SPECIFICATIONS
Agency Requirements – Salient Characteristics and Specifications
Navy Region Mid-Atlantic Fire & Emergency Services has more than 630 employees operating in a multi-state area.
With 29 fire stations in ten different states, the age of the fire stations range from the 1940s to 2010s, with some stations having documented issues with poor air circulation and heating, and air condition problems. The purpose of this solicitation is to procure room air purifiers for not only better air quality for the firefighters living in the station anywhere between 24-48 hours at a time, but to clean the air of virus and bacteria that can be as small as 0.08 microns. With cleaner air, the employees would be healthier and may reduce sick call outs.
The fire department intends to provide better air quality and protection from airborne viruses (i.e. COVID-19), bacteria, and allergens by placing room-sized High-efficiency Particulate Air (HEPA) air purifiers in bunkrooms and common areas of the fire stations.
Salient Characteristics
1) 110-120 volt power supply
2) Performance: 425 cubic feet per minute (CFM) or greater when operating at maximum setting/highest flow capacity
3) Multi-level/multi-stage filtration including:
a. HEPA (certified to American Society of Mechanical Engineers (ASME) and Department of Energy
(DOE) standards
b. Antimicrobial filtration
c. Activated Charcoal for chemical, volatile organic compounds, ozone, and odor filtration.
Encapsulation media or some other mechanism must be used to prevent excessive charcoal disbursement/clogging of other filtration elements with charcoal.
4) Ongoing availability of replacement filters from U.S.-based manufacturer/retailers, and/or original equipment manufacturer (OEM)
5) Made/assembled in the USA preferred
6) Minimum five (5) year warranty on mechanical (fan and fan motor) parts
7) Devices must be portable and moveable by a single person (individual unit weight of less than 70 pounds is preferred). Consumer-level installation and set-up must be possible (no requirement for technician/professional-installation).
8) These filters/purifiers will operate in fire stations, facilities that are operated continuously. Frame/external case construction of high-density polyethylene (HDPE) or similar very durable material is preferred.
9) Frame/external case must be durable, water resistant, bacteria resistant, and cleanable with common institutional cleaning solutions and disinfectants.
10) Devices must be aesthetically “neutral” and acceptable for use in business and living areas. Neutral external case colors of white (or off-white), gray, or black are preferred.
11) Must be delivered to all locations within 60 days of contract award
12) Pricing/bid must be inclusive of product delivery FOB to a total of nine (9) separate sites (complete shipping/freight costs must be included in the proposal/bid).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(ii) Examples.
(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability.
Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appear rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals Contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).
