This document is a Sole Source Justification for the acquisition of replacement sponsons for three USMI 9M Rigid Inflatable Boats (RIBs). Source Selection Information – See FAR 2.101 and 3.104
The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
These are direct replacements to existing sponsons that are manufactured by Wing Inflatables. The current sponsons are damaged beyond repair. The replacements must be an exact match and compatible in all aspects (form, fit and function).
The required items are available via the Supply system under NSN 2040-01-708-8170; however, these are backordered until February 2025. The sponsons are mission critical to bring the boats in operational status as soon as possible and a delay to this magnitude is not feasible.
These are "direct replacement" parts/components for existing equipment.
The current sponsons are damaged beyond repair and the required items are an exact replacement. Upon receipt, these sponsons will go through a 24 hour test to make sure they do not have holes in them and then be installed directly onto the boat.
Other information to support a sole source action:
Currently three (3) USMI 9M boats are inoperable. Allowing these boats to remain offline until February 2025 will have a direct negative impact on maintaining SABAR’s mission.
