Statement of Work (SOW)

FOR

Buildings 41, 425, and 489 Bullet Resistant Glass

Work to be accomplished consists of furnishing all plant, labor, equipment, appliances, materials, licenses or permits required and performing all operations in connection with installing bullet resistant glass to Building 425 Avionics and Building 489 AGE, in the Louisiana Air National Guard.

1. OBJECTIVES

1.1 Description of Work

Buildings 41, 425, and 489 currently requires higher security standards. The buildings need new bullet resistant windows and doors. The Contractor shall be responsible for ensuring all work will meet current rules and regulations.

2. SCOPE

2.1 Applicability

2.1.1 All work performed under this scope shall be conducted in accordance with applicable Federal, State, and Local regulations, ANG policies and regulations, and this statement of work.

2.1.2 The work will conclude with final acceptance by the Contracting Officer or Contracting Officer Representative, warranty delivery, and financial closeout.

2.1.3 Contractor shall investigate the area for existing site conditions, existing utilities and easements, and demolition requirements. Utilities must be maintained for buildings in the vicinity.

2.2 Existing Conditions

2.2.1 Buildings 41, 425 and 489 are both brick buildings located near the flight line area. These buildings were constructed in 1996, 1980, and 2005 respectively. The existing windows and doors are the original openings when buildings were constructed. No modifications were done to the openings as well.

2.3 General Requirements

2.3.1 All materials installed or affixed to Buildings 41, 425, and 489 shall be new.

2.3.2 Contractor will be responsible for visiting site to determine preparation, materials, labor, and equipment required for completing this work.

2.3.3 Contractor will be responsible for keeping work area safe and secure from the general public.

2.3.4 Contractor shall follow all applicable City, County, State and Federal codes and regulations, as well as proper safety requirements.

2.3.5 Contractor shall repair and restore to its original condition any equipment, materials or surfaces, damaged as a result of their operations during this contract.

2.3.6 If during any phase of work the existing or surrounding areas are disturbed/damaged, the contractor will be responsible for replacing/repairing and reinstalling affected items.

2.3.7 If hazardous materials are encountered during construction, removal, or demolition operations, comply with applicable regulations, laws and ordinances concerning removal, handling and protection against exposure or environmental position.

2.3.8 Any attached drawings are for reference only and are not intended to adequately represent existing or proposed conditions.

2.3.9 Work shall occur in a close proximity to the flight line. Contractor shall ensure no Foreign Object Debris (FOD) will get onto the flight line or close to any nearby aircraft or equipment.

2.4 Installation

2.4.1 Bullet Resistant Windows

The Contractor shall remove existing window units and install new exterior window units. The dimensions shown per attached drawing are the approximate dimensions from each location. New fixed windows shall be insulated and double pane. Windows are to match existing windows in style, functionality, dimensions, and appearance. No window units will be removed unless the new windows can be installed the same day.

The Contractor shall fabricate window assemblies from bullet-resistant glazing materials. The glazing material shall have a UL 752 rating of Level 5 as certified by an independent testing laboratory. The glazing shall be “glass clad poly carbonate” (GCP). Its Performance Level shall meet an One Hour Fire Rating Per ASTM E119-98, Class IV Forced Entry Protection Rating per ASTM F1233-98, and a Sound Insulation Rating Per ASTM E413-87. Glazing material shall also conform to applicable requirements contained in ASTM C1036, ASTM C1048, and ASTM E1300. Test glazing materials in accordance with the applicable sections of the following testing procedures: ASTM D905, ASTM D1003, ASTM F428, ASTM F548, ASTM D4093, and ASTM F520.

The Contractor shall inspect the window rough opening and remove any materials, nails, or objects that could interfere with the proper installation. Window frame color shall be determined through Submittal process. Windows are to be fixed and must be watertight with integral reinforcement. Glass shall be double paned and insulated. All windows shall reduce sunlight. Ensure wall openings shall meet the requirements of the windows height and width. All windows shall be securely fastened and airtight to wall opening.

Upon completion, remove any labels and thoroughly clean glass surfaces. Remove any protective covering and clean metal surfaces of stains, marks, or other defects per manufacturer’s instructions.

2.4.2 Bullet Resistant Storefront Door

The Contractor shall remove existing storefront and install new bullet-resistant Level 5 glass storefront door including threshold. Storefront door shall match existing in style, functionality, dimensions, and appearance. Installation shall be in conformance with referenced standards and manufacturer’s written directions and recommendations. The Contractor shall inspect the door rough opening and remove any materials, nails, or objects that could interfere with the proper installation. No storefront doors will be removed unless the new storefront door can be installed the same day.

Ensure installation shall be leveled, plumbed, and straight and aligned with adjacent surfaces. Storefront shall also be free of dents, buckles, twists or other imperfections. New threshold shall be set in sealant and secure. Door swing shall be the same as existing.

The Contractor shall fabricate storefront door from bullet-resistant glazing materials. New glazing shall be double pane and insulated. The glazing material shall have a UL 752 rating of Level 5 as certified by an independent testing laboratory. Its Performance Level shall meet an One Hour Fire Rating Per ASTM E119-98, Class IV Forced Entry Protection Rating per ASTM F1233-98, and a Sound Insulation Rating Per ASTM E413-87. Glazing material shall also conform to applicable requirements contained in ASTM C1036, ASTM C1048, and ASTM E1300.

Test glazing materials in accordance with the applicable sections of the following testing procedures: ASTM D905, ASTM D1003, ASTM F428, ASTM F548, ASTM D4093, and ASTM F520.

Upon completion, remove any labels and thoroughly clean glass surfaces. Remove any protective covering and clean metal surfaces of stains, marks, or other defects per manufacturer’s instructions. Ensure new storefront door shall open and close properly.

2.4.3 Installation

2.4.3.1 Building 41 Front Desk: Reception Window.

2.4.1.2 Set-up containment, remove Customer Service Window security roll-up door. Modify and provide blocking for new customer service window level 5 ballistic glass.

2.4.1.3 Furnish and install UL 758 Tested & Rated Level 5: 1-5/8” TSS 005 low spall with low iron (glass clad polycarbonate) glazing fabricated into level 5 BL 5.5 dark bronze anodized aluminum framing system.

2.4.1.4 Unit Size: (1) @ 116” x 60” – system to be split into 3 equal Lites with the middle panes as the transaction station. Windows include: Furnish and Install (2) hole and backer voice ports for natural sound transmission. Furnish and install (2) stainless steel counter mount deal trays lined with level 5 protection: 16” x 8” x 2”

2.4.1.5 Repairs: minor drywall painting of repair areas and ceiling grid repair.

2.4.1.6 Re-install Customer Service Window security counter roll-up door.

2.4.1.7 Includes gaskets, fasteners, field measure, approval drawings, project management, logistics and final installation.

2.5 Quality Assurance

2.5.1 Manufacturer Qualifications: Company with documented experience. Able to supply complete and tested systems conforming to code.

2.5.2 Installer Qualifications: Company specializing in work of this section with documented experience in commercial quality work of comparable scope.

2.6 Testing

2.6.1. Inspect and test all new installed material in accordance manufacturer’s instructions and recommendations.

2.7 Clean-up

2.7.1 Contractor will be responsible for ensuring the work site is cleaned and organized in an orderly fashion at the end of each work day and before final acceptance.

2.7.2 All materials, supplies, and equipment used by the Contractor shall be suitable and approved for the application in which they are utilized, and shall cause no damage to building surfaces, components and utilities.

2.7.2 Products of the removal shall be cleaned up so as to leave no visible residues and disposed of off the site so as not to contribute to air or water pollution in a manner approved by local authorities.

2.8 Closeout

2.8.1 If any paving is found to be sub-standard or does not meet the requirements, the Contractor shall take whatever remedial action is required to correct the area at no additional expense to the Government. Such remedial action may include but is not limited to removal and replacement of the unacceptable material.

3. SPECIFICATIONS

3.1 Use the following specification references for all technical details. If there is a conflict between the SOW and the specification submit an RFI to the Contracting Officer for guidance. The Manufacturers specifications take precedence over the UFC. All UFCs may be found at https://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc.

3.2 References Include but not limited to the following UFCs:

3.2.1. UFC 1-200-01 – DoD Building Code (General Building Requirements)

3.2.2 UFC 4-010-01 – DoD Minimum Antiterrorism Standards for Buildings

3.4. Manufacturer's instructions for handling, applying, and installing products are considered a part of this specification. In the event of conflict between the requirements of this specification and the manufacturer's recommendations, the manufacture's recommendations take precedence.

3.5. Warranty Period

3.5.1. Warranty periods shall begin with date of Final Acceptance. Substantial Completion Date or subcontractor installation date shall not constitute the beginning of the warranty period.

3.5.2 The Contractor guarantees that the work to be done under this contract and the materials to be furnished by the supplier for use in the construction of the same will be free from window and door failures.

Window failures include, but are not limited to, the following: failure to meet performance requirements, structural failures including excessive deflection, water leakage, condensation, and air infiltration, faulty operation of movable sash and hardware, deterioration of materials and finishes beyond normal weathering, and failure of insulating glass.

4. SUBMITTALS

4.1 Submittals: The Contractor shall be required to prepare and produce material literature, drawings, safety plan, and quality control schedules. Documents shall identify all requirements for safety devices, dumpster locations, equipment usage, use of the premises, parking, security procedures, equipment and materials storage, waste disposal, and all other necessary procedures. These documents shall provide the necessary interfaces, coordination, and communication between the Government and the Contractor for the delivery of a completed repair project.

4.2 Submittals Pre-Construction (at a minimum)

4.2.1 Narrative technical proposal outlining how the Contractor will perform the project, how the project will be phased if necessary, and what measures will be taken by the Contractor so that construction of the project will have minimal effect on the building operations.

4.2.1.1 Bar Chart Schedule

4.2.1.2 Submittal register – AF 3000, initial and subsequent updates with invoice (or as requested)

4.2.1.2.1 The Contractor shall submit material items for approval on an AF Form 3000 within 10 calendar days of the “Notice to Proceed” – or – indicate when each material item shall be submitted for approval.

4.2.1.2.2 Ensure that any disapproved material submittal will not impact the approved project execution schedule, as disapproved submittal shall not be considered grounds for a time extension. Allow for a minimum of 5 business days for the Government’s processing of material submittals.

4.2.1.2.3 The Contractor shall not order, deliver, or install any materials without Contracting Officers material approval, or remove any materials on site which have not been properly approved.

4.2.1.3 Accident Prevention Plan (and applicable Activity Hazard Analysis)

4.2.1.7 Contractor shall submit manufacturer’s drawings and data of manual transfer switches for Engineer’s approval prior to start of fabrication. Drawings and data shall include, as a minimum, dimensioned general arrangement drawings and wiring diagrams, UL listing information including UL control or file number, short circuit rating or withstand rating, component data, mounting provisions, conduit entry locations and installation instructions.

4.2.1.8 Safety Data Sheets – Contractor shall store all chemicals with compatible materials in a lockable cabinet. Spill containment shall be provided, by the contractor, in a manner that will contain all stored chemicals at 100% of each containers capacity.

1.2.1.9 Bonding-Bid bond is required to be furnished with proposal IAW solicitation

4.3 Submittals Post Construction

4.3.1 Warranty – Labor and Material

4.3.1.1 All equipment shall be covered by manufacturer’s warranty for a minimum period of (1) one year after Government beneficial occupancy.

4.3.2 Operating and Maintenance Manual

4.3.3 Contractor shall submit manufacturer’s Operating & Maintenance Manual(s) which shall include as a minimum:

4.3.3.1 Certified as-built general arrangement drawings and wiring diagram;

4.3.3.2 Materials / Component list including part numbers;

4.3.3.3 Maintenance and service requirements;

4.3.3.4 Certificate of Compliance.

5. GENERAL NOTES

5.1 BASE ACCESS

5.1.1. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer or the Contracting Officer Representative. The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces. The Contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in Contractor security matters or processes.

5.1.2. Contractor must have prior approval for personnel to work in any restricted areas aircraft taxiway or aircraft parking ramps. A letter to Contracting Officer with employee's name, SSN, and what dates they will be working in any restricted areas. This letter will be made available to Contracting Officer no-less-than 7 working days prior to start of work to allow for coordination with Base Security-Forces.

5.1.3. All workers will have a flight line restricted area security, noise safety, and Foreign Object Detection (FOD) briefing before being allowed to enter aircraft taxiway or parking ramp area.

5.1.4. The Contracting Officer and/or Contracting Officer Representative shall provide guidance and directions for restricted area access during Pre-Construction meeting and anytime thereafter.

5.1.5 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable laws or regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.

5.1.6 The contractor’s employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety and security regulations while on the installation. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contractor employees shall carry proper identification with them at all times, and shall be subject to such checks as may be deemed necessary. The contractor shall ensure compliance with all regulations and orders of the installation, which may affect performance.

5.1.7 The Government reserves the right to direct the removal of an employee from Government property or revoke access to Government systems for misconduct, security reasons, or any overt evidence of communicable disease. Removal of contractor employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.

5.1.8 Recognized Holidays: The following are recognized United States (US) holidays. The contractor shall not perform services on these days:

5.1.8.4 Memorial Day

5.1.8.5 Juneteenth: June 19th

5.1.8.6 Independence Day: July 4th

5.1.8.9 Veteran’s Day: November 11th

5.1.8.10 Thanksgiving Day

5.1.8.11 Christmas Day: December 25th

5.1.9 Period of Performance (PoP): The Period of Performance shall be 120 days. Base Year of 12 months and ___N/A_____ 12-month option years.

5.1.10 Place and Performance of Services: The contractor shall provide services between the hours of 0730 - 1630 on Tuesday through Friday except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Performance shall be at National Air Station Joint Reserve Base, New Orleans, LA. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this SOW when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential. Teleworking is not authorized.

5.1.11 The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Department of Defense (DoD) installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation. The contractor, nor the contractor employees / sub-contractors, will be allowed to utilize a DoD identification as a means of identification while on the installation for the purposes of working on project mentioned above.

5.1.12 The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver s license, current vehicle registration, valid vehicle insurance certificate, and to obtain a vehicle pass.

5.1.13. During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.

5.1.14. When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with, but not limited to: AFI 31-101, Integrated Defense, and DODMAN5200.02_AFMAN 16-1405, the Air Force Personnel Security Program.

5.1.15 Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.

5.1.16 Failure to comply with these requirements may result in withholding of final payment.

5.1.17 For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Air Force Instruction (AFI) 10-245, AFI 31-101 and Air Force Manual (AFMAN) 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by Government representative)

5.2. PERFORMANCE:

5.2.1. Submission of bids by a Contractor shall be accepted as prima fascia evidence that has examined the specifications and drawings and has satisfied himself as to the nature and location of the work and all other matters, which can in any way affect the work or cost thereof under this contract. Any failure of the Contractor to acquaint themselves with all available information, including a physical survey of the site of the proposed work, will not relieve him from successfully performing all the work required to be done for a complete, finished job.

5.2.2 The above brief outline of principle features of the work in no way limits the responsibilities of the Contractor to perform all work and furnish all plant, labor, and material required by the specifications and plans referred herein.

5.2.3. The Contractor may use any article, etc., for which they have requested, in writing from the Contracting Officer prior to bid, and received written notification of acceptance as a product.

5.2.4. All work performed under this scope of work shall be conducted in accordance with applicable Federal, State, and Local regulations, ANG policies and regulations.

5.2.5. Work will conclude with final acceptance by the Contracting Officer or Contracting Officer Representative, warranty delivery, and financial closeout.

5.2.6. Contractors are responsible for verifying all measurements required for bidding purpose during site walk through.

5.3 BARRICADES:

5.3.1 The Contractor will provide barricades sufficient to prevent vehicles and pedestrian traffic from inadvertently entering the construction area on an “as needed” basis, where it is reasonable or required. Coordinate with building personnel regarding entryways/exits. Upon completion of the work, Contractor shall remove the safety barriers from the work areas.

5.4. SCHEDULE:

5.4.1. A proposed schedule on an AF Form 3064 or similar document, will be submitted and accomplished in accordance with a mutually agreed upon schedule between the Contractor, the Base Civil Engineer (BCE) or BCE Representative, and the Contracting Officer or the Contracting Officer Representative.

5.4.2. Construction schedules shall outline critical paths, project milestones, submittal deadlines, and all scheduled meetings.

5.4.3. Initial schedule will be submitted to the Contracting Office NLT 7 working days prior to the Pre-construction meeting. The Contracting Officer and/or Contracting Officer Representative and the Base Civil Engineer (BCE) and/or BCE Representative will review the schedule and approve or request changes during the Pre-construction meeting.

5.5. MEETINGS:

5.5.1. The Contractor will record and provide written meeting minutes for all construction meetings beginning with the Pre-Construction meeting.

5.5.2. All meeting minutes will be on Contractor’s letterhead, memo format and will include: attendance sheet, date of meeting, time of meeting, location of meeting, list of decisions, and comments provided.

5.5.3. All meeting minutes will be submitted to the Contracting Officer and Contracting Officer Representative no less than 5 calendar days after the date of the meeting for acceptance.

5.6. ENVIRONMENTAL COMPLIANCE:

5.6.1. The Contractor shall comply with all Federal, State, and Local regulations pertaining to the protection of the environment and the emission of hazardous pollutants in the performance of this contract. All correspondence or discussions with Federal, State, and Local environmental regulatory agencies will be discussed and coordinated with the Contracting Officer, the Contracting Officer Representative and the 159FW Environmental Management Office.

5.6.2. The Contractor shall report all chemical spills to the Contracting Office, Contracting Officer Representative, and the 159FW Environmental Management Office. Spills shall be properly contained and disposed of by the Contractor with the coordination of the 159FW Environmental Management Office and the Navy Environmental Management Office.

5.7 QUALITY CONTROL (QC):

5.7.1 The contractor shall develop and maintain an effective QC Plan (QCP) to ensure services are performed in accordance with this Statement of Work and the architectural/engineering drawings and specifications provided. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP is the means by which it assures itself that its work complies with the requirements of the contract. As a minimum, the contractor shall develop QC procedures that address the areas identified in Technical Exhibit 1, Performance Requirements Summary (PRS). A final QCP shall be submitted to the Contracting Officer Representative (COR) NLT 10 days after contract award. After acceptance of the QCP, the contractor shall obtain the Contracting Officer’s (KO’s) acceptance in writing of any proposed changes to its QCP.

5.7.2 Quality Assurance (QA): The Government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government will do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) or defect rate(s).

6. SITE CONDITIONS:

6.1. DEMOLITION AND PREPARATION WORK:

6.1.1. The Contractor is responsible to protect existing facilities from damage resulting from the demolition associated with this project.

6.1.2. The Contractor shall replace all damaged materials with new materials, to the satisfaction of the Contracting Officer Representative, at no additional cost to the Government.

6.1.3. The Contractor shall bring any unforeseen project conditions to the attention of the Contracting Officer and the Contracting Officer Representative immediately.

6.1.3.1. Differing site conditions, which may alter the scope of work, shall be approved by the Contracting Officer prior to such work to be performed.

6.2. WEATHER CONDITIONS:

6.2.1. Protection from the elements will not be provided by the Government for Contractor provided materials, personnel nor equipment.

6.3. FIELD MEASUREMENTS:

6.3.1. The Contractor shall verify all measurements at the project site and become fully acquainted with the location and project conditions before bidding the work.

7. SUPERVISION:

7.1. The Contractor shall have a competent superintendent in charge of the work at all times. Anyone found incompetent shall be removed at once and replaced by someone satisfactory when requested by the Contracting Officer or the Contracting Officer Representative.

7.2. The Contractor shall report ALL labor hours (including subcontract labor hours) required for performance of services provided under this contract for the Louisiana Air National Guard via sam.gov.

8. SITE SAFETY:

8.1. The Contractor shall provide and maintain work environments and procedure which will:

8.1.1. Maintain OSHA compliance at the job site and while on Louisiana Air National Guard property;

8.1.2. Safeguard the public and government personnel, property, materials, supplies and equipment exposed to Contractor operations and activities;

8.1.3. Avoid interruptions of Government operations and delays in project completion dates;

8.1.4. Control costs in the performance of this contract.

8.2. The Contractor shall ensure that any additional measures the Contracting Officer or the Contracting Officer Representative determines to be reasonable and necessary for the purposes of safety are applied.

8.3. If any kind of welding, brazing, soldering, metal cutting or grinding and any work which has the potential to create a flammable hazard will require the Contractor to obtain a Hot Work Permit from the Louisiana Air National Guard and/or the Navy Public Work Department.

8.4. The Contractor will provide barricades sufficient to prevent vehicles and pedestrian traffic from inadvertently entering the construction area on an “as needed” basis, where it is reasonable or required. Upon completion of the work, Contractor shall remove the safety barriers from the work areas.

8.5. The Contractor is required to provide a current mishap prevention plan to the Contracting Officer or the Contracting Officer Representative before the ‘Notice to Proceed’ will be issued.

8.6. If the contract requires confined space entry the Contractor will provide, to the Contracting Officer and the Contracting Officer Representative, a copy of their training plan and proof that personnel conduction the confined space entry has been trained according to IAW and OSHA guidelines.

9. ANTITERRORISM FORCE PROTECTION:

9.1. The Contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer or the Contracting Officer Representative. The Contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s security forces. The Contractor shall ensure compliance with all personal identity verification requirements as directed by local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in Contractor security matters or processes.

9.2. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

9.3. All Contractor employees, to include subcontractor employees, requiring badged access to Government Installations, Facilities and Controlled Access areas shall complete AT Level 1 awareness training within 30 calendar days after contract start date. Certificates of completion for each affected Contractor employee and subcontractor employee will be maintained by the Contracting Officer or the Contracting Officer Representative. 10. CLEAN-UP:

10.1. During the progress of this project, the Contractor shall at all times keep the residue from work from being dragged, tracked off, or blown onto surrounding areas. This also includes the active taxiways, runways and road adjacent to the work area. The immediate work area will be cleaned at the end of each workday. Any debris carried out of the work area by vehicles, equipment, wind, water, etc. must be collected and stored properly immediately, or as directed by the Contracting Officer or the Contracting Officer Representative. All “clean up” shall be accomplished by the Contractor at no cost to the government. The entire work area shall be properly cleaned and left free from all scraps, waste, etc. leaving a neat professional appearing worksite that complies with all environmental laws. At the completion of the project, the Contractor shall remove all materials and residue from the job site and any work area. The debris cleaned up will be disposed of in a manner acceptable with current environmental standards. The Contractor shall be responsible for any damage caused to Government facilities, equipment or property through employee, sub-contractor or vendor negligence to maintain a clean work site.

11. DEFINITIONS AND ACRONYMS

11.1 Definitions:

Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

Defective Service: A service output that does not meet the standard of performance associated with the SOW, and the architectural/engineering drawings and specifications.

Deliverable: Anything that can be physically delivered and includes non-manufactured things such as meeting minutes or reports.

Key Personnel: Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

Physical Security: Actions that prevent the loss or damage of Government property.

Quality Assurance: The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

Quality Assurance Surveillance Plan (QASP): An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

Quality Control: All necessary measures taken by the Contractor to ensure that the quality of an end product or service shall meet contract requirements.

Subcontractor: One that enters into a contract with a prime contractor.

12. GOVERNMENT FURNISHED PROPERTY

12.1 Material, Equipment and Services (GFP/M/E/S): The Government will provide the property, material, equipment, and/or services listed below solely for the purpose of performance under this contract:

12.2 Property: None.

12.3 Materials: The Contractor shall provide all new material to complete renovation requirements stated in this SOW, and architectural/engineering drawings and specifications.

12.4 Equipment: The Contractor shall provide all new material to complete renovation requirements stated in this SOW, and architectural/engineering drawings and specifications.

12.5 Services: None.

12.6 Utilities: All utilities in the facility will be available for the contactor’s use in the performance of this contract. The contractor shall instruct employees in utilities conservation practices. The contractor shall operate under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount. If utilities are not available in Building 119 the Contractor is responsible for providing necessary utilities needed to accomplish stated work and to maintain a sanitary work site IAW applicable laws and regulations.

12.7 Contractor Furnished Property, Materials, and Equipment (CFP/M/E): The Contractor shall provide all material and equipment, and other incidental work required to complete the Building 119 renovation.

12.8 General: Except for those items specifically stated to be Government-Furnished, the contractor shall furnish everything required to perform these services as indicated in the SOW, and the architectural/engineering drawings and specifications.
