STATEMENT OF WORK (SOW)
FOR
USCG TRAINING CENTER YORKTOWN
INTERNATIONAL DIVISION
LODGING SERVICES
1.0 GENERAL
1.1 BACKGROUND
The United States Coast Guard’s International Training Division host foreign military officers from around the world to provide military training and cultural awareness of The United States. Some of the training provided takes place away from the primary training location. To facilitate this off-site training, the Coast Guard utilizes commercial lodging services.
1.2 SCOPE
This contract is intended to provide lodging accommodations for the International Maritime Officers
Course (IMOC) during their off-site training. This will involve a total of 14 nights in the following cities:
Jacksonville, NC (3 Nights); Charlottesville, VA (1 Night); Mystic, CT (2 Nights); Boston, MA (3
Nights); Manhattan, NY (3 Nights) Washington, DC (2 Nights).
1.3 OBJECTIVE
The contractor is responsible for providing lodging services for course participants in the specified cities.
Lodging arrangements should adhere to the following guidelines:
• If any changes occur after awarding of this contract, immediate notification must be made to the
United States Coast Guard.
• Comfortable and secure accommodations for the specified number of nights.
• Amenities that meet the standard requirements for comfortable stays.
• Proximity to training venues or convenient transportation options.
The contractor will secure accommodations for participants in the following cities, ensuring an efficient and smooth check-in and check-out procedures for participants:
• Jacksonville, NC (Number of nights: 3)
• Charlottesville, VA (Number of nights: 1)
• Mystic, CT (Number of nights: 2)
• Boston, MA (Number of nights: 3)
• Manhattan, NY (Number of nights: 3)
• Washington, DC (Number of nights: 2)

2.0 SPECIFIC REQUIREMENTS/TASKS
2.1 TASK ONE:
2.1.1 Jacksonville, NC
The Contractor must furnish lodging accommodations within Jacksonville, NC. Geographic restrictions require a hotel bound by the following streets: east of Gum Branch Road, south of Henderson Drive, west of Western Boulevard, and north of N Marine Boulevard (see Technical Exhibit 1). Occupancy will be 3 nights. Check in will be on 09 March 2026 and checkout will be 12 March 2026. The Contractor must provide rooms and breakfast meal vouchers as follows:

2.1.2 Charlottesville, VA
The Contractor must furnish lodging accommodations within Charlottesville, VA. Geographic restrictions require a hotel bound by the following streets: east of UVA Hospital, south of Booker Park, west of Meade Park, and north of Belmont Park (see Technical Exhibit 2). Occupancy will be for 2 nights. Check-in will be 19 March 2026, and checkout will be 20 March 2026. The Contractor must provide rooms and breakfast meal vouchers as follows:

2.1.3 Washington, DC
The Contractor must furnish lodging accommodations within Washington, DC. Geographic restrictions require a hotel bound by the following streets: east of 14th ST NW, south of H ST NW, west of 8th ST
NE, and north of E ST SW (see Technical Exhibit 3). Occupancy will be for 2 nights. Check-in will be
30 March 2026, and checkout will be 01 April 2026. The Contractor must provide rooms and breakfast meal vouchers as follows:

2.1.4 Mystic, CT
The Contractor must furnish lodging accommodations within Mystic, CT. Geographic restrictions require a hotel bound by the following: east of W Mystic Ave, South of I-95, west of Pequotsepos Rd and north of Stonington Rd (see Technical Exhibit 4). Occupancy will be for 3 nights. Check-in will be 01 April
2026, and checkout will be 03 April 2026. The Contractor must provide rooms and breakfast meal vouchers as follows:

2.1.5 Boston, MA
The Contractor must furnish lodging accommodations within Boston, MA. Geographic restrictions require a hotel bound within the following landmarks: east of Berkeley St, south of the Charles River, west of Boston Harbor, and north of I-90 (see Technical Exhibit 5). Occupancy will be for 2 nights.
Check-in will be 03 April 2026, and checkout will be 06 April 2026. The Contractor must provide rooms and breakfast meal vouchers as follows:

2.1.6 Manhattan, NY
The Contractor must furnish lodging accommodations within Manhattan, New York City. Geographic restrictions require a hotel bound within the following streets: east of 8th Ave, south of 59th ST, west of
3rd Ave, and north of 42nd ST (see Technical Exhibit 6). Occupancy will be for 3 nights. Check-in will be
06 April 2026, and checkout will be 09 April 2026. The Contractor must provide rooms and breakfast meal vouchers as follows:

2.2 REQUIRMENT TWO. ROOMS:
2.2.1 The sleeping facilities furnished must be solely based on one individual to a bed with no more than two individuals to a room for double occupancy.
2.2.2 Rooms must be provided to lodge male guests separately from female guests.
2.2.3 Double occupancy rooms must contain adequate living and sleeping areas. The contractor must comply with all relevant laws, regulations, and industry standards pertaining to lodging services. No more than two people must be assigned to a room.
2.3 REQUIRMENT THREE. FURNISHING AND EQUIPMENT:
2.3.1 Furnishing and equipment must be clean and in good repair. The following minimum furnishings are required:
a. Lamp -1 per desk or writing table.
b. Adequate clothes storage drawers and closet space
c. Desk or writing table with chair.

2.4 REQUIRMENT FOUR. ENTRANCE: Hotel must provide safe and suitable area for the standing, loading, and unloading of a standard 55-passenger charter motor coach not more than 50 yards from a hotel entrance where buses can onload and offload without contravention of any parking regulations.
2.5 REQUIRMENT FIVE. CONTRACTOR FURNISHED SERVICE:
2.5.1 SERVICES: The contractor must provide the following services:
2.5.2 BREAKFAST: The contractor must provide meal vouchers for breakfast within the hotel restaurant or otherwise provide a continental breakfast. These vouchers must be inclusive of all expected costs
(including gratuity) and be settled against this contract.
2.5.3 ASSIGNMENT OF QUARTERS/ROOMS: The contractor must be adequately manned to provide a 24-hour check-in and check-out service, seven days a week. Individuals of the same sex, designated for double room occupancy, must be billeted in rooms with two beds. If these rooms are not available, single rooms must be used.
2.5.4 ADDITIONAL DESIRABLE AMENITIES:
a. 24 hours wake up service.
b. Message-taking service
c. 24-hour fitness facility with dumbbells
2.5.5 WIRED OR WIRELESS INTERNET SERVICES: Wireless internet must be made available and included in the daily lodging rate.
2.6 REQUIRMENT SIX. REGULATION AND STANDARDS: All lodging facilities provided must:
Meet, at a minimum, the requirements for a Mobil Travel Guide Rating of three stars or AAA
Diamond Rating of three diamonds.
2.7 REQUIRMENT SEVEN. ADDITIONAL SERVICE: Any additional services, including room service, long distance calls, movies, supreme cable channels, etc., will be the responsibility of each individual guest and will not be paid by the United States Coast Guard.
2.7.1 COMMENCEMENT & COMPLETION: Lodging must commence with check-in on the start date; and end with normal check-out time (with the option to extend check-out) on the completion date.
2.7.2 CANCELLATION: Due to operational requirements, the United States Coast Guard reserves the right to cancel individual rooms on an as needed basis. The United States Coast Guard will provide the contractor notice of intent to vacate a minimum of 72 hours in advance of any cancellations.
2.7.3 GUEST INFORMATION AND CHECK-IN PROCESS: Ensure that government guests have a smooth check-in process without the need for a personal credit card and address any issues that may arise during check-in promptly. Ensure that all guests’ rooms and room keys are ready and available for immediate issuance upon group’s arrival. Explicitly inform each hotel at the time of booking and in writing that government guests will not provide a credit card upon check-in. Ensure that hotels are aware of and agree to these billing arrangements prior to the guests' arrival. Maintain records of all communications and agreements with hotels regarding the “no credit card” policy and make these records available to the government upon request.

2.7.4 TAX EXEMPTION: The United States Coast Guard is exempt from all lodging related state and local taxes and surcharges. The United States Coast Guard Tax Exemption Number is B-239641. The contractor will be responsible for acquiring and providing the United States Coast Guard with an accurate tax-exempt price for all accommodations. Contacting the hotels for tax exemption must not be tasked to the United States Coast Guard at any point prior to arrival at each location.
3.0 CONTRACTOR PERSONNEL
3.1 QUALIFIED PERSONNEL
The Contractor must provide qualified personnel to perform all requirements specified in this SOW.
4.0 OTHER APPLICABLE CONDITIONS
4.1 SECURITY
Contractor access to unclassified, but Security Sensitive Information may be required under this SOW.
Contractor employees must safeguard this information against unauthorized disclosure or dissemination.
Specifically, the contractor must ensure the itinerary is protected from unnecessary dissemination.
4.2 PERIOD OF PERFORMANCE
The period of performance for this contract is 09 March 2026 through 09 April 2026.
4.3 PLACE OF PERFORMANCE
The primary place of performance will be the contracted lodging facilities in each location listed in SOW.
4.4 POST AWARD CONFERENCE
The Contractor must attend a Post Award Conference with the Contracting Officer/Government
Representative(s) no later than Five (5) business days after the date of award. The purpose of the Post
Award Conference, which will be chaired by the Contracting Officer, is to discuss technical and contracting objectives of this contract. The Post Award Conference will be held at the Government’s facility, located at 1 U.S. Coast Guard Training Center Yorktown, Yorktown VA 23960 or via teleconference.
4.5 PROGRESS MEETINGS
The Contractor must be available to meet with the Contracting Officer and the designated Government
Representative(s) upon request to present deliverables, discuss progress, exchange information, and resolve emergent technical problems and issues. These meetings must take place either virtually or in-person at TRACEN Yorktown.
4.6 PROTECTION OF INFORMATION
Contractor access to information protected under the Privacy Act is required under this SOW. Contractor employees must safeguard this information against unauthorized disclosure or dissemination in accordance with the law and Government policy and regulation.
5.0 GOVERNMENT FURNISHED RESOURCES
The Government will provide all necessary information to the Contractor for work required under this contract.
6.0 CONTRACTOR FURNISHED PROPERTY
The Contractor must furnish all facilities, materials, equipment, and services necessary to fulfill the requirements of this contract in accordance with Section 2.0 of the SOW.
