About this file
This pre-solicitation notice and attached documents outline requirements for a Geostationary Extended Observations Atmospheric Composition instrument definition study. NASA/GSFC plans to issue a request for proposal in January 2022 for up to two fixed-price 20-month study contracts valued at approximately $5 million each. The studies are due to be completed within 12 months of award with risk mitigation and technology development reports due 20 months post-award. Any proposed technology development or risk mitigation work would be included in the fixed contract price. The solicitation will utilize NAICS code 541330 with a size standard of $15 million. The instrument is intended to fly on NOAA's GeoXO program starting with a first launch in 2035. The draft performance requirements, statement of work and interface documents are attached for prospective offeror reference. Interested parties should monitor the sam.gov website and notify the contact by mid-January of their intent to submit an offer.

418-XO-ACXSOW-0070, RM Version, Geostationary Extended Observations (GeoXO) Atmospheric Composition (ACX) Statement of Work (SOW)
1 Introduction The Atmospheric Composition GeoXO (ACX) is a hyperspectral, UV through visible imaging spectrometer used to measure environmental data as part of a 3-axis stabilized, geostationary weather satellite system. The ACX remotely collects imagery of the superregional region for national air quality forecasting capability, hazard forecasting, and fire pollutant forecasting and warnings.
The ACX will meet, as a minimum, the National Aeronautics and Space Administration (NASA) requirements as defined in this Statement of Work (SOW), the ACX Performance and Operational Requirements Document (PORD), the ACX Unique Instrument Interface Document (UIID), the General Interface Requirements Document (GIRD), and the Instrument Mission Assurance Requirements (IMAR). For this procurement, in the case of any conflicting requirements, the PORD requirement takes precedence.
This SOW specifies the vendor requirements for performing definition-phase studies and design development as part of ACX formulation activities.
1.1 Top-Level Summary of Work Required
The details of the deliverables are described in later sections. At the top level, the Government requires:
a) An ACX Design that satisfies the baseline requirements defined in the PORD, UIID, GIRD (as referenced in section 1.3), and IMAR (as referenced in section 1.3)
Enhancements to the design beyond the baseline requirements are encouraged if they can be implemented on the specified delivery timeline.
b) An Assessment of ACX performance against requirements specified in the
PORD.
c) Trade Studies as specified in section 2.1
d) Technical Analysis as described in section 2.2
e) Notional Development Schedule as described in section 2.4

Development Plan as described in section 2.3
h) Identification of Development Risks as defined in section 2.4
i) As applicable, performance of any work awarded for Technology
Development and/or Risk Mitigation effort(s)
j) Identification of hardware and software heritage assumptions as defined in section 2.3
