FEDERAL EMERGENCY MANAGEMENT AGENCY

JANITORIAL SERVICE

STATEMENT OF WORK

1. BACKGROUND:

This is a non-personnel services purchase order to provide for firm fixed priced .Janitorial Services at the Yacht Haven Club localed in St. Thomas, United States Virgin Islands (USVI). The janitorial services company (hereafter referred to as Vendor) that has successfully been awarded this contract by the Federal Emergency tv'.anagement Agency (FEMA) perform the level of services described in the schedule listed below.

2. DESCRIPTION OF SERVICES:

The contractor shall provide all personnel, equipment. supplies. faciUies, transportation. tools.

materials. supervision, and other items and non-personal services necessary to perform the Janitorial Services as defined in this Statement of Work (SOW), except for those items specified as government furnished property and services. if any.

The Yacht Haven Club requiring janitorial services is approx1mately sq. ft. Sec 6, Attachment 2, Yacht Haven Club Floor Plan.

Contractor shall furnish all supplies. tools and equipment: including, but not l11nited to, vacuums and attachments. waxing machines, soap. toilet paper. paper towels. cleaners, brooms. mops, cloths. brushes. waxes. spray ard wipe disinfectants. and solid and/or aerosol deodorizers necessary for the performance of the contract. Contractor shall request and obtain approval from the COR for 5torirg any flammable chemicals or bulk storage of any supplies beyond a six month supply and on-site storage of any products requiring a Material Data Sheet.

Daily Services The contractor shall perform the following tasks:

• Empty trash receptacles,

• Sweep entrances and corridors,

• Spot sweep floors, and spot vacuum carpets

• Dust horizontal work surfaces and window sills

• Clean drinking fountains

• Sweep and damp mop or scrub restrooms

• Clean all restroom fixtures and replenish contractor furnished supplies

• Dispose of all trash and garbage generated in or around the building

• Spray and buff non carpeted floor

• Remove carpet stains

• Clean glass entry doors to the space

10. CONTRACTOR PERSONNEL:

It is the responsibility of the Contractor to propose qualified contractor personnel to perform all requirements specified in the SOW. FEMA will not specify education, experience or other qualifications for contractor personnel and will rely on the Contractor to propose and provide qualified personnel to perform all requirements specified in this SOW.

11. EMPLOYEE IDENTIFICATION:

Visiting Contractor employees sr.all comply with all Government escort rules and requirements.

All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times. Contractor shall establish and provide a methodology of how employees can be readily identified if questioned by FEMA personnel.

12. EMPLOYEE CONDUCT:

Contractor's employees shall comply with all applicable Government regulations, policies and procedures (e.g .. fire. safety, sanitation. environmental protection. security, "off limits·· areas) when visiting or working at Government facilities. The Contractor shall ensure Contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States or the Depa11ment of Homeland Security.

12.1 Removing Employees for Misconduct or Security Reasons -The Government may, at its sole discretion (via the Contracting Officer·), direct the Contractor to remove any Contractor employee from facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract.

Tho Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.

13. OPERATING HOURS

• Monday - Friday, including observed Federal Holidays

• Routine service period between the hours of 8:00 am-5:00pm EST

• Availability to provide Emergency Services between the hours of 5:01 pm - 7:59am

14. PERIOD OF PERFORMANCE:

The period of performance shall be one (1) three (3) month base period with three (3) three (3) month option period.

15. PLACE OF PERFORMANCE:

Janitorial services will be performed at 5330 Yacht Haven Grande. Suite J-201, St Thomas, USVI 00802.
