ANSWERS TO TECHNICAL QUESTIONS

1. The PWS indicates that the period of performance is five years. Please confirm that the quoted fixed price for Deliverables 2 and 3 should include five years of Progress Reports and Meeting Minutes.

Answer: Monthly Progress reports and meeting minutes will only last during the formulation phase until the project is executed which should hopefully be before 5 years.

2. Please confirm whether VA will provide access to Dun & Bradstreet and/or Equifax for credit checks or if contractor’s quote should include acquisition of these services as part of the firm fixed price quote.

Answer: VA does not provide access to Dun & Bradstreet or Equifax. This should be included in contractors quote.

3. Task 5 includes several tasks normally completed by subcontractors. Please clarify whether VA wants the Contractor’s firm fixed price quote to include the cost of acquiring these services, of if our quote should include only the costs for managing/supporting other contractors providing these services/reports to VA.

Answer: The quote should include all costs associated with acquiring these services.

4. Completion of NHPA Section 106 Process and NEPA Compliance (including but not limited to Environmental Assessment) can include a very broad level of effort. Can VA provide an order-of-magnitude estimate of the anticipated level of effort, like the “not to exceed 250 hours” included in the PWS under Task 6(3.)?

Answer: This project includes a rich archeological site as well as a historic campus it will most likely take a higher level of effort than the average project. We do not expect this will exceed 300 hours.

5. Similarly, the remaining activities under Task 6 (Technical Transaction Support) could involve a broad level of effort over a five-year contract period. Can VA provide any assumptions or recommendations in terms or level of effort for this task?

Answer: We do not expect this will exceed 150 hours.
