NOTICE TO OFFERORS
1. This solicitation is for the procurement of CONFIDENCE BUILDING WORKSHOP in support of NAVAL BASE EVERETT CREDO. It is anticipated that this solicitation will result in an award of a Firm, Fixed-Price Service type contract.
2. The entire solicitation shall be filled out, signed, and returned as part of your quote. See block 8 on page 1 of the solicitation for the closing date and time.
3. The deadline for submission of questions regarding the solicitation’s terms, conditions, specifications, and/or the statement of work (SOW) / performance work statement (PWS) is 1 days prior to the solicitation’s closing date.
4. The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote/offer, which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer.
5. SINGLE AWARD FOR ALL ITEMS: Due to the interrelationship of supplies and/or services to be provided hereunder, the Government reserves the right to make a single award to the quoter whose quote is considered in the best interest of the government, price and other factors considered. Therefore, quoters who quote less than the entire effort specified herein may be determined to be unacceptable.

Base Access Defense Biometric Identification System (DBIDS):
Commander, Navy Installations Command (CNIC), has established the Defense Biometric Identification System (DBIDS) to improve management and force protection at Navy installations. The Navy has transitioned from using The Navy Commercial Access Control System (NCACS) to the DBIDS for contractors and vendors requiring access to an installation.
DBIDS is a standardized process for granting unescorted access privileges to vendors, contractors, Suppliers, and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek Access to and can provide justification to enter Navy installations and facilities. Visiting vendors may obtain daily passes directly from the individual Navy Installations by submitting identification credentials for verification and Undergoing a criminal screening/background check. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment registration, backing vetting, screening, issuance of credentials through a designated independent contractor DBIDS service provider.
STATEMENT OF WORK
SECTION 1:
1.1 BACKGROUND: Navy Region Northwest Chaplains Religious Enrichment Development Operation (NRNW CREDO) provides specialized forms of ministry that supports the Spiritual Readiness of Active Duty and their immediate family members, and members of reserve components in an active status and their immediate family members of the Navy, Marine Corps and Coast Guard. These Sea Service personnel are enabled to develop personal and spiritual resources and grow toward increased functional ability, religious maturity and acceptance of responsibility. NRNW CREDO delivers training that improves lives, relationships, and unit readiness. The Personal Growth Retreat (PGR) is an essential vehicle for the delivery of Spiritual Readiness training.
A mission-critical form of NRNW CREDO Spiritual Readiness training at the Naval Base Everett Detachment (NSE DET) is the Retreat format. In order to remove people from the pressures and entanglements of daily military life, these retreats are held at civilian sites. The Commuting distance to the venue must be within 60 miles from the nearest major NRNW installation - Naval Base Everett – without the use of Washington State ferries. This PWS envisions eight (8) PGR Events during the desired time frame.
1.2 SCOPE OF WORK: The contractor shall furnish all facilities, furniture, equipment and supplies, management supervision and labor to provide meeting spaces and to be held at a civilian site, off base hotel/camp & conference facility. He facility should include indoor/outdoor recreation and fitness facilities, meeting spaces and lounges, campfire pit, game rooms, and access to nature trails within National/Washington State Parks within walking distance. Such services shall be provided in accordance with Washington State rules and regulations and in accordance with the conditions set forth in this Statement of Work.
1.3 CONTRACTORS FACILITY: Must meet and be in compliance with applicable requirements:
1.3.1 COVID-19 mitigation protocols to include:
a. Mask protocols in public spaces according to current CDC guidelines
b. Wash and sanitation stations available
1.3.2 The Americans with Disabilities Act (ADA) (Public Law 101-336), including changes made by the ADA Amendments Act of 2008
1.4 PERFORMANCE PERIOD: Estimated/Preferred Dates:

1.4 LIABILITY: The Government assumes no liability for damage caused by the participants.
The Government assumes no liability for any additional phone call charges made by the participants of the event. The contractor shall be responsible for resolving any damage claims caused by an occupant; and, the contractor shall be responsible for notifying the Surveillance Officer or his/her designated representative of any claims against an occupant and the nature of the incident not later than 24 hours after the departure day.
SECTION 2: FACILITY/LODGING REQUIREMENTS
2. Facilities shall be made available from 8:30 a.m. on the first day of the event until 4:30 p.m.
on the second day of the event for the date(s) specified with the following additional requirements:
a. To be held at an off-base, civilian camp and conference center. Amenities must include indoor/outdoor recreation and fitness facilities, libraries or game rooms, nearby access walking/hiking trails and scenic or waterfront views. Location within a mountain community and adjacent to National/State Park is required.
b. Contractor furnishes all facilities, furniture, equipment (except government owned AV equipment), supplies, management supervision and labor for all lodging, meals, and meeting rooms for each CREDO event.
c. On-site food and beverage service shall be provided as follows:
i. Schedule: Day 1 (lunch, continuous afternoon beverage service, dinner, evening social) Day 2 (breakfast, lunch, continuous beverage service throughout the day)
ii. Breakfast: Full breakfast to include items such as pastries, cold cereal, fruit, eggs, bacon or sausage, pancakes or waffles or French toast, hot oatmeal, milk, and juice. Dietary accommodations of special dietary needs must be available upon request.
iii. Lunch: To include salad, fruit, vegetables, main course, dessert, coffee/tea and cold drinks. Dietary accommodations of special dietary needs must be available upon request.
iv. Dinner: To include salad, fruit, vegetables, main course, dessert, coffee/tea and cold drinks. Dietary accommodations of special dietary needs must be available upon requst.
v. Evening Social: Beverage and social hour snack service to include, at minimum, “s’mores” ingredients (weather permitting).
vi. Alternate food options shall be available for all meals upon request to accommodate special dietary needs: vegetarians, vegans, allergies, etc...
vii. Meals will be at least one hour in length and served at times according to the CREDO schedule. Venue will be provided a copy of the schedule at least one week prior to the event.
viii. Beverage Service and snacks - Cold water, sodas, coffee and tea (regular and decaf), hot chocolate, sugar, sugar substitute, cream, cholesterol free cream substitute, cups, napkins, stir sticks or spoons. Packaged snacks such as trail mix, nuts, cookies, granola bars, pastries, etc… Also to include some sort of vegetable tray or offering.
d. Conference room separated from adjoining rooms preferred.
e. Campfire pit access (weather permitting) or use of indoor fireplace.
f. Clean and attractive appearance.
g. Conference room/meeting space: Minimum of approx. 650 sq. ft with enough room for group training and social gathering. Tables and chairs for 30 people. Room must have A/V capabilities, and space for beverage and snack service so it doesn’t interfere with the programming.
h. Outdoor Recreation Space: Exclusive use of large grass field (approx. 1000 square feet), as well as access to hiking trails and National/State parks.
i. Lodging: Maximum of 16 rooms equipped with two single beds and linen service. Two participants per room up to 28 participants total. Two private rooms, one for each of the two facilitating CREDO Staff. Shared modern bathroom facilities in lodges is acceptable.
j. Cigarette/cigar smoke and Vape free facility with designated smoking area that complies with the Washington Clean Indoor Air Act, Chapter 70.160 RCW.
2.1 Commuting distance to the venue must be within 60 miles from the nearest major NRNW installation - Naval Base Everett – without the use of Washington State ferries.
2.2 The number of participants attending could range between 20 – 28 participants, plus 2 facilitating CREDO staff; Maximum of 30 people.

(d) Comptroller General Examination of Record. (a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF.

Information, including business sensitive/confidential or proprietary data, that the offeror provides to the Government or information already in the possession of the Government may be viewed and utilized by the AbilityOne Program support contractor personnel during the course of its contract performance. The information that may be made available to the support contractor may include, for example, pricing and technical proposals, historical contract, pricing and performance information, Commercial Asset Visibility (CAV) reporting information and similar data/information.
By submission of a proposal in response to this solicitation, the offeror and its subcontractors consent to a release of their business sensitive/confidential or proprietary data to the Government's AbilityOne Program support contractor personnel in order to perform close out services. Prior to the release of any such information to the support contractor, the support contractor will have in place with the Government a Non-Disclosure/Non-Use Agreement in accordance with the terms of the AbilityOne Program support contract.
Offerors may execute their own Non-Disclosure Agreement with the AbilityOne Program (AbilityOne contact information available from the contracting point of contact). The support contractor must provide copies of the executed agreements to the Contracting Officer and the Contracting Officer's Representative (COR) for the support contract; and the offeror/contractor for this acquisition must provide copies of the executed Agreement to the Contracting Officer for this acquisition. If the offeror/contractor seeks such a Non-Disclosure Agreement with the AbilityOne Program support contractor, the Agreement must be executed no later than the date of final delivery under the resulting NAVSUP FLC PS contract.
