preservation plan (i.e. all content associated with the eleven components and subcomponents) shall be exportable and printable.
Building Preservation Plan
Once the preservation plan has been completed in satisfactory fashion it is submitted to the RHPO (and/or COR12) as a contract deliverable.
