REQUEST FOR PROPOSALS:
3rd Street Connector – Engineering Services
PROJECT RFP 63-25

SECTION 1: INTRODUCTION & BACKGROUND
The City of Cañon City, Colorado is soliciting proposals from qualified firms for survey, design engineering, and environmental clearance services related to development of plans and specifications for a TAP (Transportation Alternatives Program) funded project to construct an enhanced pedestrian connection between Main Street and the Riverwalk Trail along the 3rd Street Corridor.

This will be a not-to-exceed contract paid monthly. City may elect to proceed with a split or partial award based on the available funding, timing, and other priorities for the city.
Background
This project proposes to complete all the work necessary to arrive at a full set of biddable plans and specifications for the construction of a project titled “3rd Street Connector”. The project seeks to construct an enhanced pedestrian connection within the 3rd Street Right-Of-Way between Main Street and the Riverwalk Trail. The project will build on the previously completed work from the US-50 Pedestrian Improvement Projects (2024), the Main Street Reconstruction and Streetscape (2025), and the upcoming construction work at Clocktower Plaza (2026). The goal of the project is to create a vibrant and enhanced pedestrian corridor that helps solidify the connection between Main Street and the River.

The city has obtained a $540,000 TAP grant towards this effort and has committed a grant match of $135,000 for a total of $675,000 which is available for construction costs. In addition to the construction costs the city is prepared to commit up to $75,000 in city funds towards the design effort of this project.
The TAP grant has been awarded by CDOT (Project #25893) and is cleared to begin design. Junior Rodriguez will be the CDOT Local Agency Engineer assigned to the project.
The finished project will ideally include an enhanced pedestrian route, with appropriate signage, and amenities connecting Main Street and the Riverwalk Trail. The initial staff vision for the project includes utilizing the west side of 3rd Street as the primary route for the project as that also abuts city properties like Veteran’s Park and the large parking lot along the Arkansas River which is City owned. Impacts and improvements may be necessary at the US-50 crossing, the Oil Creek ditch crossing, to the Veteran’s Park driveways, to the railroad crossing, and to the city owned parking lot access points south of the railroad to develop a complete project. The exact route and the anticipated impacts are not set in stone, and the city is open to considering alternatives that provide for the project goals in different ways.
The city’s goal is to have a project cleared through all CDOT process and ready for bidding by October 2026 to allow for construction during the 2026/2027 season with a goal to be completed by April 2027.
Project Details Below is a summary of the anticipated major tasks and requirements for the project. This list is not intended to be all inclusive but rather intended to convey a rough outline of the anticipated steps:
Survey – Work will require a topographical survey of the project limits and any areas adjacent to the project limits necessary to complete the project design. Work may include review of plats and easements to establish the right-of-way in some areas where it is less clearly defined.
Geotechnical Engineering – May or may not be necessary based on the proposed scope of work.
Subsurface Utility Engineering – Work will be required to obtain the appropriate quality level data to design the underground elements of the project.
Design Engineering – Work will include design of the required and elected project elements.
Delivery will include complete plans and specifications inclusive of incorporating and customizing city standard contracting documents.
Railroad & PUC Coordination – Work between the city, the railroad (Rock And Rail), and the Public Utilities Commission (PUC) to conduct the necessary meetings and fulfill the requirements needed for the track crossing improvements.
Permits – Work will at a minimum require obtaining a floodplain development permit. Work will likely also impact the regulatory floodway at the southern reaches where the tie-in to the

Riverwalk Trial will occur. A CDOT Special Use Permit may be required for any work within the CDOT Right-Of-Way (US-50).
Landscape Architecture – Work will include elements beyond basic civil design to find the right blend of amenities to include within the project that tie together the existing elements of the Riverwalk Trail and Main Street into a cohesive package.
CDOT Coordination & Clearance – Work will include coordinating with CDOT on the project development and submittal process and working through the full CDOT clearance project for the process which may include right-of-way, environmental, SHPO, Utility, and other necessary clearances.
The intent of the scope of services is to provide complete engineering and environmental clearance services from start to finish for this project. The inclusion/exclusion of specific elements in this request for proposals is not binding on the city. Submitters should expect to provide a complete and comprehensive proposal that will take these projects from inception to completion. The city will not consider change orders or additions for work aside from items clearly added or modified at the city’s request

SECTION 2: CONTENT OF PROPOSAL
Content: To be considered for selection, each firm must submit, at minimum, the following information in keeping with the following format and identifying each item by number and letter. Documents shall be submitted in PDF Format electronically online through BidNet Direct.
A. Letter of introduction. Briefly describe the firm and the name, address, email, and phone number of the primary point of contact between the firm and the city.

B. Project Team and Structure. Identify a single primary point of contact (Project Manager) within the firm and an organizational chart for up to three (3) additional key staff that will likely be involved in the project delivery based on the qualified tasks. Provide resumes and experience of the identified staff.
C. Relevant Project Experience. Provide details on a minimum of three, maximum of five comparable projects or contracts you have performed similar work on in the past.
D. References. Provide at least three (3) references that may be contacted for verification of the respondent's experience and qualifications. Wherever possible references should include a minimum of two public agencies for which similar services have been performed and provide names and telephone numbers of personnel who can be contacted regarding the services you have provided.
E. Location. Provide a location where the bulk of the work will be performed. Full points will be awarded for firms providing a bulk of those services within Fremont County and decreasing points assigned for firms with a bulk of the work outside of Fremont County based on the relative distance from Cañon City.
F. Project Understanding and Approach. Provide details outlining your specific approach to the project. Walk through all the steps necessary for successful delivery of this project for the community and highlight your specific approach to those elements. Include any major challenges and opportunities that you foresee.
G. Schedule. Provide a project schedule that covers the major milestones for this project and discuss how that can or cannot be aligned to meet the project goals.
H. Compensation / Payment Schedule. Provide a not to exceed cost, an hourly staffing breakdown, and any sub vendor quotes/proposals. Separate pricing and payment schedules should be provided for each of the major tasks in the event that a partial or split award is considered.
SECTION 3 – RFP/RFQ INSTRUCTIONS AND RESPONSE
Submittal, review, scoring and selection of RFP’s will be as outlined below.
Pre-Submittal Meeting
Vendors will be given an opportunity to meet with Cañon City Staff to ask questions as well as offered an opportunity to conduct a walkthrough of the existing facility and the proposed site. The pre-submittal meeting will be held as follows:

Attendance at this pre-submission meeting is not mandatory.

Any additional questions either before or after the pre-submittal meeting must be submitted via BidNet.
Deadline for questions is August 21st, 2025 (12PM). Any questions after that deadline are not guaranteed a response. All questions from the pre-submittal meeting will be answered via addendum to be distributed to the prospective bidder list no later than August 22nd, 2025.
Proposal Submittal Vendors will prepare proposals in compliance with all of the instructions outlined in the RFP. Partial or incomplete proposals may be rejected. A staff member with the legal authority to bind the vendor must sign the proposal in ink. All proposals must be firm for acceptance for 180 days following the proposal period.

RFP / RFQ Evaluation:
If an award is made because of this RFP/RFQ, it shall be done so based on an evaluation of the following factors:

Proposals will be scored by a team of City Staff and/or elected officials.
False or Misleading Statements:
Vendors must take great care to ensure sufficient information has been provided to allow Cañon City to evaluate the technical solution being offered, any options proposed, pricing of all offerings, and all supporting information, technical documentation, references and points of contact, corporate capabilities, etc.
Vendors shall be aware that if, in the opinion of the City of Cañon City, a proposal contains false or misleading information of any kind or does not contain sufficient detail to fully evaluate the technical solution or proposed price, Cañon City reserves the right, in its sole discretion, to reject the proposal.
Vendors also understand that if the information provided does not support a function, attribute, capability or condition as proposed by the vendor, Cañon City may reject the proposal.

Acceptance of Proposal Content:
Once a potential vendor is identified, Cañon City will enter into negotiations with this vendor to finalize a contract. The contents of the RFP response and all pricing, terms and statements contained therein will be binding upon the vendor. Upon acceptance of the Proposal by the City of Cañon City, the successful Proposal, including all terms, conditions and pricing contained therein, may be incorporated into the awarded contract. Vendors understand that failure of the potentially successful vendor to finalize a contract may result in the selection of another offer or rejection of the submitted Proposal.
Vendors must take great care to respond to all requirements of this RFQ/RFP to the maximum extent possible. Vendors must clearly identify any limitations and/or exceptions to the requirements inherent in the proposed system. Vendors further understand that alternative approaches will be given consideration if the proposed approach clearly offers increased benefits to Cañon City.
No Obligation to Buy:
The City of Cañon City reserves the right to refrain from contracting with any vendor. The release of this RFP does not compel Cañon City to purchase.
Withdrawal of Proposals:
Vendors may withdraw a proposal that has been submitted at any time up to the proposal closing date and time. To accomplish this, a written request signed by an authorized representative of the vendor must be submitted to the RFP Contact stated on the first page of this RFP. The vendor may submit another proposal at any time up to the proposal closing date and time.
Cost of Preparing Proposals:
The City of Cañon City is not liable for any costs incurred by vendors in the preparation and presentation of proposals and demonstrations submitted in response to this RFP.
Business Compliance
Vendor must be in compliance with all local, county, state business licensing, bond and insurance requirements. Proof of such compliance shall be required during final contract negotiations with the potentially successful bidder.
Vendor Responsibility:
Unless otherwise stipulated, vendor shall provide, and pay for, all materials, labor, tools, equipment, transportation, and other facilities necessary for the performance and completion of the work.
Single Point of Responsibility:
The City of Cañon City expects to have a single point of contact, i.e. a single point of authority and a single contracting entity for this project. Cañon City will not enter into any agreement that does not provide a single point of accountability for the completion of the project. All subcontractors are to be listed in the RFP response and are subject to approval by Cañon City staff. Likewise, Cañon City will provide a single point of contact/authority for the project to facilitate the coordination of efforts.

The selected vendor will be required to enter into a Professional Services Agreement with Cañon City upon finalization and acceptance of a priced proposal. A copy of the City standard PSA is included as an attachment to this document for reference.
