About this file
This justification document is for a sole source procurement of a power supply under solicitation SPE7L323C0032 by the Defense Logistics Agency Land and Maritime. The procurement is for an unidentified part number 1000530-009 that is determined to be a non-commercial item based on market research finding no sales to the private sector. Only two potential sources were identified through a market survey, both small businesses, but both indicated the item is not commercial. No responses were received to a sources sought notice on SAM.gov. The technical data is not available to permit full and open competition due to a certification on file. The prior procurement of four units in February 2019 for $90,372 was below the simplified acquisition threshold and did not require a justification. The contracting officer determined the anticipated cost to the government would be fair and reasonable based on historical pricing and other techniques.
