Attachment 1 – Technical questions and answers
All sites:
1--Is this a new or follow-on contract? This is a new requirement, there is no incumbent.
2--If this is a follow-on contract, who is the incumbent vendor, what is the contract number and dollar value? N/A
3--What are the citizenship requirements for these personnel, e.g., can a green card holder be eligible for these positions? If they are in the Country legally they are eligible to work on VA projects. All contractor personnel are required to read, understand, and speak English.
4--Table 1 is referenced in the proposal submission instructions yet is not provided. Can this table be provided? This was a typo – there is no table. Please submit only Microsoft Excel compatible spreadsheet files and/or Acrobat compatible PDF files. Microsoft Word or compatible are also acceptable.

5--Line 4 of the pricing schedule references "Construction." Does this mean "Construction
Manager"? Refers to Construction Manager
Sacramento 5--Line 3 of the pricing schedule references "Professional Engineer." Does this mean "Construction Engineer," "Mechanical Engineer," or another category of Professional Engineer?
Please specify. Professional Engineer means licensed in a specific discipline in the state the work is being done, e.g. civil, electrical, fire, mechanical, structural, etc.. The contracted Engineer will be expected to perform in accordance with professional standards in the business and professions codes.
Las Vegas 5--Line 6 of the pricing schedule references "Professional Engineer." Does this mean "Construction Engineer," "Mechanical Engineer," or another category of Professional Engineer?
