NEWINGTON EUL ERVICES SUPPORT - TECHNICAL QUESTIONS

1. Would the government please confirm if Deliverable 8 (Ongoing Technical Transactional Support) is required; it is listed in the PWS Task section, but omitted from the Deliverables Table.

A: It is not listed on the Schedule of Deliverable because it is an on-going requirement without an actual due date. It does appear on the Pricing Schedule.

1. Is this a new contract or a re-compete of an existing contract?

A: This is a new project.

1. May the contractor submit commercial prime contract and relevant subcontract performance as examples of past performance?

A: Contractor is welcome to provide both prime contract and subcontract performance experience.

1. Would the government please provide a high-level estimate for the number of FTEs required to complete the tasks in the PWS?

A: No.

1. Will the government require travel, or will all work be performed on contractor site?

A: Yes, an estimate of 2 – 3 trips should be planned.

1. Will the government please confirm that 100% remote work is allowed.

A: No, some travel will be required.

1. If the government does anticipate travel, how many trips for contract year and for how many working days?

A: 2 -3 travel events with probably be required. This all depends on the contractor and how many people they bring for the different tasks.

1. We would like clarification on the PRICING SCHEDULE. Several Deliverables have quantities listed in the PWS. How do these numbers relate to the associated CLINs reflecting a quantity of one (1). We are unclear on the meaning of UNIT - JB.

A: The intent of the Pricing Schedule is to simplify the quote pricing. The 1 under Quantity/Unit – JB reflects the entire Deliverable as described in the PWS. If the Deliverable description reads “60 monthly reports”, your quote should be for the maximum number of 60 reports. The unit of JOB (JB) is used to describe the entire Deliverable, not each individual report.

1. Please clarify the “Conflict of Interest” Clause included in the PWS that reads”:

CONFLICT OF INTEREST CLAUSE

(a) As a condition of award, the Contractor's eligibility for future prime contract or subcontract awards will be restricted as follows:

The Contractor (to include principles, agents, and employees) is prohibited from performing services in any capacity on future commercial development or redevelopment of VA real property, subject to a task issued under this contract. This restriction is for a period of four years and shall expire at the end of the 4th year following expiration or termination of this contract.

A: This applies only to the awardee of this contract on future award of commercial development or redevelopment of VA real property projects at this location or site.
